1.0 SCOPE
This specification covers the specific requirements for manufacture, inspection,
testing and supply of Seamless, ERW and EFSW pipes of different metallurgy as per
purchase requisition.
2.0 REFERENCE DOCUMENTS
The following specifications shall be followed for manufacturing and testing the pipes
and fittings. Wherever a specification is mentioned it shall be the latest edition.
ASME B 31.3
IS-1239
IS-3589
All other relevant ASME, ASTM and ANSI standards
API 5L
NACE materials as per MR-01-75
IBR regulations
3.0 GENERAL REQUIREMENTS

3.1 In addition to adhering to the requirement given in the requisition, all pipes shall
strictly meet the entire requirements specified in the material and dimensional
standards given in the requisition.
3.2 Test reports shall be supplied for all mandatory tests as per the applicable material
specification and the following supplementary tests as specified below.

3.2.1 For all austenitic stainless steel pipes intergrannular corrosion test shall have to be
conducted as per following.

ASTM A262 PRACTICE B with acceptance criteria of 60 mils/year (max.)
OR
ASTM A262 PRACTICE E with acceptance criteria of NO CRACKS as observed from
20X MAGNIFICATION & microscopic structure to be observed from 250 X
magnification.

3.2.2 When specifically asked for high temperature application for some grades of
austenitic stainless steel (SS309, 310, 316, 316 H etc) ASTM A262 PRACTICE C with
acceptance criteria of 50 mils/year (max.) shall have to be conducted.
3.2.3 Pipe under NACE shall meet the requirement of NACE- MR-01-75 (latest edition)
All NACE material shall have Carbon equivalent less than 0.45. Carbon equivalent
shall be computed as below:
CE = C + Mn /6 + ( Cr +Mo+V)/5 +( Ni+Cu)/15
3.2.4 For SS316 material, Molybdenum shall be 2.3% minimum.

3.3 Requirement for Hydrogen services:

3.3.1 All CS pipes having wall thickness 9.53 mm and above shall be normalised. Cold
drawn pipes shall be normalized after the final cold draw pass for all thickness.
3.3.2 All alloy steel pipes shall be normalized and tempered. The normalising and
tempering shall be a separate heating operation and not a part of the hot forming
operation. The maximum room temp tensile strength shall be 100,000 PSI.
3.3.3 For all austenitic stainless steel, the weld deposit shall be checked for Ferrite
Content. A Ferrite Number (FN) not less than 3% and not more than 10% is required
to avoid sigma phase embrittlement during heat treatment. FN shall be determined
by Ferritescope prior to PWHT.
3.3.4 For all CS and AS pipes with thickness over 19 mm, Charpy V- notch test shall be
carried out in accordance with para UG-84 of ASME Sec VIII, Div. 1 for weld and
base metal from the thickest item per heat of material and per heat treating batch.
Impact test specimen shall be in complete heat treated condition and in accordance
with ASTM A 370. Impact energy at 0 deg C shall average greater than 27J (20 ft-lb)
per set of 3 specimen, with a minimum 19J (15 ft-lb).
3.3.5 If welding is used in manufacture, impact test of HAZ and weld metal shall also be
carried out.
3.3.6 For CS and AS, HAZ shall be limited to 200 and 225 BHN (max) respectively.
3.3.7 All weld joint shall be 100% radiographed in accordance with UW-51 of ASME Sec
VIII, Div 1 and ASME Sec V. Radiography shall be performed after PWHT.
3.3.8 All carbon steel pipes having wall thickness 19 mm (0.75") and above shall be post
weld heat-treated.
3.3.9 All alloy steel (Cr-Mo) pipes shall be post weld heat treated irrespective of type or
thickness of weld.

3.3.10 All Austenitic stainless steel grades shall be solution annealed after welding.
3.3.11 All stabilised grades of stainless steel shall be given a stabilising heat treatment in
addition to solution heat treatment at 900C.

3.4 Chemical composition, physical properties tests, heat treatment, dimensional
checking & tolerances shall conform to specified code/standard & specification.

3.5 Steels made by acid Bessemer process shall not be acceptable.
3.6 Pipes shall be supplied in single random lengths of 5 to 6 meters or double random
length of 10-12 metre

3.7 All pipes shall be stencilled giving material specification size & schedule / thickness
with weather proof paint at one end of each length.
Bevelled ends shall conform to ANSI B 16.25. Dimensions as per ANSI B 36.10

3.8 All longitudinal welded pipes other than IS3589 should employ only automatic
welding. All austenitic stainless steel pipes shall be supplied in solution annealed
condition.

3.9 IBR Requirements

3.9.1 IBR pipes shall be accompanied with Original IBR certificate in Form III-A duly
approved & signed by IBR authority / local authority empowered by Central Boiler
Board of India. Pipes shall be painted red strips at both the ends for identification.
3.9.2 For Carbon steel pipes under IBR the chemical composition shall conform the
following.
Carbon (Max): 0.25 %
Others (S, P, Mn): as prescribed under IBR regulation

4.0 INSPECTION REQUIREMENT

4.1 Inspection Requirement for Seamless / ERW Pipes
The pipes shall be manufactured strictly in accordance with the specifications (API
5L/ASTM A 106/ASTM A333/A335) as mentioned in the Inquiry/Purchase Order and
shall be inspected by Third Party Inspection Agency duly approved by the Purchaser
as per following scope of inspection:

4.1.1 Chemical check analysis as per relevant clause of API/ASTM.
4.1.2 Checking and witnessing various physical and mechanical tests such as Tensile
Strength, Yield Strength, Percentage elongation, Flattening, Bending tests, impact

testing as per API/ASTM.
4.1.3 Hydraulic testing as per API/ASTM A 530.
4.1.4 Visual inspection and checking of dimensions as such diameter, wall thickness,
length, straightness etc as per relevant API/ASTM for 100% pipe lengths. Pipes shall
be free from any defect.
4.1.5 100% Eddy current testing shall be done for API 5L ERW Pipes. (Additionally
ultrasonic testing shall be done 100% for grade X 46 Pipes as per SR 17 of API 5L
Specification)
4.1.6 Marking and coating as per specification and the same shall be identifiable by Third
Party Inspector's certificate.
4.1.7 The Third Party Inspector shall certify conformity of the pipes to relevant API /
ASTM.
4.1.8 All the test certificates shall be furnished with the delivery of the material.

4.2 Inspection Requirement for CS EFSW Pipes of API5LGRB/ ASTM A 672
The pipes shall be manufactured strictly in accordance with the specification
mentioned in the Inquiry / Purchase Order and shall be inspected by Third Party
Inspection Agency duly approved by the Purchaser as below.

4.2.1 Chemical check analysis as per clause 3.3 of API5L and clause 7 of A 672.
4.2.2 Checking and witnessing various physical and mechanical tests such as Tensile
strength test, yield strength, percentage elongation, etc as per API5L/Section 6 of
Specification A 530.
4.2.3 Hydraulic testing as per clause 5.1, 5.2 & 5.3 of API5L/. Section 2 of ASTM A530.
4.2.4 Checking of dimensions such as diameter, wall thickness, length, straightness etc. as
per relevant section of the respective codes. All Pipes shall be free from any defect.
4.2.5 Radiographic examination of the welds shall be made in accordance with and meet
the requirements of ASME Boiler & Pressure Code, Section VIII, Paragraph UW51.
4.2.6 Marking and coating as per specification and the same shall be identifiable by Third
Party Inspector's certificate.
4.2.7 Third Party Inspector shall certify conformance of the pipes to API 5L/ASTM A 672 Cl.

4.2.8 All the test certificates shall be certified by the third party i.e., M/s Lloyds Register /
M/s CEIL and the same shall be furnished along with delivery of materials. In case
any deviation of procedures is adopted the same shall be approved by Lloyds / CEIL
under intimation to owner. Third party Inspector shall stamp on each pipe.
4.2.9 One welded circumferencial seam of same quality as longitudinal weld is permitted
which shall be at least 2.5 M from either end.

4.3 Inspection Requirement for SS Seamless Pipes

A 312) as mentioned in the Inquiry/Purchase Order and shall be inspected by Third
Party Inspection Agency duly approved by the Purchaser as per following scope of
inspection:

4.3.1 Chemical check analysis as per relevant clause of ASTM.
4.3.2 Checking and witnessing various physical and mechanical tests such as Tensile
Strength, Yield Strength, Percentage elongation, Flattening, Bending tests as per
ASTM.
4.3.3 Hydraulic testing as per API/ASTM A 530.
4.3.4 Visual inspection and checking of dimensions such as diameter, wall thickness,
length, straightness etc as per relevant ASTM for 100% pipe lengths. Pipes shall be
free from any defect.
4.3.5 Marking and coating as per specification and the same shall be identifiable by Third
Party Inspector's certificate.
4.3.6 The Third Party Inspector shall certify conformity of the pipes to relevant ASTM
standards.
4.3.7 All the test certificates shall be furnished with the delivery of the material.

4.3 Inspection Requirement for CS / EFSW Pipes of IS-3589
The pipes shall be manufactured strictly in accordance with the specification (IS-3589)
mentioned in the Inquiry / Purchase Order and shall be inspected by Third Party
Inspection Agency duly approved by the Purchaser, as per following scope of
inspection.

4.4.1 Chemical check analysis as per clause relevant clause.
4.4.2 Checking and witnessing various physical and mechanical tests such as Tensile
strength test, guided bend strength as per relevant clause.
4.4.3 Hydraulic testing as per relevant Clause. Wet lime layer to be applied on the weld
line through out the entire length of pipes so that operator can do the visual
inspection of the weld line in proper manner after holding the Hydro test pressure for
a specific time.
4.4.4 Visual inspection & checking of dimensions such as diameter, wall thickness, length,
straightness joints & ends for 100% pipe length as per respective clauses. Pipes shall
be free from any defect.
4.4.5 Result of Radiographic examination (extent of radiography 2% for longitudinal /
circumferencial seams and T joints).
4.4.6 Marking and coating as per standard and the same shall be identifiable by Third
Party Inspector's certificate.
4.4.7 All the test certificates shall be certified by the third party and the same shall be
furnished along with delivery of materials. In case any deviation of procedures is

adopted the same shall be approved by third party under intimation to owner. Third
party Inspector shall stamp on each pipe.

5.0 SCOPE OF INSPECTION BY THIRD PARTY INSPECTION AGENCY
The scope of inspection shall be read with item description, codes stipulated in
purchase requisition / order, requirement of test and inspection as per this technical
specification. This is applicable for only non IBR pipes. The items during
manufacture shall be subjected to inspection by Third Party Inspection Agency
(TPI). The vendor shall develop their Quality Assurance plan (QAP) which shall
essentially contain characteristics of test/check, quantum and type of check,
reference documents for acceptance criteria and scope of inspection by vendor or
owner / TPI and submit to NRL for review / acceptance. The scope of inspection
shall include (but not limited to) the following:
5.1 Test to be witnessed:

Testing for physical properties.
Visual Inspection (100%)
Dimensional check (100%)
Hydrostatic test (10%)

5.2 Review of documents:

Mill test certificate of raw materials
Positive Material Identification reports
Radiographs (Where required)
Heat treatments (Where required)
Material composition as per NACE(if required)
Manufacturers test certificate
Hydrotest (100%) conducted by the manufacturer
Supplementary test as required.

5.3 Third party inspection release note shall contain the information on test witnessed,
documents reviewed, observations/ remarks, identifications, order status and date(s)
of inspection.

5.4 Third party inspector shall stamp each length of pipe on completion of inspection and
shall mention the same in the inspection release note.

6.0 MARKING & DESPATCH

6.1 All pipes shall be marked in accordance with the applicable codes and standards and

specifications. In addition the conditions like IBR, NACE etc. shall also be marked.
6.2 Pipes under IBR and NACE shall be painted in red strips & canary yellow strips
respectively longitudinally throughout the length for easy identification.
6.3 Pipe shall be dry, clean and free from moisture, dirt, and loose foreign material of
any kind.
6.4 Third party stamping / IBR stamping to be clearly encircled using red paint and
covered by protective tape for easy identification.
6.5 Both ends of pipe shall be protected with the following material as follows:
Plain end: plastic cap
Bevel end: wood, metal or plastic cover
Threaded end: metal or plastic threaded cap

7.0 DOCUMENTATION

The supplier shall submit the following records of the test and inspection conducted
on the materials, to the Company in quadruplicate:
1. Result of the tests (Physical and Chemical) carried out duly endorsed by third
party inspection agency
2. Heat treatment records.
3. Radiography records wherever applicable
4. Third party Inspection release note / IBR certificate in original clearly indicating
the NRL purchase order no. and item code.
5. For IBR pipes, in case the bidder belongs to Well Known Maker category of IBR,
then copy of validation shall be submitted along with supply. However, for sub
vendors / traders, IBR inspection is mandatory even if the product is sourced
from a well known maker.
