Highspire Borough Council Minutes

April 15, 2014



Council President Kay Sutch called the Highspire Borough Council meeting to order at 7:01 p.m.
The prayer was offered by Member Roman then followed by the Pledge of Allegiance.

Roll call was taken:

Junior Council Person Victoria Montijo was absent.

Mayor John Hoerner presented the 2014 Merchant of the Year Award to Mike Shaver of Mikes
Concrete.

Minutes
President Sutch presented the meeting minutes from the March 18, 2014 Council Meeting and
asked for questions regarding them. Hearing none, a motion to accept the minutes was made
by Member Matesevac and seconded by Member Anderson. Motion approved unanimously.

Financial Reports
President Sutch presented the Treasurers Report and Financial Statements for the month of
April 2014 and asked if there were any questions regarding them. Hearing none, a motion to
accept the reports was made by Member Hoch and seconded by Member Dengler. Motion
approved unanimously.

Mayors Report
Mayor Hoerner noted that he attended the following meetings:3/20 Education Collation & Sewer
Authority mtg; 3/27 Bicentennial Mtg; 3/29 Crowning of the Queen; 3/31 Neighborhood Watch
mtg; 4/7 Education Collation & Fire House mtg; 4/10 Bicentennial Mtg; 4/12 Easter breakfast &
egg hunt, performed a wedding ceremony, attended the Steel-High School Play.

Police Department Report
President Sutch presented the Police Department Report for the month of March and asked if
there were any questions regarding them. Hearing none she noted that they could be filed.

South Central Emergency Medical Services Report
President Sutch presented the South Central Emergency Medical Services report for February
and asked if there were any questions regarding it. Hearing none she noted that the report could
be filed.
Citizens Comments
Myles Blazi, Hammaker Street Noted that it was nice to see Mike Shaver honored for the
giving that he does. He also noted that he believes there is an issue at Second & Hammaker
with the fence on the corner that blocks the view of traffic when motorist are trying to pull out
into traffic.

Correspondence
Dauphin Lebanon County Boroughs Association meeting to be held on April 29, 2014.

York County Solid Waste & Refuse Authority notice that the York County Commissioners
approved at $2 per ton host county fee on out of county waste delivered to the York County
Facility. This fee is retroactive to January 1, 2014.

Dauphin County 2015 CDBG funding announcement.

Committee Reports
Public Facilities Member Matesevac Member Matesevac noted she has talked with Randy
about the planters and that they will be done the beginning of May. She also thanked Member
Dengler for his comments on the one website concerning the feral cats.
Sanitation Committee Member Dengler noted that he attended the Authority meeting and that
the next one will be this coming Thursday.
Bi-Centennial Committee Member Sutch noted that the tickets to the Historical Tour on June 7
are on sale. She noted that she would like to have the Borough Building open for part of that
time from 4-6pm. Those who are willing are invited to come down during that time to help with
the tour. Member Matesevac noted that the Committee has had a lot of response for the
bicentennial parade in September.
Finance/Administration Member Thatcher noted that the recodification has been continued to
April 24 at 6pm.
Personnel Member Roman noted that she attended fire department meetings as well as the
Crowing of the Queen dinner.
Community Development Member Hoch thanked those involved for helping to get Mike to
tonights meeting. She noted that next month the Citizen of the Year will be awarded.
Public Safety Committee Member Anderson noted that the next Education Collation will be
held at the end of the month.
Junior Council Absent

Staff Activity Reports
Manager McHale noted that Twp. Commissioner Nick DiFrancesco asked the Borough if he
could place several caches in Reservoir Park in conjunction with Geocaching. Council Members
were in favor of this request. Manager McHale also noted that during the Boroughs Highway
Aid Audit it was noted that the Highway Aid funds were to be held in an interest bearing
account. In this months bills Council will see a large check moving the funds from the Citizens
Bank Highway Aid fund to the Highway Aid PLGIT fund. He also noted that Rettew gave a
proposal to GPS the Storm water pipes and Rob will talk about that later.

Acting Superintendent Randy Kreider noted that the Rhoda Avenue project has begun. It should
not take that long to complete. They are temporarily patching the intersections so all the roads
can be paved at the same time.

President Sutch presented the Staff Activity Reports for the month of March 2014 and asked for
a motion to accept it. Motion moved by Member Matesevac, seconded by Member Thatcher.
Motion approved unanimously.

Solicitors Report
Solicitor DeLuce noted that he does not have a report but requests an executive session to
discuss a personnel and real estate matter.

Engineers Report
Engineer Robert Lauriello informed Council the storm sewers on Rhoda will sit and settle for a
little while. He also noted that Rettew has provided the Borough with several options to help
map the storm water system as part of the MS4 program. Option 1: Borough would perform field
work/data collection at an approximate cost of $4,379; Option 2: Rettew performs field
work/data collection at an approximate cost of $9,201; Option 3: Borough would perform field
work/data collection with a per day/hour rate of Rettew should they be needed on site to help at
an approximate cost of $4,379 plus day/hour rate of $480/day plus mileage.

Motion made by Member Anderson, seconded by Member Dengler to accept Option 3. Motion
approved unanimously.

Engineer Lauriello noted that the 2015 CDBG applications are available. He would like to
include Klugh Street, Chestnut Street, and Iron Avenue which were not successful during the
2014 round. He also noted that the Local Share grant that was approved for approximate
$156,000 was for 8 smaller road projects. They will reassess the projects and choose which
ones to bid and then he suggests reapplying for the remaining roads for the next grant round.

Council agreed that they would like to continue applying for the funding to repair the roads.

New Business
Motion moved by Member Thatcher, seconded by Member Matesevac, to approve the April
2014 Deletions List submitted by John Hoch, Tax Collector. Motion approved unanimously.

Motion moved by Member Roman, seconded by Member Matesevac, to approve the April 2014
Tax Exonerations List submitted by John Hoch, Tax Collector. Motion approved unanimously.

A motion to accept or reject a bid received in the Dauphin County Office of Tax Claim Bureau
for property located at 699 Eshelman Street was tabled.

Motion moved by Member Hoch, seconded by Member Thatcher, to accept the proposed bylaw
changed to the Capital Region COG. Motion approved unanimously.

Moved by Member Anderson, seconded by Member Matesevac, to direct staff to release the
April 2014 contribution to the Highspire Fire Department as indicated in the 2014 General Fund
Budget. Motion approved unanimously.

Moved by Member Roman, seconded by Member Anderson, to approve payroll and bills for
April 2014. Motion approved unanimously.

Reconvene: 8:46 pm

Motion made by Member Roman, seconded by Member Anderson to accept bid received in the
Dauphin County Office of Tax Claim Bureau for property located at 699 Eshelman Street in the
amount of $500.00 as submitted through the Repository list.

Moved by Member Anderson, seconded by Member Dengler to authorize a conditional offer of
employment to Randy Kreider as the Public Works Superintendent and direct the solicitor in
conjunction with the Manger to prepare a proposed contract to be reviewed by Council at next
months Council meeting. Motion approved unanimously.

President Sutch asked if there was anything else to be brought before the Council. Hearing
none, Member Matesevac made a motion, seconded by member Anderson to adjourn the
meeting at 8:48 pm.
