Our Quality Policy Quality and excellence have always been the driving force behind our success. As a not-for-profit organisation under the purview of the Ministry of Education, SIM enforces stringent corporate governance guidelines to ensure that legal regulatory requirements are consistent with the law, transparent and enforceable. Assuming the overall governance of the SIM Group is the Governing Council (GC). Comprising of independent elected members, the Council is responsible for the strategic direction of the Group, acts as a watchdog on all financial, remuneration, audit matters and academic quality of the Group. Similarly, UniSIM and the Singapore Institute of Management Pte Ltd are also governed by a Board of Trustees and Directors respectively, members of whom are appointed independent directors. Skeletal to SIMs commitment to its quality promise and differentiating reputation is a rigorous academic and quality assurance process put in place for the benefit of our students. The SIM academic governance structure engages both the internal as well as external reviews of our quality and standards, ensuring that the academic end-to-end processes in SIM Group are robust and well-controlled. The external reviews are conducted by the SIM International Academic Panel, SIM Academic Quality Panel and the External Academic Audit. These academic review processes take place in conjunction with other on- going reviews by professional, statutory or regulatory bodies such as the Ministry of Education, partner universities and their agencies.
Awards and Accolades EduTrust Certification and ERF Registration with Ministry of Education SIM was awarded the coveted EduTrust certification by the Ministry of Education (MOE) in May 2010. SIM is amongst the first private educational institutions (PEIs) to be registered under MOEs Enhanced Registration Framework (ERF), a mandatory registration for all PEIs operating in and from Singapore, as well as awarded the EduTrust Certification. EduTrust-certified PEIs must have robust academic systems and processes, and attain quality standards in the delivery of education.

People Developer Award SIM was awarded the People Developer Standard in 2009, an award that recognises its commitment to staff development.
Our History SIM Group was founded on 28 November 1964 by the Economic Development Board as a not-for-profit membership institution with the mission of developing Singapores human resource capital.
In the early years, we offered training courses in management for senior managers and supervisory personnel. After launching our first formal management education programme Diploma in Management Studies - in 1973, our portfolio grew to incorporate a wide range of diploma, bachelors, masters and doctoral programmes in partnership with established international universities.
Page 5 of 35 07 March 2011 With our experience in running adult learning programmes, we were selected by the Ministry of Education (MOE) in 1992 to steward the Open University Degree Programme (OUDP) in Singapore. The degrees were awarded by The Open University of the United Kingdom (OUUK). In 2002, the OUDP was renamed SIM Open University Centre (SIM-OUC) when OUUK granted accreditation to us.
In January 2005, MOE granted us approval to form SIM University (UniSIM). UniSIM was formally registered on 14 April 2005 and its first student intake commenced in January 2006. UniSIM continues to manage its partnership programmes with OUUK for its existing open university students and with Beijing Normal University for its Chinese language courses.
The SIM Group offers its core services through three educational brands:
(a) SIM University (UniSIM) is the first privately-funded local university (on social mission) approved by the Ministry of Education to issue university degrees in a comprehensive range of disciplines. UniSIM focuses on the upgrading and learning needs of working professionals and adult learners. It adopts a flexible and practice-focused learning approach and offers more than 40 academic programmes in various disciplines. Its current enrolment is close to 11,000 students. Since July 2008, UniSIMs programmes became even more accessible to adult learners as eligible Singaporeans and Permanent Residents taking UniSIM undergraduate programmes enjoy a government subsidy of 40% and 20% of tuition fees respectively. UniSIM has been a Singapore Institution of a Public Character (IPC) since September 2005. It is also a member of the International Association of Universities (IAU), an association of world leading universities.
(b) SIM Global Education offers high-quality overseas degree programmes through its partnerships with established international universities and institutions from the US, UK, Australia and Switzerland. Our student population consists of both full-time and part-time students, with a current enrolment of 19,500.
(c) SIM Professional Development programmes train about 11,000 professionals annually through its 600 seminars, workshops and conferences. Its in-company training services help companies optimise effectiveness in various fields of management and human resource development.

Students can purchase the texts required for their programmes at the start of the course from SIM Popular bookshops located at level 3 of SIM Headquarters (SIM HQ) and SIM Management House (SIM MH). These texts are pre-discounted and offered at special prices.

d. Students Lounge
The Students Lounge is located at level 4 of SIM Headquarters and SIM Management House.

It is strictly for use by full-time and part-time students of SIM. Outsiders are not allowed. Students are to carry their student/membership cards at all times and these must be produced for identification to any SIM staff or security guard upon request. Only non-alcoholic drinks are allowed. All litter is to be disposed off in a proper manner. Please keep the lounge clean and tidy at all times. Smoking and gambling in any form is strictly prohibited. No religious and political activities are allowed. Students must be properly and decently dressed. Keep noise level down at all times. Please be considerate when watching television or when having group discussions. Students are to observe the opening and closing times of the lounge. No one is allowed to stay overnight. Please do not lie on the sofa. Please do not tamper with or remove any furniture or items belonging to SIM from the lounge. Do not leave valuables unattended. The Institute will not be held responsible for any loss of personal belongings. Belongings left unattended may also be removed at the discretion of the SIM staff. No reservation of seats is allowed. The owner who puts up the notice must remove it after 1 week.
The Games and Gym rooms within the lounge are strictly for SIM Students.
All students are required to produce their SIM Student cards and sign in at the Gym counter.

Students should refrain from talking loudly or indulging in noisy activities that may annoy or distract other users in both the Games and Gym rooms.

e. Car and Motorcycle Parking
Cars and motorcycles should be parked only in designated carpark lots. Vehicles not parked in designated areas may be clamped or towed away.
Please note that students are not allowed to park their cars at level 1 of the SIM Headquarters or at the sheltered carpark lots at SIM Management House as they are reserved for staff and lecturers with car passes.
Only students whose motorcycles have been registered with the Ngee Ann Polytechnic are allowed to park on the latters premises during the day. SIM will not be held responsible if your vehicle is towed away.
SIM may impose carpark charges, if the need arises in the future.

Committed to the student welfare, SIM extends support from financial assistance schemes to counselling services and structured processes for grievance resolution. We have also put in place a medical insurance for all students of SIM, covering students 24 hours in Singapore and overseas for school-related activities.

Please note that the office is not fully staffed on weeknights and Saturdays. Students are encouraged to make an appointment with the respective programme executive before coming to the administration office.
2. Programme Handbook
Each programme in SIM has its own handbook which provides programme- specific regulations and requirements. Students will be provided, through Students Portal and/or hard copy, with such handbooks upon course fee payment and enrolment into the programme.
Students are expected to read and to comply with the requirements and regulations of the programme that they have enrolled in. The final decision on all academic matters comes under the purview of the programme regulations and requirements.
3. Payment Methods and Channels Payment to Singapore Institute of Management Pte Ltd (SIM) The modes of payment available are cash, cheque, Nets, cash card, Visa/MasterCard and/or Cashier/Money/Postal order. We accept up to 4 different modes of payment combination. All payments are to be in Singapore dollars.
For cheque payment, the cheque must be crossed, and made payable to "Singapore Institute of Management Pte Ltd". It should not be post dated.
For Nets payment, the daily limit is $2,000 or $3,000, depending on the bank and your personal limit.
For credit card payment, the limit is subjected to your available balance at the point of payment. We accept Visa & MasterCard only.
4. Students Portal
Upon enrolment and fee payment into SIM programmes, a student will be given an account in the SIM student administrative website, the Students Portal. We encourage you to cultivate the habit of checking the Students Portal Page 12 of 35 07 March 2011 regularly to obtain the latest updates of information (e.g. change of lecture dates/venue).
The Students Portal is a password-protected site at :- www1.sim.edu.sg/student.html
For security reasons, you are advised to change your password when you log in for the first time. Please note that your User ID and Password must be kept strictly confidential and should be used every time you access the Students Portal.
5. Live@edu Email Account
All students will be issued a Live@edu email account. This email account will be the official account for all email correspondences between SIM and you. In recognition of your association with SIM, you can continue to use this account to keep in touch with us and all your fellow classmates and friends even after your graduation.

6. News Alert
News Alert is a service which automatically notifies you via email whenever a new notice is posted to the Students Portal. After receiving the notification email, you can then log into the Students Portal to read the new notice. The email notifications will be sent to your MyMail account. All students are automatically subscribed to this service. You can unsubscribe from the service via the Students Portal.
7. SMS Alert
SMS Alert is a service which allows SIM to inform you, via SMS, of any urgent matters (e.g. last minute cancellation of class).
Note that this system will only be used for urgent notifications. Information and messages will still be disseminated to students via Students Portal / email / letter. You should therefore continue to visit your Students' Portal on a regular basis.
As long as you have provided a handphone number to SIM, you will automatically be subscribed to the SMS Alert system. You can terminate the subscription, or change your designated mobile number anytime via the Students Portal. For more details, please refer to the Terms of Use of the SMS Alert system in the Students Portal. Page 13 of 35 07 March 2011 8. Change of Personal Particulars
Should there be a change in your address, telephone number, e-mail addresses or employment records, please update your particulars at Update Personal Profile in the Students Portal. This is important as failure to do so would mean that we would not be able to reach you should there be changes in the programme, such as, timetable, etc. Correspondence with students will be mailed to their last recorded address.
9. Requests for Certification Letters
If you wish to request any certification letters, you are required to submit your request with supporting documents (where applicable) through your Live@edu email account to [email protected]. Please note that we will take at least 3 working days to process your request.
10. Refund Policy for Withdrawals and Change of Course

Notes: 1. Application fee for courses is non-refundable and non-transferable. 2. All requests for refunds arising from withdrawal and change of course must be accompanied with an original fully completed hardcopy Student Request Form (downloadable from the SIM GE website and the Students Portal) with relevant supporting documentary proof. 3. Refunds (if any) will be processed within 7 working days of receipt of the original fully completed hardcopy Student Request Form with relevant supporting documentary proof. Forms that are received after 12.00 noon would be considered as submission on the next working day. 4. Approval for change of course will be granted on a case-by-case basis and subject to each individual meeting the course admission requirements. 5. Transferring to another institution is deemed as a withdrawal from SIM. As such, for international students who transfer to another institution, their International Students Pass will be cancelled. These students will have to submit their Passport and International Students Pass at the Student Helpdesk (SIM HQ) within 3 working days of the transfer. Attendance record and other relevant documentation to facilitate the transfer will be provided upon request. Page 14 of 35 07 March 2011 6. Course fees must be paid in full before the course commencement date. 7. International students who wish to change to another course offered by SIM will also need to submit their Students Pass application to Immigration and Checkpoints Authority of Singapore (ICA) for approval. 8. For new applicants, in the event that the Students Pass application is not approved by ICA, the applicant will receive a full refund of the course fee.
11. Examination Policies and Regulations
Eligibility Only students who have registered for the subjects and have met the attendance requirement will be eligible to sit for the examination.
Examination Answer Scripts All examination answer scripts, whether used or unused, are to be returned at the end of the examination.
The examination answer scripts will not be viewed by or returned to students after they have been collected.
Academic Misconduct Misconduct during the examination will be dealt with in accordance to the policy on Academic Misconduct.
Appeal of Academic Results (Not applicable for partner university undergraduate programme) Students may appeal for a review of academic results. An appeal fee of S$53.50 (including GST) is payable per subject.
Please take note of the deadline for appeal as application after the deadline will not be considered:
1. Appeal for continuous assessment result no later than 3 working days after result release.
2. Appeal for examination result no later than 1 working day after result release.
For partner university undergraduate programmes, please refer to their specific policy on appeal of academic results.
Examination Rules & Regulations Students must comply with all examination rules and regulations. Details of the examination rules and regulations will be provided by SIM to students during the academic period of study.
Where specific institute or universitys examination rules and regulations exist, they will prevail over SIM examination rules and regulations.

12. Feedback and Evaluation
As feedback to lecturers, administrative staff and support services, a course evaluation will be conducted near the end of each academic period (such as end of semester/term/module/academic year).
Students are invited and encouraged to provide constructive comments and feedback for the purpose of further improvement on the programmes. The feedback and comments will be treated in strictest confidence. SIM will provide lecturers with the feedback after the results of the main and supplementary examinations (where applicable) have been released.
Where applicable, comments and feedback obtained will be discussed with administrative staff and lecturers.
Students can also provide feedback anytime during the course by contacting either Student Helpdesk or their respective programme executives. Alternative, they can use the "Course Feedback" form or the general online form in the "Contact Us" section of the Students' Portal to send in their feedback.

Our Service Standards For Feedback
1) We will provide an acknowledgement reply by the next working day from the receipt of the written feedback.
2) We will provide a formal response to the feedback within 3 14 working days from the time of receipt, depending on the complexity of the feedback. For those relating to external institutions/ bodies, the maximum response time will be 21 working days.

The SIM Global Education Scholarship is awarded to outstanding local and international students to pursue overseas Bachelor's degree programmes at SIM Global Education (SIM GE). Up to 35 scholarships will be awarded each year to deserving new and existing students. The categories of scholarship are:
Academic Excellence and Leadership Awards are granted to outstanding students who have achieved academic excellence and demonstrated leadership qualities both in and outside the classroom.
Sports and Artistic Talent Awards are granted to athletes who possess an impressive track record of achievement in sports OR individuals with outstanding artistic talents.
Tenure of Scholarship The scholarship is tenable for the minimum period required to complete the full course of study, as stipulated by the programme.
Eligibility The scholarship is open to Singapore citizens, permanent residents and international students.
Value Of Scholarship The award covers tuition fees, examination fees and other compulsory fees, as well as a book allowance for required textbooks. There is no bond attached to the scholarship.
Application There are two application periods per year:
March for programmes commencing in the second half of the current year. September for programmes commencing in the first half of the following year.
Applicants must separately seek admission to their programmes of choice and must be accepted for admission before being awarded the scholarship.

14. SIM GE Bursary
The SIM GE Bursary is to provide financial assistance to needy students studying at SIM GE. It is a monetary award based on financial need. In addition, students should have satisfactory academic results.
Tenure of Bursary The bursary is tenable for diploma, undergraduate or postgraduate programmes offered by SIM GE. It shall be tenable only for the year in which it is awarded, and should only be used to pay the SIM course fees due.
Value of Bursary The bursary quantum is up to $2,000/- and is offered dependent on the assessed level of need of the applicant. The bursary is tenable for one year.
Repayment As the bursary is awarded to help needy students with the payment of SIM course fees, no repayment is required. However, the bursary must be refunded in part or in full if the student discontinues his/her studies.

15. Confidentiality Policy
SIM is committed to maintaining the confidentiality of the students personal information and undertakes not to divulge any of the students personal information to any third party without the prior written consent of the student SUBJECT TO the obligation of SIM to disclose to any Singapore government authority any information relating to the student in compliance with the law and/or to the organisation conferring/awarding the qualification.
16. Student Attendance Policy
The Student Attendance Policy is intended to assist SIM in enabling students to achieve their full learning potential.
SIM requires all students (both international and local) to attend all scheduled lessons and activities unless they have valid reasons supported by document such as medical certificates. Under this policy, all full-time local students are required to attain a minimum attendance rate as stipulated by the partner universities / institutions or 75%, whichever is higher. For all international students, the minimum attendance requirement is 90% as mandated by the Immigration & Checkpoints Authority (ICA).
This attendance policy will take effect from 4 January 2010.
It has been proven that good attendance contributes significantly to the successful completion of courses and enhances the quality of the learning experience. Students must be responsible for their own learning to achieve success in their pursuit of higher education. Any unauthorized absence could lead to disciplinary procedures ranging from penalty in course grades to termination of studies.
Automated Attendance Taking For All Students
We will be implementing the automated attendance taking system for all students with effect from 4 January 2010. Students are to tap their student cards on the readers located inside the lecture theatres and classrooms to register their attendance for their assigned classes. Attendance can be checked online via Students Portal.
Please note the following:
1. Students who have not collected or have lost their student cards should approach the Student Helpdesk at Room 2.22 in SIM HQ. Page 19 of 35 07 March 2011 2. Students, reading non-degree programmes, can tap their cards between 30 minutes before and after class starts. As for those who are reading degree programmes, they can do so 30 minutes before and within 1 hour after class starts. Students who fail to tap their cards within these grace periods will be regarded as ABSENT from the class. Students do not have to tap out at the end of the class. 3. Students who are absent from any classes must produce documentary evidence such as medical certificates for their absence within 48 hours from the date of absence. 4. Please refer to your Programme Administrator for the details on attendance requirements, penalties and procedures to submit documentary evidence for absenteeism. Page 20 of 35 07 March 2011 C. DISCIPLINARY MATTERS
1. Disciplinary Regulations
These regulations drawn up by the SIM Disciplinary Committee will apply to students enrolled with SIM and/or other persons/students within the precincts of the Institute. These regulations may from time to time be reviewed and amended by the Disciplinary Committee.
2. Conduct
Students must behave themselves at all times and not interfere with the comfort or convenience of any person, whether in or out of SIM. Students are to carry their SIM student cards at all times and to produce them to any SIM staff upon request. Students must be properly and decently dressed on campus. Improper attire such as revealing shorts, skirts, singlets, clothes with offensive messages are examples of unacceptable attire. No student is allowed to put on anything that prevents ready identification.
3. Non-Academic Misconduct
Misconduct is the conduct of a student within or outside the precincts of the Institute that is prejudicial to the good order and discipline of the Institute, or is likely to bring the Institute into disrepute or is conduct unworthy of a student of the Institute. This includes, but are not limited to, the following :
a. Disruptive Behaviour
Negligent or wilful conduct that adversely affects the conduct of the business of the Institute or the work of any person in that persons capacity as a member of the staff of the Institute or student. Conduct within the precincts of the Institute that is disorderly or interferes with the comfort or convenience of any person.
b. Smoking
SIM is a smoke free campus. Smoking is banned within all SIM premises, both air-conditioned and non air-conditioned areas. Refer to Section 4b on Specific Disciplinary Actions for the Violation of Smoke-Free Campus Policy. Page 21 of 35 07 March 2011
c. Littering
Littering on the premises is an anti-social behaviour. We appeal to you to help us keep the campus clean.
d. Eating and Drinking
No eating or drinking is permitted in lecture theatres, classrooms, laboratories, the library, Grand Hall, study rooms and discussion rooms.
e. Gambling
The playing of any game of chance or mixed game of chance and skill shall be strictly prohibited in the precincts of the Institute. The Institute reserves the right for any Institute staff to report all gambling activities to the police and will not interfere with any action the police may deem necessary in respect of gambling of any sort being carried out by students.
f. Use, Possession, or Distribution, Sale or Solicitation of Any Illegal Substance
Students are forbidden to use, possess, distribute, sell, or solicit any illegal substances.
g. Alcohol
The consumption, use or possession of alcoholic beverages by students is prohibited on SIM campus.
h. Failure to Comply with Instructions
Failure to comply with any reasonable instruction given by a staff of the Institute, including any instruction given to a student to identify himself or herself by the display of a SIM membership card/identity card to the satisfaction of the staff giving the instruction. Failure by or within the required date or period to pay any course fees due to SIM or otherwise observe any fine or other penalty imposed pursuant to any regulation spelt out in this handbook.

Entering any part of the property of the Institute when not entitled to do so Failure to comply with any authorized regulation, rule, order or notice in/or relating to the whole or any part of the property of the Institute. Wrongful/improper handling of any property within the precincts of the Institute.
j. Vandalism, Mischief and/or Theft
Wilful or negligent acts causing damage to, loss, removal or theft of, or any other wrongful interference with any property of the Institute by any student.
k. Sale/Promotion of Goods and Services on Campus
Students are not allowed to sell and/or promote any goods and services within the precincts of the Institute for personal and/or commercial profit. Approval from the Institute has to be sought for any sales of goods and services on the campus.
l. False Representation and Disclosure of Confidential Information
Any false representation, whether oral or written on a matter concerning or affecting the Institute, and/or staff of the Institute, and/or the student and or/any other person(s) relating to the Institute. Publishing and/or circulating in any way whatsoever any confidential information or otherwise including but not limited to class name lists and/or other student information of or held by the Institute.
m. Assault
Any assault and/or verbal abuse by the student or any person directed by the student upon any person within or near the precincts of the Institute.
n. Unauthorized Attendance at Courses
Attending course/s which the student is not entitled to attend without prior permission from an authorized staff of the Institute. This includes assisting another party to attend courses which that party is not entitled to attend.

p. Use of Handphones
All handphones are required to be switch to silent mode prior to attending lectures, classes, examinations, meetings, events and in areas such as libraries and computer laboratories.
q. Recording of Images without Knowledge
There should be no electronic or other means to make a video or photographic record of any person on SIM campus where such a recording is a violation to privacy and/or likely to cause injury, distress or damage to reputation. The storing, sharing and/or distributing of such unauthorized records are also prohibited.
r. Parking on Campus
Car parking is limited and drivers who park their cars on campus are required to comply with the parking regulations and co-operate with the parking attendants authorised to manage the car parks. Any motor vehicle driven on SIM campus should be operated by a legally licensed driver. The driver will have the license in their possession at all times when operating their vehicle. Vehicles violating the parking policies may risk enforcement measures.
4. Disciplinary Actions for Non-Academic Misconduct
a. Action
SIM staff/lecturers/security guards have the right to stop a student from the usage of classrooms/laboratories/library for breaking the Institute rules or for improper conduct. All SIM staff members have the authority to apprehend any student who commits an offence and to recommend the student to SIM Global Education (GE) programme manager and/or student development manager for disciplinary action. The manager(s), will review the case and may, according to the circumstances of the case, determine:
that further investigation is not necessary; that the student shall be given a warning as to future behavior; that the student shall take remedial action(s); Page 24 of 35 07 March 2011 that a record be made in student personal file, as well as student life and services disciplinary record file; that the case be referred to the Disciplinary Committee
b. Specific Disciplinary Actions for the Violation of Smoke-Free Campus Policy
First offence: Students name, identity number and programme shall be registered in the list of offenders. First warning letter will be issued.
Second Offence: Second warning letter will be issued and student must attend counseling and smoking cessation video session.
Third Offence: Student shall be referred to the Disciplinary Committee for appropriate actions.
c. SIM Disciplinary Committee
The SIM Disciplinary Committee will have the authority to take disciplinary action against any student who violates SIM GEs or Institutes rules and policies.
The Disciplinary Committee shall hear and determine any offence referred to it and upon being satisfied that the student concerned is guilty of misconduct, may impose any one or more of the following penalties:
A reprimand and/or final letter of warning and shall form part of the Student Record; The student gives a written undertaking as to his/her subsequent conduct within the Institute; The student gives a written or verbal apology; The student pays for any damage to property he/she has caused, or recompenses the Institute for any loss it may have suffered or for any costs incurred directly or indirectly from the students misconduct; The withdrawal of privileges, e.g. exclusion from Student Services, Library or such other sanction which SIM GE considers appropriate. Expulsion of the student from the programme in consultation with the University Partner, if relevant. Initiation of police action.
Page 25 of 35 07 March 2011 d. Appeal against Disciplinary Action
Following the result of the hearing, the student has a right of appeal against the decision to suspend/expel him or her. The appeal must be in writing, addressed to the Director, Higher Education and should outline the basis of the appeal. The letter and any supporting documentary evidence must be received no later than 5 working days after the date of the hearing.
A Director under the guidance of the Assistant Chief Executive will investigate the basis of the appeal but no further hearing will take place. The Appeal will result in one of the following outcomes: o The student may be reinstated with or without conditions attached. o The appeal will fail and the original decision is upheld A written statement will be produced of the decision and a copy will be sent to the student. Details of the outcome will be kept in Student Record. No further appeal will be allowed once this has been completed.
e. Expulsion for Gross Misconduct
The Chief Executive Officer or his/her nominee has the right to expel any student because of the gross misconduct of that student. Any expulsion shall only be effected in consultation with the University Partner, if relevant.
f. Definition of Terms
Damage means the amount or value or any damage to or loss of any property including costs and expenses incidental to the repair or replacement of any property damaged or lost. Exclusion means the removal for a specified period of time of a persons right to enter and to remain in all or specified part of the precincts of the Institute and to participate in classes, examinations, tests and other activities of or under the control of the Institute. Expulsion means the permanent removal of a persons right to be a student of the Institute, and to enter and to be in any of the precincts of the Institute. Institute means the Singapore Institute of Management. Precincts of the Institute means the buildings, premises, streets, driveways, footways, areas and other real estate that is at any time and from time to time owned by or under the control or in the possession of the Institute. The buildings at present include SIM Headquarters at 461 Clementi Road, and SIM Centres at Namly Avenue and Clementi Road. Page 26 of 35 07 March 2011 Property of the Institute means the library books, equipment, and fixtures, fittings and furniture that are at any time and from time to time owned by or under the control or in the possession of the Institute. Staff includes its employees, lecturers and/or any part-time or full- time contracted staff. Student means a person who is enrolled at the Institute as a student, whether full-time or part-time or who was so enrolled at the time when the misconduct is alleged to have been committed.
5. Academic Misconduct
For issues pertaining to academic misconduct, please refer to the respective programme handbook.
6. Use of Institutes Premises and Facilities
Students who wish to hold any function within the Institutes premises must obtain written permission at least two months before the function. If attendance by persons other than students of the Institute is envisaged, permission must also be sought for their attendance.
a. Student Usage of Premises
Unless requested to do so by Institute staff, students should not handle any of the Audio-Visual equipment installed in the classrooms or lecture theatres. These include overhead projectors, microphones, screens, whiteboards, computers, and film and slide projectors. Doors of the lecture theatres should be kept closed at all times. Students are warned against forcing these doors open and leaving them opened. Unauthorized access to and removal of Institute property from lecture theatres, classrooms, workshops etc is a disciplinary offence. Students are warned not to write or sit on the tabletops in lecture theatres, classrooms, study benches, balcony ledges and other premises.
b. Student Usage of Computing and Information Resources
Students who use SIMs computing & information resources provided must do so responsibly. All students must respect the integrity of the physical facilities, computing data and all pertinent licences and contractual agreements. Access for the following purposes is specifically prohibited: Page 27 of 35 07 March 2011
c. Notices, Posters, Banners, Announcements, Webster, Internet Postings
Prior written approval must be obtained for the putting up of any material for mass circulation to other SIM students or to the general public whether by print or electronic means. The contents of such material should not be defamatory, offensive, and distasteful or infringe or contravene any existing law or statute. The Institute reserves the right to subject all students to strict disciplinary action in the event any student is found guilty of contravening this regulation.
d. Approval for Activities
Prior written approval must be sought for the following activities:
Student publications; Any fund raising activities including but not limited to solicitation of funds, donations, advertisement, sponsorships, raffles, lucky draws, walkathons, bazaars, fairs, etc; Collections for charities.
e. Use of Institutes Name and Logo
Prior written permission must be sought for the use of the Institutes name and logo for all printed material including but not limited to T-shirts, mugs, folders, caps, buttons, and posters. Page 28 of 35 07 March 2011 D. GRIEVANCE RESOLUTION PROCESS
SIM seeks to provide prompt and informal resolution of student grievances as they arise, and to provide recourse to orderly procedures for them to be addressed and resolved.
A student grievance may arise from any aspect of a student's educational experience at the Institute which they believe to be unfair, unjust or unreasonable. Where university or institute procedures exist for dealing with students discipline and academic matters (e.g. appeals against results, exclusion etc), then these will take precedence over student grievance procedure.
A student seeking resolution of a grievance should follow the steps outlined below. These steps have been put in place to facilitate resolution of grievances with a minimum of delay.
Step 1: At the onset, a student should attempt to resolve the grievance informally by discussing the issue with the person responsible for the matter (the respondent). Students uncertain about how to proceed may consult the Programme Officer or Student Services Officer for assistance. At the request of either the grievant or the respondent, the Programme Officer or Student Services Officer may be asked to arrange for and to attend this meeting.
Where necessary, the Programme Manager or Student Services Manager may also be asked to attend the meeting. Significant effort should be placed at resolving the grievance at this level.
Step 2: If the grievance is not informally resolved between the grievant and respondent, the grievant may file a written statement describing the grievance to the Programme Manager or Student Services Manager. The written document shall describe the facts and provide evidence supporting the alleged violations, indicate what redress the grievant seeks and provide a brief history of the attempts to resolve the grievance. A grievance must be filed in writing to the Programme Manager within 2 weeks from the date of the grievous act. This time limit may be extended upon good cause shown.
Step 3: If feasible, all disputes should be resolved informally between the programme department and the student first. If the parties cannot resolve amicably with mutual regard to the dispute involved, the student may file an appeal in writing Page 29 of 35 07 March 2011 to the Director, Student Life and Services, for a final resolution within 2 weeks from the date of the first ruling. In the event that the student and SIM are unable to resolve a dispute amicably, either party can refer the dispute to Singapore Mediation Centre (SMC) or Singapore Institute of Arbitrators (SIArb) through CPE Student Services Centre for mediation. Details on CPE Mediation-Arbitration Scheme are available upon request.
Page 30 of 35 07 March 2011 E. PRIVATE EDUCATION ACT
Under the new Private Education Act, legislated in December 2009, a Council for Private Education (CPE) was set up to regulate the private education industry in Singapore. All Private Education Institutes (PEIs) are required to comply with the regulations under the Act in order to continue operations.
Following are the new requirements which Singapore Institute of Management Pte Ltd (SIM) has put in place:-
1. PEI-Student Contract CPE, in aiming to enhance the confidence of students and their parents in the quality of education in Singapore, has stipulated that all PEIs must sign a PEI- Student Contract with students. The contract lays out the important terms and conditions governing the relationship between the student and PEI. SIM will honour all terms and conditions spelt out in the contract and in all communication materials.
Students may request for a copy of the PEI-Student Contract from SIM.
Cooling-Off Period There will be a cooling-off period of 7 working days after signing the PEI- Student Contract. Students have the right to cancel the contract within 7 working days and be entitled to the Maximum Refund amount stipulated under Clause 2.4 of the PEI-Student Contract (less any course fees consumed by the Student if the withdrawal date is later than the course commencement date). After the cooling-off period, SIMs refund policy will apply.
2. Fee Protection Scheme (FPS) SIM has in place a Fee Protection Scheme (FPS) to protect the paid fees of both local and international students. The FPS serves to protect the students fees in the event that the PEI is unable to continue operations due to insolvency, and/or regulatory closure. In addition, the FPS protects the student if the PEI fails to pay penalties or return fees to the student arising from judgments made against it by the Singapore courts.
The FPS is compulsory for all students and is available in 2 forms, either Escrow or Insurance Protection Scheme. For more information, please visit www1.simge.edu.sg/edutrust.
SIM has appointed Lonpac Insurance Bhd as our FPS insurance provider. Under the FPS insurance scheme, students fees are insured by Lonpac Insurance Bhd. In case of events, as stated above, students will be able to claim their paid fees from Lonpac Insurance Bhd.
We have also appointed Hong Kong and Shanghai Banking Corporation Limited (HSBC) as our FPS escrow provider. Under the FPS escrow scheme, students will pay their fees directly to HSBC. HSBC will act as the custodian of students fees and will only disburse the fees to SIM on a fixed schedule. Page 31 of 35 07 March 2011 Again, in case of events, as stated above, students will be able to retrieve their unconsumed fees from HSBC.

3. Medical Insurance SIM has in place a group medical insurance scheme for all its students. This medical insurance scheme will have a minimum coverage as follows:- an annual coverage limit of S$20,000 per student, covers up to B2 ward in government and restructured hospitals and provides for 24 hours coverage in Singapore and overseas (if student is involved in SIM-related activities) throughout the course duration. Page 32 of 35 07 March 2011 F. INTERNATIONAL STUDENT MATTERS (For Full-Time International Students Only)
1. ICA Regulations Governing International Students
All International Students who wish to pursue full-time studies in an institution in Singapore are required to apply for a Students Pass.
We wish to highlight to all international students that any renewal and approval of Students Pass is subjected to review and approval of Immigration and Checkpoint Authority (ICA). Hence in the event that ICA does not approve any Students Pass application, SIM will not be able to accept the student into any programme in SIM.
As part of the regulations and requirements of ICA, Students Pass holders must comply with the following:
Must not be absent for a continuous period of 7 days or more without any valid reason. Percentage of attendance must not be below 90% in any month of the programme without any valid reason. A Students Pass holder is not allowed to engage in any work or employment regardless of whether he or she is paid or unpaid. Observe immigration regulations at all times. Students holding students passes are not allowed to apply for other passes (eg. employment pass, social visit pass, etc). Students are not allowed to pursue another course of study with another institution simultaneously without SIM and ICAs approval. Students are not allowed to engage in employment and other anti- social, illegal activities. No consumption of illegal drugs like cocaine, ecstasy etc, are allowed. Should a student terminates his/her course of study for whatever reason, the students pass must be surrendered to immigration within 7 days. No students are allowed to remain in Singapore once students pass expires. Upon completion of study, students must inform immigration of their departure date and flight.
In the event that SIM finds any Students Pass holder in breach of the above, SIM will be required to report the case to ICA. In such event, ICA may cancel the Students Pass or decide not to renew it. Where applicable, the student could be subject to the institutions disciplinary actions.
Page 33 of 35 07 March 2011 2. In-Principle-Approval (IPA) Letter/Social Visit Pass (SVP)
The In-Principle Approval (IPA) letter is an official document for the student to gain official entry to Singapore. It is NOT an official document for student to stay in Singapore.
Upon entry to Singapore, a Social Visit Pass (SVP) stamp is usually endorsed onto the students passport. This is the official approval granted by Immigration and Checkpoints of Singapore (ICA) to student to stay in Singapore. The duration of stay is usually of 2 weeks upon arrival. Student needs to renew their SVP UPON EXPIRY if their e-appointment date for Students Pass completion of formalities falls beyond their SVP expiry date.
Failing to renew the Social Visit Pass (SVP) upon expiry is deem as an over- stayer in Singapore and this is illegal. Student can be fined from a minimum of $100 to $300 or even jail depending on the period of over-staying (under the Singapore law, over-stayers are considered as illegal immigrants).
3. Processing Time for Students Pass Application
The normal processing time is about 4 weeks upon receipt of the Students Pass application and required documents. However, some applications may take a longer time to process. The local sponsor and/or education institution will be notified of the outcome of the application by post.
4. Collection of Students Pass
Submission and collection of Students Pass application is to be done over at Immigration Checkpoint & Authority (ICA), at level 4 of ICA Building.
Things to bring to ICA: Passport Medical report Original copies of relevant documents for certification purposes Letter of Offer from SIM Cash or cashcard for payment of S$60 S$120 fee IMM 27 (small white card)
Note that if submission of documents is done in the morning, collection of Students Pass will be on the same day (about 2 hours after submission). If submission is done in the afternoon, student will have to collect the pass on another day.
Students can only attend class upon receipt of their Students Pass Card.
Page 34 of 35 07 March 2011 5. Renewal of Students Pass
Students are requested to submit their applications at least 2 weeks before the expiry date to the International Student Office for renewal.
6. Loss of Students Pass
Students who lost their Students Pass will have to do the following:
Make a report at the Police Station. Get a report from the police to certify that Students Pass is lost. Inform the SIM International Student Office and obtain a letter certifying that you are a SIM student. Bring both letters to ICA and make a report accordingly and subsequently get the replacement of your Students Pass.
7. Change of School/ Courses of Study
Students who decide to study in another institute/school will be deemed to have withdrawn from SIM. Their Students Pass will be cancelled and must be returned to SIM. Attendance record and other relevant documentation to facilitate the transfer will be provided upon request. International students who transfer to another course run by SIM will have their Students Pass application submitted to ICA for transfer of programme. Do note that ICAs approval for the transfer of programme is required and dependent on the students attendance history, amongst other factors. Students have to bear the application and issuance fees charged by ICA.
Please submit your applications at least 4 weeks before the commencement of the new course or at the new institute/ school.
8. Completion of Studies at SIM
When international students completed their studies in SIM, their Students Pass will be cancelled. They will be granted a one month social visit pass to wind down their activities in Singapore and make arrangements to leave. Students are to return their cancelled Students Passes to SIM or to ICA/Immigration Officer at point of departure if they need to leave Singapore urgently.
9. Campus Attendance
As per ICA regulations, all international students are to adhere to the following attendance requirements:
1. To maintain a minimum attendance rate of 90% in the programme they are registered in. 2. To attend at least 3 hours of lessons everyday from Monday to Friday. Page 35 of 35 07 March 2011
Where the international students do not meet the above mentioned requirements or where they failed to attend classes for a continuous period of 7 days without any valid reason and supporting document, SIM will have to inform ICA immediately.
With the above understanding, SIM requires all international students to register their class and campus attendance. Details on campus attendance are as follows:
Students are to tap their student cards against the on-campus card reader when they arrive and when they leave the campus. Students campus attendance will be recorded as the time between their first and last tap. The on-campus card readers are located at: o Basement lift lobby, opposite lift-2 o Level 1 study area, outside LT 1-10 o Level 2 Atrium, near to the glass door opposite the Security counter o Level 2 Atrium, near to the glass door besides the Security counter o Level 3 outside Jun Hang Food Court, below the LCD TV
