4. GENERAL REMARKS
4.1 These procedures differs from
standard ICAO procedures
4.1.1 Due to mountainous terrain in the
vicinity of the AD and the requirement
for visual manoeuvring, it is considered
essential that pilots are well familiar
with descent, approach and missed
approach procedures, balked landing
procedures as well as the circling
manoeuvres, and the departure
procedures.
4.1.2 Familiarization with the procedures
intended for use with adequate brieng
material is mandatory. The responsibility
for the preparation of such information
rests with the operator for commercial
ights, respectively pilot in command
(for non-commercial ights). A sample
brieng may be obtained from the
airport administration but needs to be
updated for the needs of the intended
operation.
4.1.3 Operation in VMC on site or in a
ight simulation training device FSTD
(Full Flight Simulator-FFS; Flight and
navigation procedures trainer II-FNPT
II) is required before rst use of the
approach procedures in weather
conditions of less than 3000ft AAL
ceiling and 5km visibility and for the
approval of any special approach and/or
departure procedure.
Note: Operation in an FSTD shall
include the program in VMC as well
as in IMC unless a collision detection
system is used.
4.1.4 The operation in VMC on site (or in the
FSTD) shall include at least:
- One LOC/DME EAST followed by
MISAP,
- One LOC/DME EAST approach
followed by balked landing RWY 26 (may
be replaced by one departure from RWY
26 utilizing the same track as for the
intended balked landing),
- One LOC/DME EAST followed by a
circling RWY 08,
- One departure RWY 26 (may be
replaced by one balked landing RWY 26
utilizing the same track).
4.1.5 Details of the required information
and training for the approval of special
procedures will be specied. However,
training for the use of any one of the
special procedures need to be performed
in a FFS or FNPT II (exemptions for
on site training may be granted if the
situation requires such a decision).
4.2 Information on design and other
details
4.2.1 The design of any departure contingency
procedures and balked landing procedure
is the responsibility of the operator/pilot in
command.
When designing the balked landing, the
initial part of the departure procedure and
the contingency procedure for RWY 26
the following guiding principles should be
considered:
Balked landing and departure
contingency:
The operator/pilots in command should
dene the use of a turn procedure not
later than D3.3 west of OEV DME, or
the use of an alternative contingency
procedure along the Inn valley (this
needs more detailed preparation and
knowledge of the procedures and area).
Proposed Early turn procedure:
Climb visually with maximum gradient on
RWY track. At D1.2 west OEV turn right
and climb on 273along the northern
side of the valley. Not later than at D3.3
west of OEV turn left inbound to AB and
join LOC D109.7 OEJ/067and continue
climb along LOC OEJ to RTT.
Unless a detailed obstacle survey
allows/requires another turning altitude,
the required climb gradient is 6.1% to
achieve an altitude of 3200ft AMSL

at D3.3 west of OEV, which may be
considered as a sufcient altitude
for a safe left turn with a maximum
radius of 1800m. Due to ACFT mass
and associated climb performance of
less than 6.1% one engine inoperative
climb it may be required to design an
alternative contingency procedure along
the western part of the Inn valley.
AOC type B and any adequate
extension is recommended for
preparation!
4.2.2 All radio navigation aids are no break
power supplied and duplexed systems.
Pilots will be informed by ATC about any
deciency in ground equipment and an
approach clearance will NOT be issued
if the stand-by equipment efciency falls
below the certied level.
4.2.3 In designing the instrument descent and
missed approach procedures the lateral
limits of the associated areas have been
enlarged and the vertical clearances
increased as recommended by ICAO
in the PANS-OPS for operation over
mountainous terrain.
4.2.4 Use of GP for LOC/DME East and
Special LOC/DME East procedure:
The procedures as such are LOC/
DME procedures! Final descent shall
be commenced when passing D19
OEV (FAF) checking the altitude at the
published DME xes.
The GP-information coincides normally
with the prescribed check altitudes.
Due to reection characteristics during
specic weather conditions (snow,
heavy rain or ice on the reection area)
the additional available GP information
may differ to the DME check altitudes.
Furthermore signicant deviation from
ISA temperatures as well as the long
distance between GP antenna and
FAF and curvature of the earth lead
to possible deviations between GP
information and check altitudes.
The GP is monitored and will switch off
automatically if the deviation will exceed
certied values.
Remember that the procedure is a LOC/
DME and especially the FAF and the
check altitude at D16 OEV are based on
the restricting obstacle with an elevation
of 7690ft AMSL at D17.5 OEV. Beyond
D16 OEV there are no more restricting
obstacles and after passing D10 GP may
be fully used as vertical guidance.
4.2.5 Statistics, based on 95% probability,
indicate windspeed maxima of 40kt at
10000ft AMSL and 20kt at 5000ft AMSL.
These maxima have been applied on an
omnidirectional basis when computing
the outer boundary of the turning areas
in order to provide sufcient terrain
clearance.
4.2.6 FOEHN CONDITION
During FOEHN conditions (surface wind
100-180, average windspeed 15-25kt,
gusts 30-50kt) with horizontal/vertical
windshear and associated with possible
moderate to severe turbulence and
following partly severe down-draughts
at various altitudes have to be expected
especially over the city of Innsbruck
below 5000ft AMSL.
To minimize operation in turbulence,
pilots may during an approach procedure
request a visual approach to RWY 08
from a position west of the AD or stop
descent at 7000ft AMSL and proceed
visually to a position over or south of
the aerodrome but not below 5000ft
AMSL. Thereafter continue descent and
join right hand baseleg for RWY 08. A
down-draught over the river Inn on nal
approach to RWY 08 is most likely too.
4.2.7 Caution is advised when actual outside
air temperature differs from ISA by more
than MINUS 10C, due to substantial
difference between true altitude and
indicated altitude. Pilots will normally
be informed by ATC. For details see
guidance material regarding altimeter
compensation (ICAO DOC 8168 and AIP
Austria ENR 1.7.).
4.2.8 Cloud base reports are avbl for two
positions on nal approach to RWY 26
(at AB/D6.3 OEV and at D0.5 OEV) and
one postion 2nm west of the AD.
4.2.9 In the area around Innsbruck it may
happen that different values of visibility
exist in various directions mainly caused
by haze or mist layers over the city.
If such situations are observed and
the ground visibility is 8km or less, an
additional reference in plain language to
the Innsbruck MET REPORT is made, or
ATC will refer to.

This plain language appendix refers
especially to existing haze layer and as
far as possible to the estimated visibility
above these haze layers.
4.2.10 GLIDER ACTIVITY
Extensive glider operation (both by
aero-tow and winch-launching) may
take place at Innsbruck AD down to a
ground visibility of 5km and a ceiling of
450m (1500ft).
When winch-launchings are executed
there are obstacles (winch and gliders
not closer than 100m to the RWY
centreline) in the north-western part of
the safety strip of RWY 08/26.
Pilots of IFR ights will be informed by
ATC about any activity.
Extreme caution during special
thermic conditions: Expect extensive
glider ying activity and a large number
of glider movements in the vicinity of
Kellerjoch (APRX D18 OEV).
More information will be provided on
ATIS Innsbruck in this case.
4.2.11 Meteorological minima (day and night)
- For approaching IFR ights:
Flight visibility : refer to charts or
according special authorization.
- For departing IFR ights:
Ground visibility 1500m
Ceiling 1500ft
Special performance departure:
RVR 300m
Take-off alternate required!
- Pilots are reminded that above
mentioned or in the special
authorization permitted values are
absolute MINIMA and shall be used
only by pilots with extended ight
experience into Innsbruck AD.
5. APP / DEP AUTHORIZATION / ATC
PROCEDURES
5.1 Except to pilots, holding a special
authorization, NO approach clearance
will be issued by ATC below the
following minima (exceptions see 5.2
below): Ground visibility 1500m;
Ceiling 1300ft AAL or
5.2 In case of fog, haze, mist layers or
blowing snow in the vicinity of the AD
(see 4.2.9) an approach clearance will
be granted on pilots request provided:
the RVR is at least 1000m
the visibility above these layers is at
least 5km and
there are no further clouds below
3100ft AAL.
5.3 Except for special performance
departure procedure, NO clearance will
be issued by ATC below the following
minima (exceptions see 5.4 below):
Departures RWY 08 and 26
Ground visibility 1500m and/or
Ceiling 1300ft AAL
5.4 In case of low layers of fog, haze, mist
(low stratus) or blowing snow (see 4.2.9)
a clearance for departure on RWY 08
will be granted on request to pilots for
multi engine ACFT only provided:
the RVR is at least 600m
the visibility above these layers is at
least 5km and
there are no further clouds below
3100ft AAL

6. NIGHT FLIGHTS
For ights during night it has to be
additionally noted:
6.1 In case two or more neighbouring lights
or hazard beacons south of the AD
are inoperative, approaching ACFT will
be informed immediately by ATC. The
decision to make the approach or to
continue the approach comes from the
PIC.
6.2 For circling approach to RWY 08 and
take-off on RWY 26 one of the two most
west blinking lights has to be in
operation.

1. AUTHORIZATION
1.1 The use of any special procedure
or any deviation from the published
procedures, requires authorization
from Austro Control GmbH/ACG. Only
operators whose pilots are familiar
with the mountainous terrain and the
other circumstances in the vicinity
of Innsbruck AD may apply for such
authorization. This authorization does
not relieve the operator/pilot to obtain
an approval/acceptance from the
competent CAA of the state of the
operator/pilot if so required.
1.2 The application to ACG shall contain:
ACFT and engine type
MAX permissible landing/take off mass
information on ACFT performance (e.g.
one engine out climb performance)
requested meteorological minima
IAC intended for use.
The following performance data (as
applicable) are required for an altitude
of 3500ft AMSL:
1. all engines IAS and bank angle
applied,
- at ISA +10C,
- at ISA -10C and
anti-ice equipment on as required
2. one engine out climb gradient,
IAS and bank angle applied,
- at ISA +10C,
- at ISA -10C and
anti-ice equipment on as required

submitted in a listed form including
copies of the relevant pages of the
Aeroplane Flight Manual or other
approved Performance data.

2. INSTRUMENT APPROACH
PROCEDURE WEST
LOC/DME West via NDB KTI.
2.1 General provisions
A bi-directional localizer (OEJ 109.7,
Frontbeam 067, Backbeam 065)
located 10nm ENE of the AD, and offset
from the RWY centreline, is provided
for the instrument ight segment of the
descent procedure and also for track
guidance during climb phase in the case
of failure to establish effective external
visual reference at decision point. A
co-located DME provides distance
information for regulating the descent
and discontinued descent ight proles.
The visual ight segment includes a
turn of more than 180after passing the
decision point some 6nm ENE of the AD
in order to position the ACFT for nal
approach RWY 26 or for circling RWY 08.
2.2 Initial approach segment
Main radio navigational aid and initial
approach x for this procedure is NDB
KTI.
Enter the holding pattern of NDB KTI
and descend - if necessary - to 13000ft
AMSL. Positively identify LOC OEJ not
later than overhead NDB KTI.
ACFT approaching via VOR/DME KPT
on R138 shall maintain 13000ft inbound
to NDB KTI. For direct approach ACFT
may descent to 11500ft AMSL after
passing D39 KPT.
Turn overhead NDB KTI to QDR 104at
11500ft or above and continue approach
according to item below.
Remark: Do NOT enter the holding
pattern NDB KTI below 13000ft AMSL.

2.3 Intermediate approach segment
ACFT in the holding pattern NDB KTI
(according to item 2.2 a) shall leave
13000ft AMSL on 104inbound to NDB
KTI, pass NDB KTI on 104at 11500ft
or above. Maintain 11500ft AMSL until
passing D20.4 OEJ.
After passing D20.4 OEJ descend
to 10500ft AMSL and establish on

2.4 Final approach to MDA
Descend on LOC (067) to MDA,
checking altitude at:

A descent gradient of 8.2% (i.e. 4.7)
respectively 500ft/nm is required.
MDA should be reached at D6.3 OEJ
If no effective external visual reference at
D6.5 OEJ continue on LOC course 067.
2.5 Missed approach procedure
Final decision point to commence the
VISUAL SEGMENT of the instrument
approach procedure is D4.4 OEJ / L AB
(MAPt).
Note: SOC is assumed at D4.1 OEJ
At OEJ change to 065using LOC and
continue with MAX climb gradient. When
crossing 9500ft AMSL turn left to NDB
RTT and hold.
Due to erroneous LOC indications when
off centreline from D2 before until D2
after LOC station, use locator AB for
additional guidance.
MNM required missed approach climb
gradient:
2.5% up to 7000ft AMSL
2% above 7000ft AMSL
2.6 Visual manoeuvre
Meteorological minima within the area of
visual manoeuvre see GENERAL 4.2.11.
Having established effective external
visual reference at decision point, make
a right turn in level ight.
MAX turn radius 1700m.
When reaching westerly heading, ensure
that the approach to the AD can be
accomplished visually.
If found impossible to maintain VISUAL
conditions on approach to the AD, right
turn to rejoin LOC OEJ via locator AB
and follow missed approach procedure
as described in 2.5.
If meteorological conditions guarantee
a safe approach and landing, continue
VISUALLY either straight-in to nal for
RWY 26, or on a right hand trafc circuit
to RWY 08.
Recommended practice during FOEHN
conditions see GENERAL 4.2.6.
3. INSTRUMENT APPROACH
PROCEDURE EAST
LOC/DME EAST via NDB RTT.
LOC OEJ for missed approach NOT
approved!
3.1 General provisions
A localizer (OEV 111.1, LOC course
254) on the AD but 5offset from
the RWY centerline and a collocated
DME are providing course guidance
and distance information during the
instrument phase of the descent
procedure and in case of a missed
approach. A glidepath which is
frequency paired with LOC OEV is
available coinciding with the DME
descent gradient of 3.8between D19
OEV and the threshold.
The visual part of the procedure
requires effective external VISUAL
reference at the applicable MAPt.
3.2 Initial approach segment
Main radio navigational aid and initial
approach x for this procedure is NDB
RTT.
If necessary enter the holding pattern
of NDB RTT, (inbound 226, right turn,
9500ft AMSL).
LOC and DME OEV on 111.1 shall
be positively identied not later than
overhead NDB RTT (D26.1 OEV).
3.3 Intermediate approach segment
Leave NDB RTT on QDR 210, continue
descent - if necessary - to 9500ft AMSL
and intercept LOC about D21 OEV
(LOC course 254); maintain 9500ft or
above until passing D19 OEV.

VISUAL SEGMENT of the instrument
approach procedure is the MAPt.
At D1 OEV turn left on to QDM 060to
locator AB. MAX turn radius 1700m.
Rejoin LOC OEV (111.1) outbound over
locator AB (D6.3 OEV) and continue
with MAX climb gradient. When crossing
D14 OEV, left to NDB RTT and enter the
hold at 9500ft.
MNM required missed approach climb

MDA 4900ft 2.5% MAPt D7.5 OEV

4. SPECIAL INSTRUMENT APPROACH
PROCEDURE EAST

Missed approach along LOC OEJ!
4.1 General provisions
The use of this procedure is only
for multi engine ACFT with special
performance, e.g. specic turn radii,
increased one-engine out missed
approach climb gradient and requires a
permission by the competent authority
as described in item 1 above.
Special crew training is required.
Any deviation requires special
documentation by the operator/PIC!!
A localizer (OEV 111.1, LOC course
254) on the AD but 5offset from
the RWY centerline and a collocated
DME are providing course guidance
and distance information (DME - FIX)
during the instrument phase of the
descent procedure and in case of a
missed approach. A glide-path which

4.6 Visual segment

5. RNAV (RNP) RWY 26 - PROCEDURE
GUIDELINES (AUTHORIZATION
REQUIRED)
for the application to the Austrian CAA
(refers to the procedure on chart!)
5.1 Purpose and Scope
This RNAV (RNP) AR Procedure
is based on ICAO Doc 9905. The
procedure offers possible benets of
last generation airborne navigation
capabilities for the design of instrument
ight procedures in terrain critical
environment. ARINC 424 RF coding
and navigation capability reduces the
size of protected airspace during turn
signicantly since no wind spiral has to
be considered.
Note: To assure availability of GNSS
signal operators/pilots shall perform
a RAIM check. A tool (AUGUR by
EUROCONTROL) is avbl on: http://
augur.ecacnav.com/
5.2 Procedure Characteristics:
Nominal descent angle from FAF to
MAPt is 3.5.
Protected airspace is based on 2x RNP
(e.g. 0.6nm for RNP 0.3).
Protected airspace during RF Leg in
accordance with ICAO Doc 9905.
The use of ARINC Path Terminators for
the coding of the procedure must be
limited to the following leg types: IF, TF,
RF, HM.
ARINC 424 coding of the procedure for
the transition from WI007 to WI008 must
be RF.
During RF transition IAS must not
exceed 165kt.
The required MNM missed approach
climb gradient is 2.5% (ICAO PANS-
OPS Standard).

REQUIRED MINIMUM CLIMB PROFILE WHEN DEPARTING INNSBRUCK
DME OEJ zero indication electronically extended (2 x 670m).
This procedure requires special
authorization by Austro Control. This
authorization does not relieve the
operator/pilot to obtain an approval/
acceptance from the competent CAA
of the state of the operator/pilot if so
required.
5.3 Equipment Requirements
Approved Dual FMS installation
according AC20-138B including RNP
capability of 0.3nm or better.
Dual GNSS and at least one IRS or
equivalent DME/DME or VOR/DME or
LOC update not authorized.
FMS must be capable to perform
ARINC 424 RF Path Terminator.
Required RNAV RNP functions
according EASA AMC 20-26.
5.4 Application
Only operators/pilots of multi-engine
ACFT shall apply for such permission.
The application shall contain:
ACFT type
FMS type and certication
instrument approach and landing chart
ight crew training documentation
for normal and non normal operation
including documentation changes
(FCOM, AFM, etc.)
Data le with ARINC 424 coding of the
procedure
Safety Analysis in regard to accuracy,
integrity, continuity and availability for
normal and non normal operations.
The relevant data shall be submitted in
a listed form together with copies of the
relevant pages of the Aeroplane Flight
Manual or Performance Manual and - if
relevant other certied data.
Application shall be conveyed at least
six weeks prior to the operations.

obtained by special.procedures@
austrocontrol.at.

6. DEPARTURE PROCEDURES
6.1 Due to mountainous terrain close to the
AD and as well as along the departure
ight path it is absolutely necessary to
observe the required MNM climb
gradient as prescribed below.
6.2 When departing on RWY 08 and
FOEHN inuence is encountered,
execute initial climb north of RWY
centreline to avoid turbulence over the
city of Innsbruck.
6.3 For departure procedures OEJ
LOC/DME 109.7 shall be used.
