YOUR NEEDS
Maintain a regulatory framework compliant with ICAO recommended practices, EASA/EDA (European Defence Agency) requirements. Fulfil the States commitments as regards ICAO Annexes and/or EASA/EDA Regulations, including the monitoring of aircraft register and the oversight of products, organizations and licenses. Establish or enhance an Independent Military Aviation Authority, including independent rulemaking and oversight systems. Improve and promote aviation Safety and Security within your State. Secure global institutional recognition and technical confidence so to attract foreign investors and operators.

SUPPORT TO THE SAFETY OVERSIGHT FUNCTION


BUREAU VERITAS provides the State with assistance to upgrade/set up the oversight organization. BUREAU VERITAS supplies the State with qualified personnel to perform the required inspection function. BUREAU VERITAS highly qualified experts perform inspections on behalf of the Aviation Authority and issue recommendations with regards to: Initial technical investigation & approval process of aviation service; providers (Aircraft, Airlines, MROs, CAMOs,Training Organizations, etc.); Continuous surveillance of aviation service providers (inspections, audits, manual reviews, etc.); Staff licensing checks; Aircraft and documentation inspections (C of A, ARC, ramp inspections).

Restructuring National Aviation Authorities: Restructuring Aviation Authorities to ensure compliance with International standards; Separation of the rulemaking and oversight functions to ensure independency; Support NAA to be removed from the EU ban safety list; Assistance to implement a ramp inspection programme; Support to set-up an accident/incident investigation office; Definition/implementation of IT planning/follow-up systems. Enhancement of the Regulatory system: Development/amendment of Aviation code and regulations; Alignment of the regulations with ICAO or EASA requirements; Gap analysis to assess the level of compliance against ICAO recommended practices and/or EASA requirements; Implementation of corrective actions further to an USOAP-CMA audit. Performance of Safety Oversight functions: Development / improvement of inspector handbooks and procedure manuals; Training of inspector (academic and OJT); Conduct inspections and certification/oversight audits on NAAs behalf; Perform Airworthiness Reviews; Perform ramp inspection. Improvement of Safety and Security: Development and implementation of a State Safety Program (SSP) tailored to the States Specificities; Establishment of the National Security Program, National Security Training, Program and National Security Quality Control Program; Development/enhancement of national strategy policy and planning.
