Summary
The Expression of interest is invited for organising skill development training on Lac handicrafts to youth of Jharkhand, Operation of handicraft production centre, and marketing of those handicrafts through exclusive showroom / online marketing or through different channels. Lac Handicraft in India is a great and widely-extended industry. Lac is manufactured on a large scale in India. Lac Handicraft in India is quite an old art. Lac work is applied to furniture and other decorative items. In handicrafts the use of lac is well known in making jewelry. Lac is used to hold the ornament when it is being set with precious/semi-precious stones or enameled. It is also filled inside the ornaments to give strength and hold their shapes. Lac bangles from Gujarat, Rajasthan, Hyderabad, and Bihar are extremely popular. Jaipur is a big centre for lac bangles. They are considered a sign of good omen and are worn by married women on all auspicious occasions in Gujarat and Rajasthan with red and green being the traditional colors. Apart from being worn in ceremonial functions, traditional designs are not so popular today. Traditional colors have been replaced by a whole array of pastels and other colors are preferred by Customers today. Keeping in view the change in taste of customers, the products will be designed with the latest designs, colors and stone works. Jharkhand, a land rich in natural resources has abundance of LAC, a product which is gaining lot of popularity due to its eco-friendly nature. The state is not only rich in natural resources and minerals but also has enormous cultural heritage. In spite of rapid growth and development in all sectors, the tribal culture is still well preserved in the state. Handicrafts of Jharkhand reflect the cultural heritage, customs and traditions of the State. JASCOLAMPF invites EOI with a focus to develop the Lac Handicraft Sector in the state and generate self employment opportunities for the youth of Jharkhand.
Note: Interested parties can submit their EOI proposal in three options given below: a) Separate EOI for Training and Production of Lac handicrafts b) Separate EOI for Operation of Showroom c) For both a & b together
Scope of Work
The scope of work includes: 1. Imparting Skill development training programmes to youth and Operation and Management of Production Centre on Lac Handicrafts. i) Providing Master Trainers, Designers, Toolkits and Base materials etc. ii) Conduct comprehensive training programme at field level / training centre iii) Production of different Lac Handicrafts like Lac Bangles, Lac Jewellery, and Lac Decorative items etc. iv) Focus on new product development/ product category 2. Operation of showroom at Purulia Road, Ranchi i) Set up a trained sales team for Operation & Management of Showroom ii) Merchandise and sell Lac and other handicrafts iii) Maintenance of proper books of accounts and Sales reports 3. Support in Marketing through different channels i.e. - TRIFED, EPCH, Trade Fair & Exhibitions, Online Marketing etc. i) Manage the production and deliver the Handicrafts items as per the order if received from Corporate or other agencies on priority basis under the given timeline. ii) Ensure participation in National / State level trade fair & exhibitions with wide range of Lac Handicrafts
Pre Qualification Criteria: The agency must satisfy the following Pre Qualification criteria
given in this Para as first level of selection process. a. The firm / Agency should be legally registered entity in India. (Firm/ Society/ Trust/ Company/ Association of Persons etc.) b. The Firm should have at least two years of experience in Training and Production of Lac handicrafts / Other handicrafts c. The Firm should have at least One year Marketing experience of Lac handicrafts / Other handicrafts d. The Firm should submit a Non refundable Demand draft of Rs. 1000 (One thousand) in favour of JASCOLAMPF payable at Ranchi as Cost of documents.

operation of Showroom.
The agency/firm should also facilitate online marketing of the products. The agency has to borne all the expenses in establishment of online portal and delivery system, which must be connected with JASCOLAMPF. The expenses incurred on security arrangements and insurance (Both Stock and showroom) will be borne by the agency/firm. The Advertisements / Promotion of showroom has to be done by the agency/firm.
4. Other Marketing Channels The agency has to supply the items as required for selling through different marketing channels i.e. Trifed, EPCH, Corporate etc. and agree to their terms and conditions. The agency has to participate and display the products at their own cost in the State and National level trade fair & exhibitions as directed by JASCOLAMPF.

The Tender Sub Committee shall evaluate the responses to the EOI and all supporting documents & documentary evidence. Inability to submit requisite supporting documents or documentary evidence, may lead to rejection of the EOI Proposal. Each of the responses shall be evaluated to validate compliance of the applicants according to the Prequalification Criteria and evaluation criteria (Technical & Financial), Annexure - I and the supporting documents specified in this document. The EOI will be evaluated in three steps: i) The Tender Sub-Committee will shortlist agency for Technical evaluation, only if the agency meets the Pre Qualification criteria as mentioned in the EOI. The Financial Evaluation will be done of the agency, who meets the minimum qualifying marks in Technical evaluation. The final selection will be done based on the highest offer in the financial proposal.

The decision of the Tender Sub committee in the evaluation of responses to the Expression of Interest shall be final. No correspondence will be entertained outside the evaluation process of the Committee. The Tender Sub committee may ask for presentation / meetings with the applicants to evaluate its suitability for the assignment. The Tender Sub committee reserves the right to reject any or all proposals.

Interested applicants are requested to submit their responses to the EOI at the address Managing Director, JASCOLAMPF, Bharatpuri, Purulia Road, Ranchi- 834 001 on or before November 23, 2013 5:00 PM All the Papers / Documents being submitted in the EOI should be self attested with stamp. Notwithstanding anything contained in the EOI, JASCOLAMPF reserves the rights, at any time to: a) Alter or amend this EOI or if it considers that it is in the public interest to do so, suspend or terminate it; b) Require additional information or clarification from any respondent; and c) Allow, or disallow the shortlisted respondent to enter into the proposed contract in the name of a different legal entity than JASCOLAMPF.
