Excellence in sports enhances the sense of achievement, national pride and patriotism. The availability of adequate sports facilities throughout the Country is basic to the development and broad basing of sports. Over the years, even as the National Sports policy encompasses various facets in respect of encouraging sports in the Country, the implementation of the some has left much to be desired. The goals and objectives laid down in the policy need to be substantially realized to make a mark in the international sports arena. The National Games event, which is held biannually under the aegis of Indian Olympic Association (IOA), is being organized with the objective of creating awareness among the States/Union Territories the necessity for creating sports infrastructure of international specifications, to raise the standards of India sports.

One of the main objectives of the Indian Olympic Association as enshrined in the Constitution is to develop and promote the Olympic movement and amateur sports. In Conformity with this requirement, the National Games were first introduced in the year 1924, although the moder National Games on the lines of the Olympics was first held in 1985 in New Delhi. The National Games are held once in two years leaving those years in which the Olympic Games and Asian Games are scheduled only in exceptional cases or natural Calamity. The Indian Olympic Association (IOA) allows relaxation from the general rule. The honor of holding the National gems is trusted to a State Olympic Association affiliated to the IOA. The choice of a city of host the Games is at the discretion of the State Olympic Association. The host State is expected to include its

programme of events, affiliated to the IOA. Any departure from this rule is made with the approval of the IOA. The host State will suggest the period for holding the games, keeping in view the climatic Conditions. To be eligible for participation in the National Games, a Competitor must observe and abide by the rules of the IOA and in addition the rules of his or her National Sports Federation. A sports person can represent either the State in which he/she belonging or the State in which he/She is working at least for a period of Six Months immediately preceding the national games. Representation from any other State shall disqualify him/her. All profits and funds derived from the holding of the National Games, after payment of all proper expenses in connection with the organization are divided between the state Olympic association, which organized the games, and the IOA in the ratio of 4:1 The National Games should as for as possible take place during the odd year in between the Olympic Games and Asian games. The period of the National Games should not be less than 10 days and not more than 14 days, including opening and closing ceremonies. The organizing committee shall be responsible for the conduct of the National games and subject to the approval of the IOA, make all necessary arrangements for this purpose.
