PURPOSE
1.1 To establish a written QEOHS policy, which illustrate clearly management commitment and approach in providing and maintaining a safe and health workplace. Besides that, to inculcate the principles of shared responsibilities in Environmental Occupational Health & Safety among employees through defined roles from Management to staff level.

2.1 2.2 This procedure applies to all operations performed at Ryobi Kiso (S) Pte Ltd. Contractors, Sub-contractors and suppliers are encouraged to be familiar with the Ryobi Kiso (S) Pte Ltd - Quality, Environmental Occupational Health & Safety Policy.

Oversee and be responsible for the implementation of the Environmental, Occupational Health & Safety Management System. Ensure that effective procedures are in place, and safety, health & welfare issues are adequately assigned and accountability understood. Discipline staff at Managerial, Executive or Supervisory levels for non-compliance with laid down safe working practices, safety rules or safety legislations. Take ownership of Environmental, Occupational Health & Safety Management System to ensure it is properly maintained and updated in accordance with relevant legislations and recommendations from the Group Environmental, Occupational Health & Safety Committee. Review and provide adequate resources to meet the necessary Environmental, Occupational Health & Safety requirements. Discipline staff at Top Management level for non-compliance to Environmental, Occupational Health & Safety requirements. Review Safety & Health performance with Group Environmental, Occupational Health & Safety Committee and Department Managers.
GENERAL MANAGER Understand the aims of the QEOHS Policy and their safety & health responsibilities. Be familiar with and implement Environmental, Occupational Health & Safety Management System (EOHSMS) within their department. Ensure safe and health work environment within their department. Establish and review safe work procedures of their operations Ensure risk assessment is conducted prior to commencement of work and communicated to employees on its risks Ensure their employees and sub-contractors understand and comply with workplace Environmental Occupational Health & Safety rules & regulations Page 4 of 9
Ensure their employees are adequately trained and instructed to adopt safe work procedures Provide adequate resources to implement safety & health improvement measures Support the Group Environmental Occupational Health & Safety Committee & promotional activities Ensure incident reporting and investigation procedures are followed in the event of incident. Investigate/assist in investigating incident and report to Management. Recommend and follow up on preventive and corrective measures to incidents. Review and implement safety & health recommendations made by the Group Safety & Health Committee, Workplace Safety & Health Auditors and Inspectors from the authorities.
OPERATION / PROJECT MANAGER Be responsible for the effective implementation of the Environmental Occupational Health & Safety Management System (EHSMS) requirements within their area of control. Report any unsafe incident and emergency to the Group Environmental Occupational Health & Safety Committee Assist in the investigation of all incidents. Recommend and follow-up on preventive measures to prevent recurrence of the incidents. Conduct daily visual inspection for unsafe acts, equipment, tools, structure and other condition at workplace, to ensure they area rectified. Appoint competent persons/sub-contractors for work involving electricity, machineries, lifting equipments etc. Inform and instruct employees and sub-contractors on the precautions necessary and of their own specific duties to safeguard their health and well-being. Monitor housekeeping in the area under their control and ensure that it is kept clean and tidy at all times. Ensure that any necessary protective equipment is issued as required and shall monitor and enforce the wearing of protective equipment Oversee the work of the sub-contractors to ensure that safety and health requirements are complied Be familiar with safe work procedures and ensure sub-contractors are trained and follow the safe work practices. At all times set an example in relation to safe working practices
WORKPLACE PLACE SAFETY & HEALTH OFFICER (WSHO) To take charge of the workplace to identify and assess any foreseeable risk arising from the workplace or work processes. Recommend reasonably measures to eliminate any foreseeable risk to any person who is at work in that workplace. Recommend reasonably practical measures to minimize the risk. Recommend safe work procedures to control risk. To enter, inspect and examine at any reasonable time the work place. To inspect and examine any machinery, equipment, plant, installation or article in the workplace. To inspect and examine workplace records, certificates, notices and documents kept or required to be kept under the WSHA.

Act as a site manager in the absence of the site manager. WORKPLACE PLACE SAFETY & HEALTH COORDINATOR (WSH COORDINATOR) To identify any unsafe condition in the worksite or unsafe work practice which is carried out in the worksite. Recommend to implement reasonably practicable measures to remedy the unsafe condition or unsafe work practice Ensure / enforce adequate personal protective equipment for the effective implementation of the occupational health & safety for workers. Organize safety and health awareness program for the site. Conduct sites safety and health meeting / toolbox meeting. Act as a safety officer in the absence of the safety officer. LIFTING SUPERVISOR Checks and prepare crane access for lifting operations. Ensuring that the cranes operators conduct daily checking for the cranes. Monitoring and ensuring that the maintenance and inspection programme of cranes are performed. Ensuring and monitoring that the safe lifting procedures are carried out. SIGNALMAN Ensure or verify with the rigger that the load is properly rigged up before giving a clear signal to the crane operator to lift the load. Give correct and clear signals to guide the crane operator in the maneuver of the load safely to its destination. RIGGER Check the slings to be used for slinging the loads to ensure that the slings are of good construction, sound and suitable material, and adequate strength and free from patent defect. Ensure that an adequate numbers of legs of the sling are used and that the slinging angle is correct so as to prevent the sling from being overload during the hoisting. Ascertain the weight of the load that is to be lifted and informed the crane operator of the weight of the load. Ensure that only proper lifting gears are used in conjunction with the sling. Ensure that the load to be lifted is secure, stable and balance. Ensure that any loose load including stones, bricks or tiles is placed in a receptacle to prevent the load or part thereof from falling during the lifting operation. To prevent the sling from being damaged, place adequate padding at the edges of load that comes in contact with the sling. Report any defect in the lifting gear to the lifting supervisor. SITE SUPERVISOR / SITE FOREMAN Any related duties instructed by the site manager and site WSH Coordinator. Check the sub-contractors work to ensure compliance with the safety regulations. Rectify unsafe condition and correct unsafe practice immediately. Attend the safety meeting to contribute the work site safe working condition.
OCCUPATIONAL FIRST AIDER Attends to all injuries sustained by all workmen. Recognises and identifies the need of calling ambulance for treatment by general practitioners. To upkeep and maintain records on all accidents resulting in injuries to personnel. To replenish and maintain stock on first aid medicines. Page 6 of 9
To ensure first aid room is kept accessible at all working time and restrict unauthorized personnel. Attends safety meeting and prepare first aid statistics for target setting. Works closely with health and safety personnel. MOBILE / CRAWLER CRANE, FORKLIFT, EXCAVATOR, PILING, BORING OPERATOR Attend all required safety training as required by the Company and the other relevant authorities. Understand and abide by the safety rules and regulations as stipulated by the Company and other relevant authorities. Report any unsafe conditions observed immediately. Report immediately all injuries, accidents and/or dangerous occurrences. Carry out physical check every day before using the machinery. Report any fault or defect detected immediately. CLERICAL & SECURITY PERSONNEL Understand and abide by the safety rules and regulations as stipulated by the Company and other relevant authorities. Participate in the safety promotional events organized at site (e.g. Evacuation Exercise, etc.) EMPLOYEE Take reasonable care for the safety and health of themselves and other persons who may be affected by their acts or omissions at work. Be familiar with and act in accordance to safe work procedures in relation to their work. Obey the in-house EOHS rules & regulations at all times Be familiar with Emergency Response Procedures Wear appropriate Personal Protective Equipment (PPE) as required Report any incident and emergency, defects in equipment/tools and unsafe acts/conditions. Assist in incident investigation and follow up preventive measures when needed Avoid misuse or reckless interference with equipment/tool/facilities, in the interests of safety & health Participate in Environmental, Occupational Health & Safety related training SUB-CONTRACTOR Take reasonable care of the EOHS of themselves and others Be familiar with and act in accordance to safe work procedures in relation to their work Wear appropriate Personal Protective Equipment (PPE) and maintain record of PPE & safety Checks done. Conduct daily safety/housekeeping inspection of work area and rectify all unsafe acts/conditions Ensure workers have gone through all applicable certified training course Obey the in-house EOHS rules & regulations at all times Report any incident witnessed or encountered to their workers and Ryobi-Kiso (S) Pte Ltd staff immediately Contractors shall also obey environmental occupational health & safety rules as specified in EOHSMS-08 System for Evaluation, Selection & Control of Contractors. Attend EOHS meeting as and when required GROUP ENVIRONMENTAL OCCUPATIONAL HEALTH & SAFETY COMMITTEE Carry out duties as spelt out in WSH (Workplace Safety & Health Committee) Regulations Page 7 of 9
Monitor, support and review the implementation of the Environmental, Occupational Health & Safety Management System (EOHSMS) HQ level, have monthly Group EOHS Committee meetings to discuss EOHS issues. Yard level, have monthly Group EOHS Committee meetings to discuss EOHS issues. Plan safety & health programs such as EOHS promotion, EOHS training, risk assessment Review safety inspection findings and other safety & health related issues Discuss incidents and review preventive measure taken or recommended Establish and review safety & health rules and policy Perform safety inspections as defined in EOHSMS-09 Environmetnal Health & Safety & Health Inspections Ensure overall effective enforcement of in-house EOHS rules & regulations Promote safety & health awareness among staff and sub-contractors, as defined in EOHSMS-07 Environmental Health & Safety Promotion Discuss issues brought up by Management, Auditor, employees, the public or the authorities
