Additional Notes The auto-computation function in CPF e-Submit@web is applicable to private sector employers only. CPF e-Submit@web does not impose a cap on CPF contributions that exceed the additional wage ceiling. CPF e-Submit@web works best with a minimum screen resolution of 1024 X 768 pixels.

Getting Started
1.1. LAUNCH THE CPF EMPLOYER HOMEPAGE
a) First, launch your web browser (e.g. Internet Explorer, Firefox, etc.) and go to the CPF employer homepage at: http://employer.cpf.gov.sg. b) Please ensure that you have internet access when you are accessing our employer homepage. 1.2. ACCESSING THE CPF E-SUBMISSION MODULE a) Before accessing the CPF e-Submission module, please ensure that you have a valid SingPass and that you have registered with CPF Board to use CPF e-Submit@web. b) Click on Login HERE with your SingPass under the Employers Online Services section (Figure 1). c) Next, key in your CPF Submission Number (UEN + CPF Payment Code) and click on Submit (Figure 2). Figure 2: CPF Submission Number (CSN) Login Page
d) Please login with your SingPass ID and SingPass at the SingPass Login Page (Figure 3). Figure 3: SingPass Login Page
e) After successful SingPass authentication, you will be directed to the CPF e-Submission home page. At the left panel, under Employers Online Services, click on CPF e-Submission (For registered users) (Figure 4). Figure 4: CPF e-Submission (For registered users)

MAIN MENU a) You will now see the main menu of the CPF e-Submission system (Figure 5). On this screen, there are 2 main sections: (i) Employer Contribution and (ii) Employer Information. b) You have a choice of e-submitting via 3 submission modes: (i) CPF e-Submit@web (ii) CPF e-Submit@web (FTP) (iii) Electronic Standing Instruction (ESI). Please note that the ESI option will not be displayed if you do not have an approved GIRO arrangement. c) Under the Employer Contribution section, you can View/Amend/Delete your submission and also View Record of Payment. d) Under the Employer Information section, you can view/amend your Employee Database and Employer Particulars.
CPF e-Submit@web is an online application for e-submission of CPF contribution details. It also offers auto-computation of CPF contributions. IMPORTANT NOTE! The auto-computation function in CPF e-Submit@web only applies to CPF contributions that do not exceed the Additional Wage ceiling . CPF e-Submit@web is unable to determine if your employees have exceeded the Additional Wage ceiling, and the auto-computed amount assumes the ceiling has not been exceeded. In addition, there will be no autocomputation for the following types of contributions: Skills Development Levy Foreign Worker Levy CDAC, SINDA, MBMF, ECF & Community Chest Back payment for CPF contributions before January 2006 (submission is still possible, but there will be no auto-computation of CPF) Under Employer Contribution section, select CPF e-Submit@web (Figure 6). PREPARE CPF CONTRIBUTION DETAILS (STEP 2) For submission via Employee Database, there are 2 ways to prepare the CPF contribution details of your employees: (i) Manual Entry (ii) Import from Microsoft Excel Template File. (i) Manual Entry (applicable to first time users) The first step is to update your Employee Database (Figure 8). Figure 8: Employee Database
Please key in the following details for each employee: a) Key in CPF Account Number (A), Full Name of Employee (B) and Ordinary Wages (C). These are mandatory fields. b) Key in the Additional Wages (D). c) Select the Agencys Name (E), i.e. CDAC, MBMF, SINDA or ECF; and key in the corresponding Agency Fund amount (F). d) Click on the Detail button (G) and the Staff Information Screen will pop-up (Figure 9). Please key/update your employee information such as the Date of Birth, Citizenship and Employment Status. Figure 9: Staff Information Screen Figure 10: Select Date of Birth
e) Click on the button and select the Date of Birth from the calendar (Figure 10). You can also manually key in the date in DD/MM/YYYY format. f) Select the Citizenship of your employee (Figure 11). If you have selected PR Year 1 or Year 2, you will need to key in the PR Start Date and select the Type (e.g. GG - Graduated or FG full CPF contribution rates). This will allow CPF e-Submit@website to track the PR status of your employee and auto-update the CPF contribution to be paid (e.g. from PR Year 1 to Year 2, or Year 2 to Year 3). g) For more information on the options for Citizenship, PR Start Date and Type, please click on . h) Select the Employment Status, i.e. Existing, Left, New or New & Leaving. If the employment status is Left or New & Leaving, please select the Date left Employment (Figure 12). i) After completing all information, click on Save. j) Repeat steps a) to i) for each employee. k) Once all employee records have been created, click on Save Changes. The confirmation message Employee Database saved successfully will be displayed (Figure 13). l) Click on Check CPF Amount and follow the instructions on Page 12 to check the computation of CPF contribution. (ii) Import from Microsoft Excel Template File a) You can also import a Microsoft Excel file containing your employee details into the CPF eSubmit@web Employee Database. First, click on Import Employee Details (Figure 14). Figure 14: Import Employee Details
b) From the Import Employee Details Page, select Import from MS Excel Template file. c) Click on Download Sample Template, and complete this template (Figure 15). Note: To understand the fields inside the sample template, please click on the help icon (Figure 15). Please fill up all the mandatory fields marked with * in our sample template and ensure that your file is saved as a .csv file. You may cut and paste details from your MS Excel payroll file into our .csv template. To do so, please click on Download Sample Template to download our template, and copy the employee details from your existing spreadsheet into our template. d) Once the template is completed, click on Browse to select the template you have prepared. e) Next, click on Import File. A pop-up message Importing this file will replace ALL employee details in your Employee Database. Do you want to continue will be displayed (Figure 15). Figure 15: Import from MS Excel Template File
f) Click on OK and you will be directed to the Update Employee Database Page. The confirmation message File imported successfully. Please update the field PR Start Date for all your Permanent Resident employees will be displayed on the same page (Figure 16). g) Please ensure that you have keyed in the PR Start Date for any PR employees to ensure correct auto-computation of CPF contributions. h) Click Save Changes. Check CPF Amount a) Once you have finished preparing the CPF contribution details of your employees (using either 1 of the 2 methods shown in Pages 8 to 12), you may select Check CPF Amount to verify the computation of CPF contribution (Figure 17). This screen is for reference only; please remember to complete your submission after verifying the auto-computed CPF contribution amount. b) To print this page, click on the Printer icon. You will be prompted to download a PDF file which you can save or print (Figure 18). To return, click Close Window. Figure 17: Check CPF Amount
Select Employees to Include in Submission a) Click on Continue to select employees to include in your CPF submission. b) By default, all employees will be selected. c) To exclude the employee(s) in your CPF submission for this month, please un-tick the corresponding check box (Figure 19). Key in Other Payments a) You will be directed to the Prepare Contribution Details Page (Figure 20). b) The column CPF to be Paid is auto-computed based on the wages, citizenship and age of the employee that was keyed in earlier. If necessary, this amount may be amended manually. c) Please key in other payments such as CPF Late Payment Interest, Foreign Worker Levy (FWL) etc. Note: If you are already paying for Foreign Worker Levy (FWL) via a separate GIRO arrangement, please leave the FWL field blank to avoid making double payment. d) Skills Development Levy (SDL) is payable for all local and foreign employees. If you click Continue without keying the amount, a pop-up message If you are making mandatory CPF Contributions, SDL is payable for all local and foreign employees. Are you sure you wish to continue? will be displayed (Figure 21). Select Ok to continue to the next page or Cancel to key SDL amount. e) Click on Continue to proceed. Figure 20: Key in Other Payments

CONFIRMATION & PAYMENT (STEP 3) This is the Confirmation & Payment Page (Figure 22). This page allows you to verify the CPF contribution details that you have keyed in. a) To print this page, click on the Printer icon. You will be prompted to download a PDF file which you can save or print. Please check that the submission details are correct before clicking on one of the payment buttons at the bottom of this page. b) Click on your registered mode of payment (GIRO/MEPS or eNETS). ACKNOWLEDGEMENT (STEP 4) After successful e-submission, you will be shown a File Submission Acknowledgement Page (Figure 23). You will also receive an email acknowledgement from us. a) To print the Acknowledgement Page, click on the Printer icon. You will be prompted to download a PDF file which you can print or save. Please check that the payment details are correct. b) Your e-submission is complete! You may now Logout. Figure 23: Acknowledgement Page

OTHER FUNCTIONS Add New Page a) For CPF e-Submit@web, each page can display up to 20 employee records. b) To add more than 20 employee records, click on Add Page (Figure 24). A new page with 20 blank rows will be displayed (Figure 25). c) If you wish to go to a specific page, you can type in the page number (Figure 26). Alternatively, you can also use the arrow buttons next to the page number. Figure 24: Add Page
Delete Employee Record a) If the employee has left the company and no more CPF contribution is payable to him/her, tick the checkbox beside the employee record to be deleted (Figure 27). b) Click on Delete Employee Record. The employee record will be deleted permanently. Figure 27: Delete Employee Records
Backup Database a) If you want to backup the existing Employee Database, click on Backup Database (Figure 28). b) A pop-up box will appear, requesting you to open or save the file. c) If you save the file, the data will be saved into a .csv file. Figure 28: Backup Database
Search Employee Record a) Key in the CPF Account Number of the employee you wish to find in the Employee Records Database. Click on Go (Figure 29). b) If a matching employee record is found, the search screen will close. The employee record will be highlighted in blue (Figure 30). Figure 29: Search Employee Record
Employers may use CPF e-Submit@web Blank Form to submit adhoc CPF payments. Please note that this option does not auto-compute the CPF to be paid, and employee details keyed via the Blank Form function are not saved in the Employee Database. SELECT MONTH PAID FOR (STEP 1) You will be directed to CPF e-Submit@web main page (Figure 32). Please follow these steps: a) Select Month and enter Year under Contribution Details for. b) Select Submission via Blank Form and click on Continue. Figure 32: Submission via Blank Form

PREPARE CONTRIBUTION DETAILS (STEP 2) For Submission via Blank Form, there are 4 ways to prepare the CPF contribution details of your employees: (i) Manual Entry (ii) Import from Record of Payment (ROP) (iii) Import from Microsoft Excel Template File. i. Manual Entry Please key in the following details for each employee: a) Key in CPF Account Number (A), Full Name of Employee (B), CPF to be Paid (C), Employment Status (D). These are mandatory c. Last Date of Employment (E) is required if Employment Status is Left or New & Leaving b) For your employees contribution to Agencies such as CDAC, MBMF, SINDA or ECF; please select the Agencys Name (F) and key in the corresponding Agency Fund amount (G). c) If you need to pay CPF Late Payment Interest, Skills Development Levy (SDL) and Foreign Worker Levy (FWL) etc., please key in Other Payments (H). Note: If you are already paying for Foreign Worker Levy (FWL) via a separate GIRO arrangement, please leave the FWL field blank to avoid making double payment. d) Once all your employee records are correctly reflected, click on Save Draft. The confirmation message Draft saved successfully will be displayed on the same page (Figure 33). e) Click on Continue and follow the instructions on Page 15 for Confirmation & Payment. ii. Import from Record of Payment (ROP) a) Click on Import Employee Details on the Prepare Contribution Details Page (Figure 34). Figure 34: Import Employee Details
b) From the Import Employee Details Page, select the Import ROP data option (Figure 35). c) Click on Browse to select the file that you wish to import. d) Click on Import File. A pop-up message You will override the existing employee details with the imported employee details, Do you want to continue? will be displayed. Click on Ok. e) The contribution details from your latest ROP will be loaded onto the Employee Database. Figure 35: Import from ROP data
f) If necessary, the contribution details can be amended manually. g) Once your employee records are correctly reflected, click on Save Draft. The confirmation message File imported successfully will be displayed on the same page (Figure 36). h) Click on Continue and follow the instructions on Page 14 for Confirmation & Payment.
iii. Import from Microsoft Excel Template File The steps are the same as Import Employee Details (Submission via Employee Database). Please follow the steps shown in Page 10-15. 3.3 CONFIRMATION & PAYMENT (STEP 3) The steps are the same as Confirmation & Payment (Submission via Employee Database). Please follow the steps shown in Page 14. 3.4 ACKNOWLEDGEMENT (STEP 4) The steps are the same as Acknowledgement (Submission via Employee Database). Please follow the steps shown in Page 15.
Employers using their own payroll software can upload their CPF contribution details to CPF Board. Under Employer Contribution, select CPF e-Submit@web (FTP) (Figure 37). Figure 37: Select CPF e-Submit@web (FTP)

FILE UPLOAD (STEP 1) You will be directed to the CPF e-Submit@web (FTP) main page (Figure 38). Please follow these steps: a) Click on Browse to select the file which you wish to submit. b) Once you have uploaded the file, click on Continue and follow the instructions on Page 24 for Confirmation & Payment. CONFIRMATION & PAYMENT (STEP 2) This is the Confirmation & Payment Page (Figure 39). This page allows you to verify the CPF contribution details that you have keyed in. a) Please check that the submission details are correct before clicking on one of the payment buttons at the bottom of this page. To reselect another file to submit, click on Back. b) Click on your registered mode of payment (GIRO/MEPS or eNETS). Figure 39: Confirmation & Payment Page

ACKNOWLEDGEMENT (STEP 3) After successful e-submission, you will be shown a File Submission Acknowledgement Page (Figure 40). VIEW SUBMISSION a) You will be directed to the View / Amend / Delete Submission Page (Figure 42).You can view your submissions up to the last 6 months. b) Click on the Submission Date to view the contribution details (Figure 42). Figure 42: Select View Submission
c) You will be directed to the View Employer Submission Page (Figure 43). d) To print this page, click on the Printer icon. You will be prompted to download a PDF file which you can save or print.

AMEND SUBMISSION (BEFORE PROCESSING) IMPORTANT NOTE! If you wish to print a copy of the contribution details only, please do not use the Amend Submission function as it will result in retrieval of your submitted file. Instead, please follow the instructions under the View Submission section on page 25. a) You can amend your submission as long as it is done within the same day and before 5:15pm. b) Click on Amend. A pop-up message This submission will not be processed if you amend the submission record. Please re-submit the record after amendment. Do you want to continue? will appear on the same page (Figure 44). c) Click on OK to proceed. Figure 44: Select Amend Submission
d) You can amend the necessary fields at the Submission of Contribution Details Page (Figure 45). e) Click on Save Draft. You will see the confirmation message Draft saved successfully. Figure 45: Confirmation Message of Amended Submission
IMPORTANT NOTE! If you have amended your submission, please remember to re-submit before the submission deadline to avoid incurring late payment interest. Otherwise, your amended submission will remain in Draft mode and will not be sent for GIRO deduction.
5.3 DELETE SUBMISSION (BEFORE PROCESSING) a) You can delete your submission as long as it is done within the same day and before 5:15pm. b) Tick the check-box to select the submission record to be deleted (Figure 46). c) Click on Delete Submission. A pop-up message You are about to delete the selected submission record. Do you want to continue? will appear on the same page.
d) Click on OK. You will see the confirmation message The Submission record had been deleted successfully (Figure 47). Figure 47: Confirmation Message of Deleted Submission
IMPORTANT NOTE! If you have deleted your submission, please remember to re-submit before the submission deadline to avoid incurring late payment interest.

VIEW ROP DETAILS a) You can view the Record of Payment (ROP) for CPF payments made within the last 6 calendar months. b) Under Employer Contribution, select View Record of Payment (Figure 48). c) You will be directed to the Enquiry of Record of Payment(s) Page. (Figure 49) You can view up to a maximum of 6 months of back-dated ROP. d) The list of ROP is presented based on Statement Number, Date of Payment, and Month Paid for. PRINT ROP DETAILS a) When you click on the Statement No, you will be prompted to open or save the PDF version of the ROP (Figure 49). b) To print, click on the Printer icon on the top left hand corner of the PDF version of the ROP. Figure 49: Print Record of Payment Details
Employee Database
7.1
VIEW EMPLOYEE PARTICULARS a) The Employee Database stores all your employee particulars (e.g. employee contact details, citizenship, CPF contribution amount, agency funds donations, etc.). b) Under Employer Information, select Employee Database (Figure 50). c) You will be directed to the Employee Database Page, which displays all your employee particulars (Figure 51). AMEND EMPLOYEE PARTICULARS a) Changes to your employee particulars can be made via the Employee Database (Figure 51). b) All you need is to key in or import the relevant employee details for submission. Please follow the steps shown from Page 8 to Page 12 to set up or make changes to your Employee Database. Figure 51: Amend Employee Particulars
Employer Particulars
8.1
a) You can view and/or make changes to your companys particulars (e.g. employer contact details, staff access list, etc.). b) Under Employer Information, select Employer Particulars (Figure 52). c) You will be directed to the Employer Particulars Page, which displays all your company particulars such as email addresses, staff accesses, etc. (Figure 53). AMEND EMPLOYER PARTICULARS a) To update your existing companys particulars, please click on Amend (Figure 53). Figure 53: View Employer Particulars
The System Administrator can update: (i) the contact details (requirements: name and designation), (ii) the designated email accounts (requirements: minimum of 1 email account, maximum of 5 email accounts), and (iii) the details of your authorised staff access list whom you have assigned as administrator(s) or editor(s) (requirements: CPF Account Number, Name and Role) in the fields below (Figure 54). Note: You will only need to submit requests to CPF Board to appoint new System Administrators. Other than the appointment of new System Administrators, an existing System Administrator is authorised to maintain all other information on this screen, e.g. addition / deletion of Editors, deletion of System Administrators, updating of email addresses and telephone numbers. a) To make changes to e-submission roles (except the addition of System Administrators), please amend the fields under the Staff Access List section. b) To remove Editor Access, please uncheck the existing Editor Role. c) To appoint new Editors, click on Add Editor. d) To remove a person from the staff access list, click Delete. e) Once all the necessary amendments have been completed, click on Save Changes. The Electronic Standing Instruction (ESI) function is suitable for employees whose CPF contributions do not change each month. The ESI will authorise the auto-deduction of a fixed amount via GIRO for your employees every month. Please note that CPF Board offers a similar service known as GIRO Standing Instruction (SI), where employers can fill up a form to authorise CPF Board to auto-deduct a fixed CPF contribution each month. Although the function of the ESI feature in CPF e-Submit@web and the GIRO SI service are similar, the two services are not related. ESI is a separate service offered only to CPF e-Submit@web users. If your employee details are currently being submitted via GIRO SI, please do not set up the same employee details under ESI, as this will lead to a double deduction of CPF contributions for those employees. Note: Before setting up the ESI, please ensure that you have updated your employee details in the Employee Database as the CPF contribution amount to be deducted will be computed based on the employee details in the Employee Database. CPF e-Submit@web does not auto-compute Skills Development Levy (SDL). Please remember to key in the SDL amount for all your employees (permanent, casual, part-time, temporary or foreign employees rendering their services wholly or partly in Singapore). Once an employee has been setup under ESI, any additional CPF submission made for the employee will be treated as an additional payment on top of the existing ESI deduction. If you make changes to the existing employee records that are setup under ESI (e.g. change of wages, termination of employment, etc.) from the Employee Database, the existing ESI arrangement will be de-activated, and you will need to re-setup the ESI. 9.1 SETUP / ENQUIRE ESI Select Setup / Enquire Electronic Standing Instruction under Employer Information section of the Main Menu (Figure 56). You will be directed to the Instructions Page for ESI (Figure 57). Please follow these steps: a) Please ensure that you have read and understand the Instructions Page. b) Click on I agree and understand the Instruction Page for ESI. c) Click on Continue. Figure 57: Instruction Page for ESI

ACTIVATE / DEACTIVATE / UPDATE ESI a) By default, the SI statuses of all your employees are marked as inactive. To activate the ESI for your employees, select active under the SI status column for the employees you wish to place under ESI. b) To deactivate the ESI for any employees, select in-active under the SI status column for these employees c) After updating all your employees SI status, click on Update Standing Instruction (Figure 58).

ACKNOWLEDGEMENT OF ACTIVATED ESI a) An acknowledgement screen will be displayed, showing all the employees with Active Standing Instruction status. A confirmation email will also be sent to your registered email account(s). b) The Activation Date column reflects the date that the ESI was setup. c) The Effective Relevant Month column reflects the CPF payment month that the ESI take effect from. d) To print this page, click on the Printer icon.
