Statutory Alert: Ballast water exchange and damage to air pipe heads
Applicability:All shipowners and operators using the sequential or flow-through ballast water exchange methods

Recent port state c ontrol detentions (particularly in Australian waters) have revealed numerous cases of damaged and inoperable ballast tank air pipe heads, as shown in the images below. The air pipe heads were of the automatic float type, from different manufacturers and used by different new construction shipyards. Investigation showed that all the air pipe heads had been damaged by being subjected to continuous overflow of the ballast tanks for ballast water ex change a function for which they were not designed or intended to be used.

To avoid damage to automatic float-type air pipe heads, shipowners and operators should ensure that the method used for ballas t water exchange is strictly in accordance with the requirements of the Ballast Water Management Convention and the guidance contained in the Lloyds Register approved Ballast Water Management Plan on board the vessel. This indicates which exchange method is being us ed. Discharging ballast water through automatic float-type c losing appliances should be avoided, unles s permitted within the Plan. Definitions of the sequential and flow-thr ough ballast water exchange methods The sequential method (S) is a process by which a ballast tank intended for the carriage of ballast water is first emptied and then refilled with replacement ballast water to achieve at least a 95 per cent volumetric exchange. The flow-through method (F) is a process by which replacement ballast water is pumped into a ballast tank intended for the carriage of ballast water, allowing water to flow through overflow or other arrangements.
