GENERAL INSTRUCTIONS TO SHIFT STAFF INSPECTION OF SWITCH YARD & CONTROL ROOM PROCEDURE FOR ISSUING OF LINE CLEAR

GENERAL INSTRUCTIONS:

1.

All operating staff at the sub-station should arrive 15mts, Before scheduled time of taking over, go round the sub-station yard for observing any abnormalities.

2.

Correct the time by the

1&$"" %rs by contacting nearest '%( ub-station. ). 'ach operator on duty *A'+A,' in the case of '%(, . - should go

through all operators carried out the occurrences recorded in the log Book ever since he had handed over last and get ac.uainted !ith the operating conditions at the moment of his taking over duty. /. (he operator should be fully conversant !ith all e.uipment available at the sub-station and their operating mechanisms and control circuitry. 5. 0o operation is so urgent and no emergency is go great that it cannot be tackled safely. #. 1hile issuing and taking return of the clears, ensure that the person receiving the line clear and returning the line clear is the same. '2change codes for strict identity. 3. (he operator on duty should be conversant !ith the usual loadings on all e.uipment at all hours during the !orking days, holidays along !ith seasonal variations.

(he type of s!itchgear and other e.uipment along !ith feeding arrangements at the neighbouring sub-stations should also be studied.

A complete layout of the sub-station and its position !ith interconnections in the system as a !hole should be displayed in the control room and this should be on the finger tips of every operator.

(he most important telephone numbers to be contacted during emergencies, especially in darkness5 should be by-hearted.

!itch off yard lighting during evening peak hours for about 1";ts everyday and go round the yard for observing red-hot <umpers, loose contacts etc.

'nsure that there is no ,.C. leakage once in every shift. (he follo!ing checks are to be made during every shift$

%ealthy trips for all circuit breakers in service. *(his check to be repeated after every operation along !ith springs charged indication-

Compressed air pressures, gas pressures, hydraulic fluid pressures and levels, !henever applicable.

,.C. battery voltage !ithout charger *by s!itching off AC to Charger-. pecific gravity and voltage of pilot cells *numbers to be changed once in a month-.

,.C. 'arth leakage. 7il levels in transformers and bushings and ;7CBs. Conditions of silicagel in breathers for transformers and breaker limbs.

0o unauthori?ed person should be allo!ed to enter the Control @oom or !itch yard.

(he yard lighting should be bright and !ith no dark spots in the yard.

Cable trenches should not have any of their cover removed. 7perating personnel may fall into the trenches during emergencies making things !orse.

0ever keep your (elephone engaged for more the );ts continuously. 7thers may be re.uiring to contact you. Be brief in your conversations.

0ever disturb fello! operators at neighbouring sub-stations during emergencies. Arovide all help you can !hen re.uested.

0ote that all Air break s!itches are meant only for no load operations. 0ever operate them !hen they are carrying load.

Any set of operations instructions cannot cover all contingencies. ituations may arise !hich do not find a place in the operations instructions. A good and steady operator has to .uickly grasp !hat has happened5 keep cool5 and restore normalcy !ithout confusing himself and others around him. Bt shall be the responsibility of the operator on duty to take appropriate action depending on the situation.

As there are numerous annunciations and alarms, and should first receive or =accept> them and analy?e the =reasons for> and =conse.uences thereof> carefully and .uickly and take remedial action.

A complaints book is to be maintained in the control room !hich is to be used only by operator+A'+A,' on duty. All abnormalities and points re.uiring the attention of the maintenance engineers should be recorded !ith dated signatures. (he A' *;- has to record the action taken by him and affi2 dated initials.

0o operating person can leave the !ork spot till a reliever takes charge and signs in the register !ith date and timings in token of having taken over charge.

A set of these operating instructions should be available at the control room in the custody of the operator+A'+A,' on shift duty and passed on to the ne2t operator.

0o umbrellas and sticks should be allo!ed to be taken inside the s!itch yard.

All the points mentioned in the =AA 'B safety Code> should be follo!ed scrupulously.

Calculate the daily sub-station energy losses.

VISUALINSPECTIONS:

CONTROL ROOM:

'nsure the healthy trips of all Control C @elay Aanels *)), 1)2, 22" 9D C /"" 9D-.

2)-

Check the annunciation on all panels. Check the healthiness of distance and Backup relays *e2cept mechanical relays-.

Bnspect the cable trenches in the control room. Check the healthiness of communication system. Check the torch light. Bus-Bar protection. tatus of Bus-Bar protection$ Bn service + 7ut of service

D.C. SYSTEM: 1-

@ecord the pilot cell voltages and specific gravity of battery bank B C BB. @ecord the ,C output voltage and load current once in a shift. Disual inspection of battery banks for 'lectrolyte level and charger. (est the ,.C. lamp provided in the control room. 'nsure the status of parallel operation of t!o battery banks if provided.

Checking of healthiness of )E AC supply of charger. Checking the ,C earth leakage. Checking of ,C ,istribution.

SWITCH YARK: 1 CIRCUIT BREAKERS:

,rain the condensate from all receiver tanks of circuit breakers. Check the important feeder breakers for auto starting of compressors. Check the 7il level in compressors. 7bserve the red hot on all clamps connected to circuit breakers. Checkup the :# gas pressure.

POWER TRANSFORMERS:

12)/5-

Check the 7il levels in conservator and 7F(C tank. Check the condition of silicagel and oil level in breather. @ecord the 7il level and !inding and 7il temperatures. '2amine the 7il leakage from ;ain tank+Bushing+Cooling system etc. Checking for unusual sounds and vibrations from transformer cooling system.

Ahysical check for over heating if any and terminal connections and checking for unusual internal noise.

3-

Check the three phase balanced load in each phase of Ao!er (ransformers.

LIGHTING ARRESTORS:

12)-

Disual inspection of all FA>s in the s!itchyard daily. @ecord the surge counter reading daily. Feakage current reading and analysis once in shift.

ISOLATORS:

12-

Disual inspection of all isolators. 7bserve sparks if any from male+female contacts.

CURRENT TRANSFORMERS

POTENTIAL TRANSFORMER:

1-

Disual check of all current and voltage transformers for unusual noise and dis coloration of terminals.

2)-

7bserve any oil leakage daily. Chattering sounds if any from CD(>s.

EARTH PITS:

1-

1atering of earth pits.

CAPACITOR BANKS:

1-

Disual inspection of capacitor cells + @D( for oil leakages.

RED$HOT SPOT:

(horoughly inspect the s!itchyard during da!n and dask by s!itch off yard lighting for red hot spot at clamps, <umpers, bushings etc.

MULSIFIER SYSTEM FOR 4&&KV SS:

Check the mulsifer system and conduct trial on fire fighting engines.

DIESEL GENERATOR SET:

Conduct trial run on ,iesel generator set if available.

ISSUE OF LINE CLEAR:

0ote$ All operator are to be carried out only after obtaining concurrence of load dispatch center %yderabad for 1)2 9D, 22" 9D C /"" 9D *1"";DA C )1.5 ;DA- Ao!er (ransformers.

33 KV FEEDERS:

Bdentify the line Clear re.uisitioned person and purpose. Ascertain the necessity of Fine Clear.

%and (rip feeder breaker. 7pen line isolator. 7pen bus isolator. 7btain 0B:C from !here back feeding is possible.

'arth the line by placing discharge rods. Bssue F.C. instructing receiving party to obtain 0B:C from !here back

feeding is possible and also the earth on either side of the !ork sort before proceeding !ith the !ork.

FEEDER BREAKERS:

%and (rip feeder breaker. 7pen line isolator. 7pen bus Bsolator. 'arth the feeder breaker by placing discharging rods.

POWER TRANSFORMERS:

CAPACITOR BANK:

%and (rip controlling circuit breaker. ,o not discharge till 15 minutes after tripping capacitors as they retain charge for some time even !hen supply is disconnected.

Bdentify the line clear re.uisitioned person and purpose. Ascertain the necessity of line clear. Arrange alternate supply if available to above 1)2 9D ub- tation !ith the permission of load dispatch centre.

clear on particular bay *Fine+A(@-. #3Contact load dispatch centre for line clear approval + permission. After obtaining load dispatch permission$ a- %and trip the Circuit Breaker. b- Contact over phone to hand trip remote end ub-station feeder breaker.

c- 7bserve the CD( voltage indication and the indication lamps turned off on Control and @elay Aanels. d- 'nsure the Circuit Breaker opened. e- 7pen this line isolator. f- 7pen the Bus isolator. g- Confirm the remote end ub-station line isolator opened. h- 7btain 0o Back :eeding Certificate from remote end ub-station !ith code. g- Bssue line clear. h- @ecord the events in the log book.
