The army moved fast to evacuate the casualties. By the evening of 8th October, hospitals in Islamabad and awalpindi had already started to receive hundreds of in!ured patients airlifted by the army. On the same evening the engineers of "a#istan army were mobilized to open road access to the earth$ua#e affected areas. % lot of field hospitals were established to provide emergency medical care to the in!ured. &ad it not been for the $uic# mobilization and response from the "a#istan %rmy, the ensuing successful conduct of relief coordination and operations would not have happened and may have resulted in a much higher toll of human life. (oon after the October 8 earth$ua#e destroyed and damaged more than @,,,,,, houses and rendered millions homeless, the 4overnment of "a#istan announced with bold alacrity that a comprehensive programme would be devised for the reconstruction of private housing. )or this purpose, the government created a new federal agency called the 0arth$ua#e ehabilitation and econstruction %uthority 20 %3. %lthough 0 % was created at the same time as the )ederal elief *ommission 2) *3, it was not operational until Eanuary -,,7. The first phase of housing reconstruction grants amounting to s. -.,,,, for every roof 2initially wrongly dubbed as compensation3 were disbursed through the ) *. 0 %<s housing reconstruction programme is rather sound in theory but has suffered from unnecessary delays and maladministration caused largely due to a centralisation in policy5ma#ing, creation of a new parallel structure, failure of public information and lac# of public ownership and accountability. These delays have caused undue hardship to those rendered homeless by the earth$ua#e. These people now face the unwelcome prospect of surviving through another harsh winter season in temporary shelters.
