COPY OF A- CLASS LICENCE, EXPERIENCE PROOF for construction of 33/11KV S/s & 33KV & 11KV Line etc. must be placed in PART-I of each tender offer separately. DULY FILLED IN TENDER DOCUMENT ALONGWITH RATES MUST BE PLACED IN PART-II OF EACH TENDER OFFER SEPARATELY. TENDERS MUST BE DROPPED IN TENDER BOX IN THE OFFICE OF S.E.,EWC, IV/3, TRANSMISSION COLONY, DEWA ROAD, CHINHAT, LUCKNOW ON 28.5.2011 BY 14.00 hrs. WHICH SHALL BE OPENED ON THE SAME DATE AT 16.00 hrs. in between hrs. gap. Tender No.05/11-12 shall be opened first and then Tender No.06/11-12 shall be opened.

INSTRUCTIONS TO TENDERERS AGAINST TENDER NO.05 & 06/2010-11 1The Tenderers should quote the rates only after inspection of site and study of relevant drawings of RESSPO in respect of the work which is available in the office of the SE, Electricity works Circle, Executive Engineer, Electricity Works Division, Transmission Colony, Dewa Road, Chinhat, Lucknow. The rates quoted should be inclusive of Sales and other Taxes, except Service Tax which shall be charged Extra by the contractor. The Engineer will perform such duties in regard to the deduction of such taxes at source as per applicable law. All tools & T&P, welding equipment, crane, scaffolding, rigging material, consumables, hardware etc. required for installation shall be arranged by the contractor. In case any fault/ damage occurs in cable jointing kit/ termination during the guarantee period, it shall be replaced and fixed by the contractor at his own cost. The work shall be carried out immediately. Loss or damage to the works or materials to be incorporated in the works between the dated of start and end of the defects correction period, shall have to be rectified by the contractor at his own cost, if the loss or damage occurs due to act or omission of contractor. The contractor shall provide experienced technically qualified supervising engineers for supervision. The contractor shall engage only competent skilled workers. The name of the Supervisor and his attested signatures, Mobile No. shall be intimated to Executive Engineer, Electricity Works Division, Lucknow. The supervisor shall be authorized person to receive the material from departmental stores and issue a receipt for the same. The scrap length of cable and other material issued from store, shall be returned by the contractor to the engineer or his authorized representative.

12345678The work will be carried out as per approved relevant drawings of RESSPO & instructions of E.E., Electy. .Works Division, Lucknow. The work will be carried out under the supervision of EE, Electy. Works Division, Lucknow. The material shall be supplied from nearby Central Store or Dump Store of JE concerned. The route of the line shall be finalised by the Executive Engineer, Electy. Works Division, Lucknow. The final survey for fixing the line supports and alignment etc. shall be carried out by the contractor which he will get approved by the Engineer in charge before starting the execution of work. All the material to be supplied by the contractor for the construction of S/s and line shall conform to relevant approved drawing and the contractor has to ensure that he should get it inspected from E.E., Electy. Works Division, Lucknow before using it for construction of sub-station and line. Departmental material shall be issued to the contractor through proper invoice. No extra payment shall be made to him for storage and safety of material. VARIATION IN QUANTITY : The quantity as mentioned in schedule of works and rates for construction of 33KV Substation may vary upto + 10% and that of line upto +20%. The work mentioned in some items may not be required to be executed or may be modified as per actual requirement. As such the contractor will carry out the work as per actual requirement under instruction of Engineer-in-charge. Payment will be made by the Executive Engineer, Electricity Works Division, Lucknow against running bills subject to the requisition of the firm for the justified reasons and also subject to the availability of funds. No claim for interest or damaged will be entertained by the department with respect to any money or balances which may be lying with the Corporation owing to any disputes, differences or misunderstandings between Engineer incharge on the one hand & the Contractor on the other hand or with respect to any delay on the part of the Engineer in-charge in making periodical or final payment or in any other respect whatsoever. The decision of the Executive Engineer, Electricity Works Division, Lucknow about the quality of the work will be binding on the contractor. COMPLETION PERIOD: The work shall be completed within three months from the date of signing of the Contract subject availability of departmental material and clearance of site. PENALTY : Penalty @ % per week subject to maximum of 10% will be levied on the cost of work which has actually been delayed beyond prescribed completion period. But in case of those incomplete works which are delayed for want of material, only 30 days will be allowed for completing such work from the date of issue of material to the contractor. The Junior Engineer concerned will clearly indicate the date of issue of material while recording measurement and sub-divisional officer will countersign the same while processing the bill for payment. SECURITY : The contractor shall deposit 10% value of the agreement as security deposit in favour of Executive Engineer, Electy. Works Division, Lucknow towards faithful execution of the work carried out by him which shall remain with the department for maintenance period of six months after commissioning of jobs. If defect found during this period due to bad workmanship or any other mistake in the job carried out by the contractor it shall be rectified by him free of cost. In case the contractor does not deposit security this shall be deducted from the running/ final payment to be made to the contractor and shall be refunded after six months of commissioning as above. The earnest money deposited by the Contractor may be adjusted towards security deposit. No claim shall be entertained for labour sitting idle due to stoppage of work or shortage of material etc. to be supplied by the department or due to changes in design or delay in payments or on account of any other reason whatsoever. The Contractor or his authorised representative will remain at site throughout the period during which the work is in progress. The name and attested signature of his authorized representative should be intimated to the Engineer in-charge before the work starts. ESCALATION OF RATES : No escalation of rates over the finally accepted rates for execution of work shall be allowed. DEBITABLE AGENCY: If the Contractor fails to perform the work successfully or discontinues the work before completion of the period of agreement or the work is discontinued by the department due to poor performance the security money shall be forfeited in all the cases and work shall be got done from debitable agency at the cost of Contractor i.e. all such expenditure incurred by the department to get the work completed shall be recovered from Contractors pending bills/ Security/ Earnest Money. OTHER CONDITIONS OF CONTRACT: This agreement shall further be governed by the general conditions of contract Form A and all relevant labour laws and contract labour (regulation and abolition) Act 1970, Indian Electricity Rules 1956 and Indian Electricity Supply Act 1910, Indian Electricity Act 2003 and Electricity Distribution Code-2005, as amended from time to time. INSURANCE : The contractor shall ensure that his working staff/ labourers are properly insured as per the insurance requirement as MVVNL/ UPPCL shall in no case be responsible for the accident and thus for making payment of any compensation for the accident which may occur due to any reason, whatsoever. All loss/ damage to man power and material during the execution of works will be contractors responsibility and financial claims arising thereof as per

UPPCL/ Govt. Rules will have to be paid by the contractor or may be recovered from his pending claims in the MVVNL/ UPPCL or by other means. The Electricity for fabrication shall be provided by the Department. The contractor shall be responsible for safety of his personnels and all materials during execution of work. The Service Tax as applicable shall be paid extra by the department and the contractor shall submit the proof of depositing the service tax to the respective department. Income Tax as applicable shall be deducted from the bills of the contractor. JUDICIAL JURISDICTION : All the disputes out of and touching or relating to subject matter of agreement/ Contract shall be subject to jurisdiction of local courts of Lucknow and High Court of Judicature at Lucknow Bench only.

Plinth of 5 MVA, 33/11 KV T/Fs Construction of plinth of size 3.46 x 3.46 mtr. for 5 MVA to 10 MVA T/F having 0.4 mtr. above ground level. The work includes excavation of foundation base concreting in CC 1:6:12 ratio (cement, fine sand & brick ballast), Ist class brick work in cement mortar of ratio 1:4, foundation, CC in 1:4:8 ratio (cement, fine sand & brick ballast) and RCC working ratio 1:2:4 (cement, coarse sand and stone grit of 20 mm gauge using MS Bars of 10 mm dia (Tor) in reinforcement including its cuttings, bending & binding in required shape. The work also includes laying of 2 nos. 3.46 mtrs. Long each rail pieces complete with cutting welding & proper fitting etc. The plinth will be made as per drawing and instruction of Site Engineer. All Civil material and steel to be supplied by the Contractor except Rail. The work includes fabrication for proper fixing if required. (E) Erection & Commissioning of VCB on Structure of 33 KV VCB complete work. Well type earthing by way of boring and lowering of "B" class G.I. pipe 50 mm dia from ground upto the water level (approx. 60 ft. deep) to the lower level of pipe is to be connected to the G.I. strip of size 50x6 mm for transformer neutral connection. The earth strip will be welded to the G.I. Pipe. The work also includes cap and clamp for pouring water. The job includes cost of all material with all labour & T&P etc. complete in all respect. Fabrication and grouting of M.S. Channel 100x50x6 mm in L shape & in proper size and alignment to provide support for the two separate earthing strips for power transformer neutral including supply & fixing of two nos. Flexible copper bonds for neutral earthing. Fabrication and erection of cable support made of two pieces of M.S. Strip 65x65x6 mm, 3.0 mtr. long, joined to each other by means of 5 nos. M.S. Flat 50x6 mm pieces of size 150 mm long each by welding at equal intervals as per drawing and grouting in a block of size 300x300x700 mm complete with one coat of ready mixed primer and two coats of Al. Paint. This includes providing of four nos. M.S. Clamp made of M.S. Flat for holding the cable including nuts & bolts and fixing of XLPE Cable. INSTALLATION OF SWITCHGEARS IN CONTROL ROOM. (a) Safe Shifting & erection of 11 KV I/C switchgear from S/S premises to control room. The job include fitting, fixing, grouting of I/C panel as per direction of Site Engineer. All material required such as two no. 100x50x6 mm channels pieces (each 800 mm long including, cutting to size) & foundation volts in 1:2:4 CC (including cutting of CC of the old floor & finishing of the floor etc.) for successful erection of the S/G accept S/G all material shall be supplied by contractor. Mounting of 11 KV P.T. on 11 KV I/C S/G included in the job. (b) Safe Shifting & erection of 11 KV O/G switchgear from S/S premises to control room. The job include fitting, fixing, grouting of O/G panel as per direction of Site Engineer. All material required such as two no. 100x50x6 mm channels pieces (each 800 mm long including, cutting to size) & foundation volts in 1:2:4 CC (including cutting of CC of the old floor & finishing of the floor etc.) for successful erection of the S/G accept S/G all material shall be supplied by contractor. (c) Fixing and making bus bar connections in between all switchgears after cleaning and tapping with H.T. Tape, empire tape and PVC tape properly, providing and fixing of 6mm thick bakelite separators and plugging of all opening & holes with plastic compound complete work including cost of all material (except copper bus bars) strictly to the satisfaction of Site Incharge. Shifting carefully & installation of 33 KV VCB single transformer panel in control room including grouting at above. Providing & fixing of protection board made of teak wood with white surmica TOP of size 600x450 mm duly filled with good quality ISI Mark 3 nos. bells, 3 nos. on-off switches , 3 nos. indication lamps with holders, 3 nos. test button switches on wall of switchgear room duly wired with 3/20 SEG PVCV Copper wire, complete job with cost of all materials. Installation of 24 Volt 150 AH Battery and charger including its commissioning. H.T. CABLE LAYING Laying & dressing of 11 KV, 3x300 sq.mm. XLPE cable under ground from 5 MVA T/F to 11 KV incoming switchgear in the trench 500 mm wide, 900 mm deep as per ISS. The job includes the cost of brick, sand and stone slab of 600mm x 450mm x50 mm and laying of cable.
Laying & dressing of 11 KV, 3x120 sq.mm. ground cable in the trench 450 mm wide, 900 mm deep, providing 150 mm fine sand cushion beneath and 150 mm fine sand cushion above the cable. The cable shall be duly protected by Ist. Class bricks, two on either side and third on top of the cables, laid in series one after the other. The work includes supply of fine sand & bricks, refilling and ramming of the left out side, closing the trench and levelling. Spare cable shall be lift and buried in the trench in the shape of rings at both ends. For the protection of the cable 100 mm dia. G.I. Pipe has to be worn on the cable where the cable is to be laid across pucca/main road/nullah. Cable laying work includes supply of G.I. Pipe, unrolling, cutting, meggering & sealing both ends of the cable.
