Mechanics of The Debate
I encourage everyone to give out comments and suggestions. Were all in this together. Well meet at 4:00PM tomorrow for a dry-run (or 5:0PM?). Block A does not have a class in Persons. We can use our room. MECHANICS OF THE DEBATE: 1. There will be two sidesthe Affirmative and the Negative. 2. Each side has three speakers. The first two speakers of each side are the constructive speakers. The third speaker will do the rebuttals. 3. Each speaker is given a maximum of eight (8) minutes to speak. 4. During the 3rd minute of the speech, you will hear this sound [SOUND]. That sound signals the start of the interpellation. During this time, the panel of critics will be given a chance to ask questions to the speaker currently delivering a speech. The critics may continue to ask questions until they hear this sound [SOUND] which signals the end of the interpellation. No more questions shall be asked after that. 5. At the end of the debate, the panel of critics will be given a chance to ask questions to each team. Follow-up questions are not allowed. Each team is only given one (1) minute to respond to each question. This part of the debate shall last for six (6) minutes only. (3 minutes per team) FLOW OF THE PROGRAM 1. A member (or members) of the salient features team shall serve as the emcees/moderators. 2. The emcees/moderators shall call the house to order (i.e. ask them to settle down.) 3. The program begins with an opening prayer. 4. The salient features team will deliver their presentation. The presentation must provide the audience an overview of what the FOI Bill is all about. However, the presentation must focus on the Right to Reply provision. At the end of the presentation, the presentor shall read the topic of the debate: Given all these, our motion for todays debate is this: RESOLVED: THE RIGHT TO REPLY IS AN INTEGRAL PART OF THE FREEDOM OF INFORMATION BILL. (There should be a powerpoint slide for this.) 5. The moderator shall introduce the panel of critics first, and the sectors that each of them represent.
6. After the introduction of the panel of experts, the moderator will inform the audience that the debate will start. He/She then summons the first speaker of the affirmative side. To start this debate, let us call on the first speaker of the affirmative side, Ms. Kyna Flores. 7. Then, the moderator will call the first speaker of the negative side. Let us now hear the response from the first speaker of the negative side, Ms. Junaidah Pazaulan. 8. Then the summoning continues. When its time for the rebuttal speakers (third speakers of each side), the moderator shall summon him/her by saying: To refute the arguments of the negative side and to rebuild their arguments, let us now call on the rebuttal speaker of the affirmative side, Ms./Mr. So and So. For the last speaker of the negative side: To rebuild their case, refute the arguments of the affirmative side, and close this debate, let us call on the rebuttal speaker of the negative side, Mr. Rashid V. Pandi. 9. At the end of the debate, the moderator will say, Lets give the debaters a round of applause for giving us a good debate. Debaters, please cross the house. Debaters will then shake each others hand. 10. At the end of the debate, the panel of critics will be given a chance to ask questions to each team. Each team is only given one (1) minute to respond to each question. Follow-up questions from the same critic are not allowed. This part of the debate shall last for six (6) minutes only (3 minutes per teamthats Q and A na ha). 11. AFTER THE DEBATE, the Panel of Critics will be requested to leave the room for their discussion/deliberation. They will be given 5 minutes to deliberate. During this time, Atty. Badal-Pamisa will give her comments/suggestions/points of improvements. 12. At the end of the 5 minutes, the panel of critics will be called to present their evaluation. They will be given 5 minutes in total.
13. The salient features team will also be given 5 minutes for their insights, comments, and summary of the debate. PROGRAM ENDS WITH A CLOSING PRAYER. Anything else? Reminders: Although its a Friday tomorrow, let us all dress for the occasion. Formal lang gihapon. Para nay justice ang program.
