Hijackers' use of U.S. identification documents.
Three Salvadoran immigrants, two illegal and one a permanent resident, all living in
Virginia were found guilty of helping four September 11 operatives use fraudulent
documentation to obtain DMV-issued Virginia identification documents. One was
convicted of being bribed by Hanjour and Mihdhar to provide residency information used
on residency certificates,1 and two were convicted of helping Ahmed al Ghamdi and
Abdul Aziz al Omari obtain fraudulent residency certificates.2 These residency
certificates were then used to support applications for Virginia identification cards on
August 1 and 2, 2001, respectively.3 hi the case of Hanjour and Mihdhar, the same
address used by these hijackers were then used by Moqed and Salem al Ghamdi on
August 2, and again on August 29, by Jarrah. Note: from the affidavit re Hanjour and
Mihdhar, it is clear they -were intent on getting the ids. However, we still don't know if
they were used to get on the planes. Tamm is looking into it for us.
Of the fifteen 2001 operatives, Suqami was also the only operative for which no record
exists that he obtained U.S. identification. Three hijackers, Atta, Hanjour, and Nawaf al
Hazmi, all obtained four U.S. identifications during their stay. For example, al Hazmi
had a USA identification card, Florida and California driver's licenses and used a number
that looked like a social security number. Some of these identifications, such as the
driver's licenses, may have been used by the hijackers to help them obtain access to the
flights they ultimately hijacked.
Below is a summary of the identifications used by the hijackers once within the United
States:
• The following hijackers acquired USA identification cards: Atta, Abdul Aziz al
Omari, al Mihdhar, Moqed , Ahmed al Ghamdi, Nawaf and his brother Salem al
Hazmi. The al Hazmi brothers' ids were found in the rubble at the Pentagon, and
appeared genuine upon examination.
• Florida driver's licenses were acquired by: al Shehhi (April 12, 2001); Atta and
Jarrah (May 2, 2001; duplicate 7/10/01); Waleed al Shehri (May 4, 2001);
Hanjour (?); Nawaf al Hazmi (June 25, 2001); Hazma al Ghamdi (June 27, 2001);
Haznawi (July 10, 2001).
• Florida identification cards were obtained by: al Nami (June 29, 2001); Wail al
Shehri (July 3, 2001); Saeed al Ghamdi (July 10, 2001); Mohand al Shahri ();
Baninhammad ().
• Hanjour had an Arizona driver's license.

Ghamdi. Brothers Salem and Nawaf al Hazmi, along with Moqed, requested their
Virginia id cards be reissued on September 7, 2001.
Maryland identification card was obtained by Hani Hanjour.
New Jersey identification card acquired by Salem al Hazmi.
FAA private pilot certifications were acquired by Jarrah (#2633773);
New Jersey Insurance Identification Card policy acquired by Jarrah.
The following hijackers used the following numbers which are written like social
security numbers, but the Social Security Administration states are not actual
social security numbers:
o Hanjour used 123-45-1486.
o Moqed used 123-45-6687.
o Salem and Nawaf al Hazmi, along with Moqed, used 199-90-9382.
o Ahmed al Ghamdi used 999-93-1447.
o Jarrah used 888-00-7106.
Evidence Inspected at FBI HQ 5/14/04
During July 2001, members of the NJ Al-Qaeda cell purchased identification cards from
a firm called USA ID.
On August 1, 2001, Hani Hanjour and Khalid Al-Mihdhar visited the Arlington Service
Center of the VA DMV, where they met individuals in the vicinity of the Center who
assisted them in obtaining photo IDs. (In return for payment, these individuals vouched
for the applicant's residence in VA and/or supplied a VA address that the applicant could
us to obtain the ID card.) On the following day, the rest of the NJ cell went to the same
DMV Center, where they also obtained VA ID cards. On this second visit, Hanjour
apparently took a driver's test, but failed. On August 29, Hanjour apparently took Ziad
Jarrah to the same facility to obtain a VA ID card.

The three are DMV employees have been charged with accepting bribes. The other six, according to officials were
brokers who helped dozens get fake New York driver's licenses.
Investigators say the scheme at the Yonkers DMV office went on for more than two years. It usually involved three
people: The applicant, providing false or insufficient documentation for a driver's license; The broker, who charged
$1,600 to help out with any paperwork; And the DMV clerk, who endorsed the paperwork and approved the license.
Officials say the clerk would earn $300 to $500 for each transaction.
Jeanine Pirro, Westchester County District Attorney: "One individual who acquired 11 separate ID's was a Jordanian
who was turned over to the INS and deported."
Officials identified the three DMV clerks arrested this morning as 43-year-old Hettie Little of Yonkers, 32-year-old
Michelle Francis of the Bronx and 35-year-old Daniel Vega who worked out of the White Plains DMV office. Investigators
say the three clerks illegally approved about 100 fake licenses and ID cards.
Roslynn Mauskopf, NYS Inspector General: "Often times people use these documents to obtain false passports, false
social security numbers, false identification to gain welfare and medical benefits or even to avoid child support."
The two-year investigation prompted a crackdown on security procedures at DMV offices across the state. The changes
include making people present their Social Security card to get a license, random spur-of-the-moment audits for DMV
clerks and a two-step identification process.
Raymond Martinez, DMV Commissioner: "We have a two-step identification process. Right from the get go documents
are presented to the first person they see at the DMV office and then to the clerk."
The additional security measures mean visits to any DMV office will now take even longer than before.
Cecil Herrera, Bronx Resident: "For the sake of security, no problem. I don't have much of a problem with that."
Joe Torres, Eyewitness News: "But at the same time, you wish it were quicker?"
Herrera: "Much quicker."
The DMV is also now online with Social Security Administration so that they can immediately corroborate information
that comes into the DMV offices. That connection is expected to follow between the DMV and the INS.

According to Attorney General Samson, the indictments obtained by the Division of Criminal
Justice culminate an extensive two-year, multi-agency investigation which targeted various
criminal enterprises in the business of obtaining and selling fraudulent New Jersey Division of
Motor Vehicles (DMV) identification documents, including driver's licenses, driver permits,
passports, social security cards, county ID cards and other official documents. The documents
were allegedly sold to individuals otherwise unable to legally obtain valid driving licenses
and/or identification papers.
"Today's indictments stand as a loud and clear message that New Jersey's official
identification documents are not for sale and corruption and profiteering is no longer business
as usual," Attorney General Samson said. "This criminal enterprise not only realized
enormous illegal profits for the defendants, but its very existence strikes at the core of our
efforts to assure integrity and security for all New Jerseyans. I am deeply concerned about
these findings and the actions of those individuals who knowingly participated in these
