CONSTITUTION OF THE MONDRIAAN AURA COLLEGE INDUSTRIAL ENGINEERING SOCIETY (ACIES)

PREAMBLE

We, the members of the Mondriaan Aura College Industrial Engineering Society, realizing the need to establish an independent body that will devote to serve the needs of the industrial and systems engineering students, provide a venue of enhancing and strengthening members' capabilities and expertise, crystallize linkages among members and colleagues from the academe, in order to attain unity for advancement of our goals and aspiration, based on justice, freedom and democracy, do hereby ordain and promulgate this constitution.

ARTICLE I NAME AND DOMICILE Section 1: Name: This body shall be known as the MONDRIAAN AURA COLLEGE INDUSTRIAL ENGINEERING SOCIETY. It shall adopt the acronym MACIES to identify and distinguish from other school organization. Logo: The ACIES shall adopt the previous logo used by the organization. Domicile: The office of the ACIES shall be located at Mondriaan Aura College, Former Sub-Corn Area, Subic Bay Freeport Zone.

ARTICLE II GENERALS PROVISIONS

Section 1:

The Constitution shall be known and hereby referred to as the "Constitution of the Mondriaan Aura College Industrial Engineering Society." This Constitution shall govern the (ACIES and shall apply to all bonafide IE students of the school. Definition of Terms: a. Student Organization - means any organization composed of bonafide MAC students whose membership in general comes from a department of the school. b. The College President - refers to the highest executive officer of the Mondriaan Aura College.

c. Dean of academic Affairs - refers to the MAC official in charge of the supervision of the student academic organization and who assists students with problem. d. Faculty Adviser - refers to the faculty members designated to advise the department organization. e. Year-Level-Representative - refers to the representative MACIES elected by the student in their respective level. f. MAC or College - refers to the Mondriaan Aura College. g. Department - refers to the Industrial Engineering Department. h. The Council - refers to ACIES Year-Level-Department Council. to the

ARTICLE III DECLARATION OF PRINCIPLES AND OBJECTIVES

Section 1:

The ACIES believe in the following: a. The access to education should be afforded to all in accordance with the rules and regulation of the College, the policies of the Commission on Higher Education (CHED), the guidelines of the Philippine Institute of Industrial Engineers (PIIE), Operations Research Society of the Philippines (ORSP) and the laws of the Republic of the Philippines. b. That education should be primarily centered on the full development of man's social, political, cultural, intellectual and spiritual potentials in order to realize a human and humane existence of all. c. That education should serve the needs and aspiration of the IE studentry in particular and the Filipino in general.

Section 2:

The ACIES aims to: a. Recognize the vital role o the members in the departmental-building, and shall promote their intellectual and social well being, encourage their involvement in academic and civic affairs. b. Give priority to education, arts, and sports to accelerate individual progress, and promote total departmental development. c. Guarantee equal access to academic and economic opportunities. d. Guarantee the members right of information on matters of public concern and access to records pertaining to official transaction of the organization.

ARTICLE IV BILL OF RIGHTS

Section 1:

Subjects to the limitations prescribed by the law, and by the rules and regulations of the CHED and College, the ACIES' members shall have the rights herein enumerated in addition to other rights they may have under the Auralex, the constitution and the laws of the Republic. a. No members shall be subject to disciplinary action without due process of law. b. The right to be properly informed of the activities, policies, rules and regulation. In the exercise of this right the duly elected year-level representative shall be allowed to sit with the ACIES Executive Committee to participate in its discussions and/or deliberations on matters affecting welfare of the IE students. c. The right to attend, as well as to invite resource persons during ACIES Congress, symposia and other similar activities.

ARTICLE V DUTIES AND RESPONSIBILITIES OF MEMBERS

Section 1:

It shall be the obligation of all IE students of MAC to: a. Observe and uphold the ACIES Constitution, the laws of the Republic, the policies of CHED and the rules and regulations of the College. b. Uphold the academic integrity of the College. c. Support the ACIES and the Department Year-Level Council. d. Exercise the rights responsibly. e. Be concerned about the issues affecting them. f. Complement academic development with extra curricular participation that may help to promote the development of a holistic individual.

ARTICLE VI COMPOSITION OF THE ACIES

The ACIES shall be composed of the main body and the year level Department Council. The Main Body shall be composed of President, Vice-President, Secretary, Treasurer, Auditor, Business Manager, and Public Relation Officer. The Main shall be determined through an election among IE students of the College. The Year-Level Council shall be composed of members from the Different year-levels of the Department.

Section 5:

Committees shall be formed by the Main Body from the members of the year-level Council whose functions and duties shall be determined by the Main Body. ARTICLE VII POWERS AND FUNCTIONS OF THE ACIES

Section 1: Section 2:

The ACIES shall be the highest policy making body of the IE studentry. The ACIES shall have the right to determine its policies, programs and activities and to implement them in accordance with the rules and regulations of the College, the policies of the CHED and the laws of the republic. The ACIES shall represent the IE studentry in the Academic Affairs For redress of grievances and every time a student appears before the Academic Affairs Office.

Section 4: The ACIES shall exercise policy-supervision over Year-level Department Council. Section 5: The ACIES shall organize, coordinate, and undertake student Activities designed to improve the general welfare of the IE students and to prepare them for constructive citizenship.

ARTICLE VIII DUTIES AND RESPONSIBILITIES OF OFFICERS

Section 1:

The President shall be the chief executive officers of the ACIES. He shall: a. Preside over the meeting of the ACIES. b. Sign all documents and communications of ACIES. c. Create different standing committee and appoint heir chairman. d. Prepares the budget. e. Delegate work, assignment and responsibilities to the Vice-President and in the absence of the latter, to any ACIES Officer. f. Perform such other functions as are inherent in his position.

Section 2:

The Vice President shall: a. Perform the duties of the President during the absence or incapacity of the latter. b. Assist the President in the latter's administrative functions. c. Perform such other duties inherent in his position and exercise other function as may be delegated to him by the President of the ACIES.

Section 3:

The Secretary shall. a. Be responsible for the safekeeping of the records and documents of the ACIES. b. Prepare and file communications and documents of the ACIES. c. Record the proceeding and meetings of the ACIES.

Section 4:

The Treasurer shall: a. Assists the President in the preparation of the budget of the ACIES. b. Deposit funds in a reputable bank in the name of the ACIES and co-sign with the president all withdrawals from the same account c. Submit all Financial Reports to the President of the ACIES and the ACIES Faculty Adviser at the end of each activity. d. Perform such other inherent in his position and exercise other functions as may be assigned by the ACIES President.

Section 5:

The Auditor shall: a. Audit the financial report of the treasurer and other financial documents of the ACIES and shall submit a report to the ACIES through the President. b. Examine and certify as to the correctness of the ACIES semestral financial report. c. Perform such other duties inherent in his position and exercise other functions as may be assigned to him by the President of the ACIES.

Section 6:

The Business Manager shall: a. Be in charge of the following general affairs of the ACIES. 1. Launching of Fund-raising requirements of the ACIES.

2. Programming the budgetary requirements of the pACIES. 3. Make necessary budgetary preparations in coordination with the committee chairman for the activities of the ACIES. Section 7: The Public Relations Officer shall: a. Handle all matters related to information regarding the activities and meetings. b. Keep the members of the ACIES informed of its activities of the ACIES. c. Be responsible in giving proper and due to the activities of the ACIES. d. Perform such other duties inherent in his position and exercise other functions as may be assigned of the ACIES president.

ARTICLE IX YEAR-LEVEL COUNCIL

Section 1:

The Objective of the council shall be consistent with the objective of the ACIES.

Section 2:

The Year-Level Council shall have the following functions: a. To formulate the respective year-level in coherence with the ACIES policies. b. To create committees and appoint committee officers and members thereof.

Section 3:

Composition: The council shall be composed of a President, Vice-President, Secretary, Treasurer, Auditor, Business Manager, and Public Relations Officer.

Section 4:

The Council's President sits with the ACIES Main Body and acts as an official representative of the ACIES respective year-level. Election of Officers: The officers of the Council shall be elected directly the IE students in their respective year-level. ARTICLE X QUALIFICATION OF OFFICERS

Section 5:

All bonafide IE students seeking elective positions in the ACIES and the Year-Level Council must have the following qualifications: a. He must not be under disciplinary and academic probation. b. He must not have obtained a failing or incomplete grade in the immediately preceding his election. c. He must not carried a load of less than fifteen (15) units during the lastsemester attended and is presently carrying a load of not less than fifteen (15) units. d. He who intends to run for the two (2) highest positions must not be taking up Project Feasibility or Practicum subjects during time of elections. e. He must have earned at least ninety (90) units in the college or two year of continuous residence prior to his election except for the first and second year - level representatives. f. He must not be occupying any top two positions o any other student organization within the College. g. No officer shall be re-elected for the same or lower position.

ARTICLE XI ELECTIONS

Section 1: Section 2:

The election of officers for the various year-level councils to the ACIES. Election shall be held within the fifteen (15) after the fifteenth (15) day from the first official school day.

ARTICLE XII ACCOUNTABILITY OF OFFICERS

Section 1:

Section 2:

All officers of the MACIES and the various Year-Level Councils shall serve the highest degree of responsibility, integrity, and efficiency and shall be accountable to the IE studentry. Any officers or members of the Council and the ACIES may be moved from office by a vote of the majority of all its officers and members on any of the following grounds.

a. Gross neglect of duty. b. Violation of any provision of this Constitution, the rules and regulations of the College, the CHED policies, the PIIE guidelines, and the laws of the Republic. c. Gross misconduct. d. Malversation of Student Funds. Section 3: No officers may be suspended from office for a long period of more than thirty (30) days.

ARTICLE XIII TENURE AND VACANCY

Section 1:

All officers of the ACIES and the various Year-Level Councils shall assume office three (3) days after the day of proclamations and shall serve for a term of one (1) school year and shall continue his tenure until a new set of officers shall be elected. If the position of the President of the ACIES or various Year-level Councils is left vacant through resignation, disqualification or any other causes, it shall be filled through the appointment by the President with the concurrence of the majority of the other officers and members.

ARTICLE XIV MEETING AND CONFERENCES

Section 1:

Organization meetings shall be held by all elected officers five (5) school days after assumption of the office to plan the programs and activities of the ACIES for the school year. Regular meetings shall be held every last Friday of the month. A majority of all officers and members of the ACIES and/or the officers of the Council must be present for the presiding officer to declare a quorum. Special meetings may be called by the President upon the request of a majority of all the other officers.

ARTICLE XV FACULTY ADVISER

Section 1:

The officers of the ACIES have the option of choosing three (3) Faculty Advisers from among the members of the faculty of the IE Department to act as the Organization's Adviser. The names of the faculty members recommended by the ACIES are to be presented to the College President for selection. Only one among them will act as the Faculty Advisers of the ACIES. The Advisers shall:

a. Receive the study reports from the MACIES any other documents that may be required of the ACIES. b. Serve as an official liaison between the administration and the ACIES. ARTICLE XVI FUNDS

Section 1:

The funds of the ACIES shall come from the ACIES fees of the students collected during the registration period. All IE students of the College shall be charged one hundred (100) pesos each semester as the MACIES Fee. No collective shall be made during the summer term.

Of the one hundred (100) pesos, forty (40) pesos shall be for the ACIES, the remaining sixty (60) pesos goes to the PIIE and ORSP Students Chapter Funds.

Section 4:

Disbursement from the ACIES Funds shall be made only through a resolution duly passed by the ACIES officers and approved by the ACIES Faculty Adviser.

Section 5:

The ACIES shall submit their financial reports to the students through posing at the designated board at the end of each activity.

ARTICLE XVII AMENDMENTS

Section 1: a. The ACIES by a majority vote of he officers and members may propose amendments to this constitution. b. The council by the majority of all it officers may propose amendments to this constitution. Section 2: Any Amendments to this Constitution shall become valid and its parts thereof as approved by a majority of votes cast in all plebiscite held for the purpose. The number of votes must cast at least 40% of the total member of students enrolled.

ARTICLE XVIII EFFECTIVITY

Section 1:

The constitution shall take effect immediately upon ratification by a majority of votes cast in a plebiscite held for the purpose.
