SCOPE
This standard covers the design and construction of storage tanks to API standards. Specific information given on Data Sheets or drawings shall have precedence over this standard, but any conflicting requirements must be referred to CONTRACTOR (Consortium) for resolution before proceeding. This standard is to be read in conjunction with Vietnamese mandatory standards, codes and regulations which also apply. In the event of any conflict, Tank Contractor shall seek clarification from CONTRACTOR before proceeding. Generally, the most stringent requirements shall apply

The latest editions and addenda of all Codes and Standards at date of contract shall be employed. Tankage and appurtenances shall meet all applicable requirements of local and national regulations, ordinances statutes or codes.
BASIS OF DESIGN

Standard Atmospheric pressure non-refrigerated tanks shall be designed to API 650. Higher pressure tanks up to 15 psig shall comply with API 620 and shall include any API 650 requirements for materials and examinations.

API 650 tanks with wall thickness up to and including 12.7mm (0.5inch) shall be to Appendix A except that Group I materials of Table 2-3 shall not be used below 7C (20F). Shop assembled API 650 tanks shall comply with Appendix J except that a minimum of spot radiography shall be applied with joint efficiency of 0.85. Design Loadings The basic wind speed and design wind pressure shall be in accordance with standard 8474L-000-PP-204 and BCV-VOL III Building Code of Vietnam, based on 50 year recurrence period Earthquake loads shall be based on Zone 2A of the Uniform Building Code and API 650 Appendix E. API APPENDIX B Recommendation for design and construction of foundations for aboveground oil storage tanks shall be followed by the civil contractor to produce the tank foundation. This shall be inspected and accepted by the tank contractor prior to erection of the tank. Facilities for monitoring settlement shall be provided. This shall include for monitoring settlement of the bottom relative to the tank wall. This shall include clips welded to the shell wall near the annular plate and extended legs or probes to monitor floor settlement. It may be necessary to progressively fill the tank over a long period to control settlement. In such circumstances geotechnical data, design, monitoring, acceptable limits, etc. shall be thoroughly detailed by the Tank Contractor.

A complete list of proposed material specifications and thicknesses shall be stated by the Tank Contractor in its quotation and subject to CONTRACTOR approval. Cast fittings shall not be used in the shell or bottom of the tank. Bolting for carbon or low alloy steel flanges shall both be to ASTM A193 grade B7 with A194 grade 2H nuts. Structural steel bolting shall be to ASTM A307 grade A or B. For stainless steel tanks to API rules, the material specifications and allowable stress rules of API 620 Appendix Q shall be used. All attachments to the tank shall be of the same material type as the tank and meet all applicable carbon/carbon equivalent and impact test requirements. Corrosion protection and galvanising shall be in accordance with 8455003-000-JSD001 and the following: All structures such as ladders, platforms, stairs and handrails shall be hot dipped galvanised. Thin wall (5mm or below) carbon steel components such as roof manway covers, weather shields etc. shall be hot dipped galvanised. Carbon steel floating roof guides, support bags and sleeves, vents, roof drain piping, gauge wells, emergency drain piping shall be hot dipped galvanised after fabrication.

Field weld joints shall be minimised, but where they are unavoidable, the weld and surrounding areas shall be repaired in accordance with Engineering Standard 8455003000-JSD-001. 4.6.4 Floating roof seal metal parts shall be hot dipped galvanised or stainless steel. Flexible shoes and all fastenings and pins shall be stainless steel type 430. Gaskets shall be non asbestos compressed fibre.

The overall height of the tank shall be designed to allow for the operating range height plus dead/clearance height at the base of the tank and sufficient height above the maximum operating height to ensure primary and secondary seals maintain contact with the tank. 5.1 5.1.1 Minimum Thicknesses and Corrosion Allowance For minimum thicknesses the tank shall be designed for liquid levels up to the top curb angle. Minimum thicknesses shall be as required by the API Standard except that the minimum installed shell thickness up to 50 feet diameter shall be increased to 6mm and over 50 feet diameter shall be 11mm. 5.1.2 Corrosion allowance shall be added to the minimum annular plate thicknesses of API 650 Table 3-1. If settlement at the tank wall is expected to exceed 4 inches during testing and service then annular plates shall be strengthened. The minimum thickness from Table 3-1 shall be selected from only the 33000 or 36000 psi columns. Minimum thicknesses of internal structural members shall be 6mm plus corrosion allowance. The Tank Contractor shall specify the corrosion allowance required for each tank but shall be not less than 1.5mm. Minimum nozzle wall thicknesses required by the API Standard shall be checked for suitability against the specified corrosion allowance and any imposed piping loads. Shell, Bottom and Wind Girders

The thickness provided at any shell course shall not be less than the course above. Open top floating roof tanks shall have a wind skirt high enough to protect the foam dam, weather shield and roof seal. Fixed roof API 650 tanks shall a frangible joint between the top angle and the roof plates. For austenitic stainless steel tanks the API 650 area formula in 3.10.2.5 shall be multiplied by 24000/S where S is the stainless steel design stress (psi).

For fixed roof pressurised design to API 650 Appendix F the F.S. shall also be multiplied by 24000/S for stainless steel design. The top angle for fixed roof tanks shall be turned inwards unless required externally to assist insulation support. For stainless steel tanks the wind girder section modules of API 650 shall be multiplied by 21000/S, where S is the stainless steel design stress (psi). Annular plates shall be butt-welded. Annular plates radial minimum width shall be 3 feet for tank diameters 120 feet and over. This shall be reviewed where high levels of settlement are expected. If tank wall settlement is expected to exceed 4 inches then bottom plate filler welds shall be 2-pass. If tank wall settlement is expected to exceed 8 inches then increased strength of annular plates and bottom plate welds shall be included in the design.

Fixed Roof Fixed roofs shall be self supporting at least up to 40 feet diameter and support columns shall be avoided up to the largest possible diameter. Roof plates shall be laid to ensure complete rain water run off. Supporting structures shall be braced to provide a stable design. Columns shall be of pipe or structural sections. The low leg position shall not exceed 3 feet 6 inches above the bottom and shall be as low as practical. If necessary the pontoons shall be notched to accommodate internals. The high leg position shall be 6 feet 6 inches above the bottom. The low leg elevation shall be stated in tank contractors quotations. Bearing plates shall be provided under each support leg. The Tank Contractor shall demonstrate the adequacy of its design to resist distortion under the design loads. Roof decks shall be continuously welded from the top side and pontoon bulkheads shall be welded at the top to be vapor tight. Roof shall have two anti-rotation devices approximately 180 apart. For external floating roofs, one guide pole/stilling well is adequate. A continuous foam dam shall be provided on tanks 100 feet diameter and over. The dam shall be to NFPA No. 11 Appendix A-311. Floating roofs and seals shall be grounded to the shell using two grounding cables. Roof seals design shall 1. 2. 3. Automatic bleeder vents to API 2000 shall be provided for floating roofs to allow air/purge during fill/empty operations. Floating roofs shall be electrically bonded to the outer shell by 2 grounding cables. Internal floating roofs shall be designed to self drain and to have 100% reserve buoyancy based on S.G. of 0.7. 5.4.15 A corrosion gauge comprising a strip of roof skin material shall be provided local to the ladder access. The strip shall be suspended into the liquid and easily removed for inspection. Manways and Nozzles The number of manways to be provided are shown in the table below:

In addition 1 - 20 inch manway shall be provided in each floating roof pontoon compartment, covers shall be bolted to guard against wind and entry of rain and to ensure they remain in place during any upset condition. Multiple manways shall be approximately equally spaced and a manway shall be positioned adjacent to the water drawoff. 5.5.2 One 8 inch gauge hatch, self closing and non sparking shall be provided on each API 650 tank. The hatch shall be located adjacent to the gauging platform. Floating roof pipe anti-rotation device shall be adapted for gauging. For gas blanketed fixed roof tanks the gauge hatch shall be flanged to an 8 inch gauge pipe extending to 12 inches from the tank bottom. The gauge pipe shall be slotted to allow liquid movement. All API 650 tanks shall have a sump and a water draw-off connection constructed of Sch. 80 pipe minimum.

All API 650 fixed roof tanks shall have a scaffold cable support. Roof vapour vents for normal and emergency conditions shall be sized to API - RP2000 by the tank contractor. Emergency vents shall be provided on fixed roof tanks except for designs with an API 650 roof to top angle weld. Vents shall be provided with weather shields. The need for flame arrestor shall be defined in the data sheet.

Nozzles shall be flanged to ASME B16.5 Class 150. Flanges 30 inch and over shall be ASME B16.47 Class 150. Threaded couplings up to 1.5 inch diameter may be used on roofs on tanks which are not insulated and in services which are not corrosive (max. 1.5mm C.A.). Nozzles and couplings shall be attached with welds that fully penetrate the shell.

Other Accessories An automatic liquid level gauge, reading at ground level, shall be provided for each tank. The roof connection shall be adjacent to a manway. Swivel jointed or armoured flexible pipe primary drains shall be provided for external floating roofs. Minimum size shall be 3 inch to 90 feet diameter; 4 inch to 130 feet diameter and 6 inch to 190 feet diameter. Between 190 feet and 260 feet diameter two 6 inch drains shall be the minimum. Drains shall be sized for maximum rainfall stated in 8474L-000-PP-204. Check valves are only required when specified. Structural Steelwork Gauge or sampling hatches shall have an access platform and a spiral stairway. Other tanks shall have a vertical ladder. Platforms shall also be provided at all roof accessories such as vents and manways. Floating roof tanks shall have a rolling type roof ladder with a minimum angle to the vertical of 30 degrees. This ladder shall have access from the gauging platform. Internal floating roofs shall not have a ladder but have a ladder pad directly under a roof manway. Handrailing shall be provided for all platforming, stairways and floating roof ladders. For fixed roof tanks the handrailing shall be extended around the entire edge of the roof.

FABRICATION
Welds Welding shall conform to the API standard and to CONTRACTOR standard 8474L000-JSS-6300-001. (DQR Spec) Welding procedures shall be approved by CONTRACTOR before commencement of welding. Welding procedures of the major weld seams shall be subject to approval before order placement for tank construction. All main seams and annular plate welds shall be butt welds with full penetration and full fusion. Main seams shall be welded from both sides. Internal shell circumferential welds shall be sufficiently smooth so as to not cause binding of roof seals during roof movements. Nozzles and manways shall be welded through the shell with full penetration and full fusion. Electroslag welding and stud welding are not permitted. The Brinell hardness of any weld or heat affected zone shall not exceed 225 BHN. Vertical joints in each course shall be complete before the horizontal joints are welded. All nozzle welds and reinforcement welds shall be positioned to clear main seams by at least ten times shell thickness or 150mm whichever is the least. All components welded to the shell shall be welded all round to avoid corrosion. Galvanised components shall not be welded to the tank shell or roof. All weldments shall meet the notch toughness requirements of the base material. Each weld procedure qualification test piece shall be impact tested on the weld metal and HAZ at the lower design temperature for notch toughness. A change of brand of consumables requires re-qualification. Production weld test pieces are not required for circumferential seams.

way or by being dragged. 6.2.2 6.2.3 6.2.4 6.2.5 Plates shall not have holes cut in them for handling. Reinforcing pads shall be vented by a 1/4 inch NPT drilled and tapped hole. All parts that must be welded to the tank shall be installed before the hydrostatic test. Bottom plates shall be thoroughly cleaned (without damaging any protective coating) on the underside before being positioned. Tolerances Shell plates shall be cut to within 1.6mm on length, width and diagonals. Peaking and banding shall "average" less than 6.35 mm with occasional values reaching 12.7 mm maximum. For floating roofs type the maximum out-of-plumbness of the top of the tank shell, relative to the bottom of the shell, shall not exceed 1/300 of the tank height.
INSPECTION AND TESTING

Pressure and Vacuum Testing All tanks shall be tested full of water. Filling, testing and draining shall be by the Tank Contractor. Tank Contractor to include for corrosion protection during hydrotest if the total filling/holding emptying time exceeds 30 days. Sea water may only be used with prior approval of CONTRACTOR. Tank Contractor shall fully detail the usage time scale and precautions that will be taken. Floating roofs shall be demonstrated to move freely through their full range during the tests. This shall include all floating roof seals. External floating roof drains shall be pressure tested. All blind covers required for the test shall be provided by the Tank Contractor. Any repairs shall require re-test unless otherwise agreed with CONTRACTOR . Water used for stainless steel tanks shall contain no more than 250 ppm of Chlorides. All tank bottom welds and roof welds shall be tested by the vacuum box method. This includes the inner fillet weld between the annular plate and the bottom course. Vacuum

Tanks shall not be painted or internally coated until hydrostatic test is completed. After test the tanks shall be cleaned out and dried. Examinations Radiography. Each radiograph shall be not less than 10 inches long. Vertical joints in steels of yield strength over 43000 psi shall be 100% radiographed. Annular plate butt welds shall be 100% radiographed or magnetic particle inspected after the root pass and final pass. Annular plate to bottom course inner shell weld shall be tested by magnetic particle (liquid penetrant if stainless steel). Nozzle to shell welds, reinforcing pad welds and attachment welds to materials in API 650 Classes IV, IVA, V and VI shall receive magnetic particle examination. This shall include temporary attachment welds and the ground surface where temporary attachments have been removed. The Tank Contractor is fully responsible for ensuring that tanks are fabricated inaccordance with, and comply with, all code requirements and supplementary requirements of this standard. All inspection activities shall be shown on an approved Inspection and Test Plan. The Tank Contractor shall carry out inspection and monitoring of the following as a minimum: Review the identification of all materials and check that all special purchase requirements have been met. Verify that only approved welding procedures are used and that any special qualification requirements have been met. Select spots for radiography. Review radiographs. Ensure special CONTRACTOR /Tank Contractor's examinations are carried out and review reports. If considered necessary witness such examinations. Visually examine the tank and all welds and appurtenances.

Witness hydrostatic test and tank settlement readings during filling operation. Witness dimensional checks and confirm compliance with Code. Ensure completeness of tank and appurtenances. Ensure shop built tanks are suitably protected for transport. Check nameplate and Certification. Review compilation of data books.
CODE STAMP, NAMEPLATE
The Tank Contractor shall provide a corrosion resistant nameplate permanently fixed to the tank at grade adjacent to the bottom of the stairway/ladder. The nameplate shall contain at least the information required by the API Standard and shall include the CONTRACTOR tank number and the Tank contractors General Arrangement drawing number. For insulated tanks the nameplate shall be mounted on a bracket so that it is outside the insulation.

PAINTING, SHIPMENT
Painting Tanks and its accessory, piping and steel structure shall be allowed to abrasive and paint up to intermediate coat at workshop and finishing coat will be done at site after finishing hydrostatic test. Surface preparation and painting shall be as required by standard 8455003-000-JSD2500-001. Machined surfaces shall not be painted but shall be protected with a rust preventative. Shipment

All tank plate and components shall be suitably protected during transport and storage on site. The Vendor of shop-built tanks shall design and provide all necessary lifting attachments, supports and transport stiffeners.
GUARANTEES AND WARRANTIES

The Tank Contractor is fully responsible for the design and manufacture of the tank and its suitability for the defined duty. The Tank Contractor is responsible for the correctness of any computer programs used in the design of the tank. He shall be prepared to justify the programs to the CONTRACTOR if requested; this shall include sample problems calculated by hand or other suitable means.
