directed by statute to investigate the facts and circumstances surrounding the

lessons learned and to make recommendations for preventing future attacks.

As part of its investigation, the Commission hereby requests to interview you
on issues relating to the following general topics:
Philip D. Zelikow
EXECUTIVE DIRECTOR
• The state of CIA all-source analysis prior to 9-11;
• The state of intelligence collection, particularly HUMINT and
SIGINT, prior to 9-11;
• The organization of the Intelligence Community (1C) to conduct
counterterrorism analysis and operations, and the authorities of the
DCI to manage the 1C;
• The capability of the 1C to collect and analyze open sources to
understand trends in Islamic thinking and Muslim societies; and
• The role of the 1C in supporting homeland security. ^

The Commission does anticipate that classified information will be discussed


at this interview.

Mr. Kevin Scheid, a member of the Commission's professional staff, will


conduct the interview. The Commission would like to conduct your interview
sometime during the weeks of August 18 or August 25 at the Commission's
office in Washington, DC. At least two members of the Commission's staff
will attend your interview, and the general policy of the Commission is to tape
record interviews. Please call Mr. Scheid's assistant, Ms. Melissa Coffey, at
