1. Introduction
1.1 Assignment Brief
IL&FS Infrastructure Development Corporation Ltd (IL&FS IDC) appointed as the National Level Consultant (NLC) by Ministry of Tourism, is in the process of identifying tourism circuits across all the States and UTs (except North-East). These circuits are proposed to be developed during the 12th Plan, in an integrated manner with Central Financial Assistance and appropriate involvement of State Governments and private sector. For Phase I, the process has been completed with the selection of existing/new tourist circuits (four in each state and two in Union Territories). These circuits have been structured considering the length, duration and connectivity. Additionally, one of the four circuits in each state was prioritised as Priority Circuit and studied in-depth in Phase I. For Phase II, similar exercise has been undertaken for identification of the basic tourism; tourism related infrastructure and promotional needs of the identified circuits, along with the tentative cost estimates. Thereafter, Detailed Project Reports (DPRs) will be prepared by the State Level Consultant for the projects identified along with their financial projections.

The objectives of the present study are: 1) To study the Phase II tourist circuits/destinations in Madhya Pradesh. 2) To analyse the potential and carrying capacity of the identified tourist circuits/destinations 3) Assess the existing infrastructure basic and tourism related - for the circuits/destinations. 4) To assess the interventions for improving the quantity and quality of basic and tourism infrastructure for circuits/destinations. 5) Identify infrastructural projects to be initiated by Centre/State/Private sector.

Three circuits covered under Phase II of the said assignment are: Circuit 1: Indore - Ujjain Omkareshwar Maheshwar - Mandu Circuit 2: Jabalpur Bhedaghat Mandla Kanha Bandhavgarh- Amarkantak Circuit 3: Bhopal Sanchi - Bhojpur Bhimbetka - Pachmarhi The key findings of the study conducted along these circuits are listed as below: a) Indore: Majority of the destinations in the city are well connected with each other. Conservation and restoration is needed at Rajwada, Krishnapura Chhatriya and Boliya Sarkar ki Chhatriya whereas places such as Pataal Pani and Tincha Fall need public conveniences, kiosks and

cafeteria. The potential of Ralamandal can be improved with proposals of ropeway, Fossil museum, Bio-diversity Park and Eco-Tourism. b) Omkareshwar: Development of ghats is needed at Omkareshwar Mandir, Triveni Sangam and Khedi ghat. Drinking water facility needs to be provided at all ghats. Ropeway and viewpoints need to be provided at Omkareshwar. c) Indira Sagar Dam: Adventure Sports can be promoted at the dam. d) Maheshwar: Upgradation of approach road is required in order to reach Maheshwar Temple. Development of ghats is also needed at Maheshwar Temple and surrounding areas. e) Mandu: Approach road leading to Mandav town requires upgradation. Most of the destinations in the city are well connected. Revitalization of Sagar Lake, Eco-point, Munj Talab and Reva kundis needed. f) Dhar: Restoration and conservation of Dhar fort and Bhojshala needs to be done. g) Bagh Caves: There is a need of a restaurant at Bagh Caves. h) Ujjain: Most of the destinations in the city are well connected. Upgradation of public conveniences is needed at all the Temples. Revitalization of Rudra Sagar needs to be done. Circuit 2: Jabalpur Bhedaghat Mandla Kanha Bandhavgarh- Amarkantak a) Jabalpur to Bhedaghat Destination: Bhedaghat
Improvement in the solid waste management is required for Madan Mohan fort. Lack of direction signages in the city to reach the different tourist spots. Night illumination of Madan Mohan fort, Chausath Yogini Temple and Tilwara ghat. Restoration and conservation of Hanuman Mandir and Shiv Mandir Improvement in street lighting and public conveniences, onsite, is required for some tourist sites. d) Bandhavgarh National Park Amarkantak Destination: Amarkantak Lack of information and directional signage to the different tourist places in the city. Lack of drinking water facility. Improvement in the solid waste management is required for Maai Ki Bagia, Sone nadi ka Udgam, Narmada ji ka Udgam, Ram Ghat, Shambhu Dhara and Kapil Dhara. Lack of shops, restaurants, information kiosk on site. Improvement in public conveniences, onsite, is required for some tourist sites. Lack of adequate parking facilities. Lack of Eco-Friendly Vehicles. Circuit 3: Bhopal Sanchi - Bhojpur Bhimbetka - Pachmarhi a) Sanchi: The site is deficient in terms of basic tourist infrastructure, such as public conveniences, drinking water facility, parking and other tourist facilities. Sanchi needs to be developed by making a comprehensive plan considering the other Stupas in its vicinity such as Sonari, Satdhara and Mural Khrod. These sites also require development of approach road and other basic tourist facilities. b) Bhojpur: Bhojpur needs to be developed by providing amenities such as food joints, kiosks, public conveniences, drinking water facility, parking and other tourist facilities. c) Bhimbetka: There is a need of a parking space at Bhimbetka. Enroute signages and street lighting on the approach road are also required. d) Pachmarhi: Pachmarhi requires a comprehensive development, considering the development /upgradation of facilities at all tourist sites by providing basic tourist infrastructure and interventions at town level which will include provision of cycle tracks, walk ways etc.

Brief descriptions of all the three tourist circuits have been discussed below: 2.1.1 Circuit 1: Indore - Ujjain Omkareshwar Maheshwar - Mandu
This circuit covers a distance of approximately 486 kms with Indore as an entry/exit point. The circuit is well connected by roadways and railways and can be covered in duration of three days. Map 1 : Indore - Ujjain Omkareshwar Maheshwar - Mandu
Indore District: Indore Indore is located in the western region of the state and 202kms from the state capital Bhopal. It is well connected with nearby districts by NH-3 (Agra-Mumbai). Rajwada is very famous destination in the region with the neighbouring monuments such as Krishnapura Chhatriya and Boliya Sarkar ki Chhatri. Lal Bagh Palace is one of the most spectacular buildings in Indore Palace and a magnificent memento of a rich heritage adorned with beautiful gardens and good quality architecture. Khajrana temple is a majestic temple with serene surroundings coupled with holiness.

Ralamandal, a beautiful hill about 20kms far from Indore, is an ancient palace built by Holkars. The Wildlife Sanctuary is under forest department and has good potential to develop. Pataal Pani: It is a waterfall situated at a distance of 36 km from Indore city. The waterfalls of the spot enhance the beauty of the place and make it a perfect destination on an excursion trip from Indore. Tincha Fall: Tincha is a village located on the Khandwa road, 20kms away from Indore. Tincha fall is just 2kms away from the village. The natural attractions of this place make it a very good picnic spot. Figure 1: Destinations in Indore

Ujjain is an ancient city, located on the eastern bank of the Shipra River. It is 189kms from the state capital Bhopal. It stands out among many other sacred and holy cities of India. Mahakaal Temple is one of the most famous Hindu temples dedicated to Lord Shiva. Sandipani Ashram: Mythological tales state that Lord Krishna and Sudama received regular instruction in the ashram of Guru Sandipani.

Bhrathari Gufa is situated near the temple of Gadkalika. There are several religious places such as Rudra Sagar, Char Dham Mandir, Ram Ghat, Kaal Bhairav Mandir, Sidh Vat Mandir and Kalia Deh Palace. Figure 2: Destinations in Ujjain
Ram Ghat East Nimar District: Omkareshwar -Indira Sagar Dam Omkareshwar
Dedicated to Lord Shiva, Omkareshwar is situated at a distance of 77 km from Indore. It is a pilgrimage site as it consists of a number of Hindu temples and Jain temples. Geographically, it is an island, formed in the shape of Om, on the confluence of the rivers Narmada and Kaveri. This site has potential of attracting religious tourist from all over the world. The temple of Navagraha, the nine planets, on the Triveni Ghat of Shipra is a prominent centre for the pilgrims. There is a confluence of Khan River near Triveni Ghat on the Shipra. On the other side, the Indira Sagar Dam is a multipurpose key project on the Narmada River at Narmadanagar in the Khandwa district. The project envisages construction of a 92 m high and 653 m long concrete gravity dam. It has the potential for adventure water sports. Figure 3: Destinations in Omkareshwar

West Nimar District: Maheshwar The temple town of Maheshwar lies on the northern bank of the Narmada River and 91kms from Indore. The royal throne of Ahilya Bai Holkar, Maheshwar Fort and Sahastradhara are the popular tourist attractions. Traditional handicraft, in the form of Maheshwari sarees (in cotton and silk), found in the local shops are also very popular among tourists. Figure 4: Destinations in Maheshwar

Dhar District: Dhar-Mandu-Kukshi Dhar Fort is one of the most important historical monuments in Dhar. It is situated at a distance of about 3 km from the central area of the town. The uniqueness of this fort is its architecture which shows a combination of Hindu, Mughal and Afghan style. Bhojshala, known as Raja Bhoj School or the Bhoj Shala, was built out of Hindu and Jain remains. Its name is derived from one of the slabs, covered with inscriptions giving rules of Sanskrit grammar, once used as a paving stone in the hall. The unique feature of the mosque is the fact that this ancient structure was the home to both a mosque and a temple and was one of the most visited religious places. Figure 5: Destinations in Dhar

Mandu This city is perched high on a hill, 283 km away from the capital city Bhopal. All the tourist places in Mandu are very well-connected to each other. Dominated successively by Hindu and provincial Muslim dynasties, almost every structure is remarkable due to the unique architecture. Jahaz Mahal is probably the most famous building in Mandu. There are two lakes on the eastern and western side of the palace that create a perfect illusion of a ship with its rectangular shape. Rani Roopamati Mahal is a palace in Mandu surrounded by greenery. It is situated on the banks of the Rewa Kund. This Pavilion stands next to Baz Bahadur's palace and is constructed in an Afghan architectural style. These Pavilions was originally constructed as an army observatory. It offers a spectacular sunset view over Narmada River. Echo Point is another very famous and major tourist picnic spots among various monuments of Mandu. The Rewa Kund is a religious site, an artificial lake built by Baz Badadur. It is a tank of sacred water from the river Rewa, another name for the Narmada. Baz Bahadurs Palace is one such building which has, over the years, become one of the tourist destinations. It is situated on the slope of a hill in the midst of natural scenery and its entrance has big courtyards and high terraces. The Ashrafi Mahal is located opposite of Jama Masjid, in the main market; the ruins of which are now in existence. Jama Masjid is a huge mosque built in 1454 dominating the village of Mandu and is considered the finest example of Afghan architecture in India. Sunset point in Mandu is located in front of Lohani caves, and provides a panoramic view of the surrounding countryside. The Sunset Point provides a spectacular view of the surroundings. Mandu has high potential in attracting the tourists due to availability of number of monuments and tourist places.

This circuit covers a distance of approximately 754 kms with Jabalpur as an entry/exit point. The circuit is well connected by roadways and railways and can be covered in duration of two days. Jabalpur: Jabalpur is famous for marble rocks of varied colours. Apart from that, the city is even known for housing some historical forts and war memorials amidst the panoramic beauty of the place. Bhedaghat: Bhedaghat is a town and a Nagar Panchayat in Jabalpur district. It is situated by the side of river Narmada and is approximately 20 km from Jabalpur city. Its most famous sights are the Dhuandhar Falls, Marble Rocks, and the Chausath Yogini temple. Mandla: It is a tribal district situated in the east-central part of the state. The district lies almost entirely in the catchment of river Narmada & its tributaries. A district with a glorious history, Mandla comprises of numerous rivers and endowed with rich forests.

Amarkantak: Amarkantak is a pilgrim town and a Nagar Panchayat in Anuppur district. Also called "Teerthraj" (the king of pilgrimages), Amarkantak region is a unique natural heritage area and is the meeting point of the Vindhyas and the Satpuras. Figure 7: Destinations in Jabalpur

Kanha National Park: Kanha National park is located in Banjar and Halon valleys in the Mandla / Balaghat districts. It is one of Indias finest tiger reserves. Spread across 940 sq km in a horse-shoe shaped valley, it is bounded by the spurs of the Mekal range and presents a varied topography. Bandhavgarh: The reserve named after the highest hill Bandhavgarh (807 m) in the centre of it, falls between the Vindhyan hill range and the eastern flank of Satpura hill range. Bhimbetka
Bhopal District: Bhopal Bhopal is the capital of Madhya Pradesh and the administrative headquarters of Bhopal District and Bhopal Division. Bhopal is known as the City of Lakes for its various natural as well as artificial lakes and is also one of the greenest cities in India1. Kolar Dam is a major masonry dam which is located about 35 km away from Bhopal, near Lawakhari village in Sehore District. Figure 9: Destinations in Bhopal

Raisen District: Sanchi-Udaigiri-Vidhisha-Raisen-Bhimbetka Sanchi Sanchi stupas are located 46kms north east of Bhopal, and 10 km from Besnagar and Vidisha in the central part of the state. The 'Great Stupa' at Sanchi is the oldest stone structure in India2. Its nucleus was a simple hemispherical brick structure built over the relics of the Buddha. Sonari stupas are located just 10 kms from Sanchi, which is a serene hill known all over for its stupas, monasteries, temples and pillars dating from the 3rd century B.C. to the 12th century A.D. Udaygiri caves are situated in Vidisha district. These caves are at a distance of 4 km from Vidisha and 13 km from Sanchi. These caves are a group of rock-cut cave sanctuaries, carved into a sandstone hill that stands, sentinel like, on the horizon. There are 44 caves in all, which include both natural and man-made, and are possibly the finest example of classical Gupta arts. Vidhisha, situated in the fork of the Betwa and Bes rivers, 10 km from Sanchi, occupies an important place amongst the ancient cities in India. Maladevi Temple, located in Gyaraspur Tehsil, has several ruins of several old Hindu, Jain and Buddhist places of worship. Raisen Fort is a huge and colourful hilltop fort built around 1200 A.D. This ruined edifice is of great historical and architectural interest. The fort consists of temples, cannons, three palaces, 40 wells and a large tank. The Bhojpur Shiva Temple, also known as Somnath of the East, is an unfinished temple located at Bhojpur village near Bhopal. It is famous for the incomplete temple dedicated to Shiva. Bhimbetka rock shelters are a World Heritage site located in Raisen District. These shelters exhibit the earliest traces of human life in India and deliver traces of dance from prehistoric times.

It is a collection of sandstone outcrops on the top of a hill, worn into twisted shapes by wind and rain, and a home to prehistoric men for many tens of thousands of years3. Hoshangabad District: Pachmarhi Pachmarhi is a hill station, situated at a height of 1000 m in a valley of the Satpura Range in Hoshangabad district. The highest point in the Central India region and the Vindhya and Satpura range; Dhupgarh at 1,350 m is located here. Jata Shankar is a holy place, and the site of legends and shrine. A cave is located in deep ravine, with enormous boulders perched above. It is one of main attraction points of the beautiful surroundings of town. Handi Khoh, an imposing canyon with 300 feet high crag amidst a dense forest, is endowed with scenic beauty. It is a deep ravine in V-shape created by two gigantic hills. The clinging rock face of this gulch is a haven of large beehives. Bounded by a deep woody forest, this place is closely associated with Lord Shiva4 Dhoopgarh is the highest point in the Satpura range5, which commands the beautiful view of the surrounding range. It is a very popular spot for viewing the sunset. Tawa is a large reservoir on Tawa River, provides for irrigation to several thousand hectares land. Figure 11: Destinations at Pachmarhi

Its reserved water is used for Hydropower generation and irrigation purpose. The Dumna Nature Reserve is an eco-tourism site in Jabalpur. Madan Mahal fort was built in 11th century by 38th Gond (Tribe) ruler. It is built on top of the hill and visible from most of the city part. Is one of the main among the several Ghats around the Narmada river and has the Gandhi Smarak. Jabalpur has the palace of Gond kings. It possess gifted natural scenic beauty of hills, ponds, river, water-fall, historical monuments etc. The most popular boating site of Jabalpur city. Here the Marble Rocks rise to a hundred feet on either side of the Narmada where the gorge becomes so narrow thus giving its name. Ghat is on the banks of Narmada River and is famous for its limestone deposits. Sammasati Meditation Center also lies here. Here the river passes through narrow passage and produces fog and sound. The temple premises are ruins of ancient dynasties that ruled Jabalpur sometime around 1000AD.

Description This National Park is one of the first nine tiger reserves established with the initial launch of Project Tiger in 1973, aimed at protecting tigers and their eco-systems. An assessment of tourism infrastructure between major tourist destinations has been done. Each of the destinations and their enroute stretches have been assessed and rated on a scale of A, B, C,D and E wherein, A denotes Very Good, B denotes Good, C denotes Fair, D denotes Bad and E denotes Very Bad. An assessment of tourism infrastructure between major tourist destinations has been done. Each of the destinations and their enroute stretches have been assessed and rated on a scale of A, B, C,D and E wherein, A denotes Very Good, B denotes Good, C denotes Fair, D denotes Bad and E denotes Very Bad. The infrastructure assessment sheets are presented in the Annexure no.1 1. Jabalpur to Bhedaghat Destination: Bhedaghat Improvement in the solid waste management is required for the city as well for its tourist sites. An assessment of tourism infrastructure between major tourist destinations has been done. Each of the destinations and their enroute stretches have been assessed and rated on a scale of A, B, C,D and E wherein, A denotes Very Good, B denotes Good, C denotes Fair, D denotes Bad and E denotes Very Bad. The infrastructure assessment sheets are presented in the Annexure. 1. Bhopal - Sanchi Destination: Sanchi Improvement in the solid waste management is required for the city as well for its tourist sites. Lack of direction signages in the city to reach the different tourist spots. Night Illumination Restoration and conservation of Raisen fort, Sonari Stupa, Satdhara Stupa and other monuments.
