Research Problem
Expected Results
Concisely state the topic of the research project and the variables that are being explored in relation to that topic Only important words should be included to characterize clear contents of the research problem Should not contain abbreviations, symbols or highly technical words that require superscripts, subscripts or other special characters Ideally, it should not be more than three lines Provide a two-paragraph background of the research project within the context of public safety Show evidences (e.g. statistics, studies, reports, etc.) to emphasize the existence of an organizational problem Indicate what the researcher wants to find out and his intention as far as the problem is concerned Stated in the form of research questions and includes what needs to be answered Problem statement should be specific as possible in terms of time, place and context, ethically neutral and framed in either declarative or interrogative form Specify the projected results of the research undertaking Indicate what body of new knowledge are going to be generated, users of research findings, and beneficial effects to the Philippine National Police
Does the title of the research properly state the main problem?
What is the current situation surrounding the research topic? Why is this proposal an important research topic? Is the problem relevant to the needs of the Philippine National Police? Do the sub-problems taken together answer the main problem and are completely research units? What are the anticipated outcomes of the research work?

Use verbs such as to: determine, evaluate, compare, gather, Why did you select the research topic? What is the origin or basis of the research problem? Why is this issue an important research problem? How long has your organization faced this problem? What attempts have been made to address this problem in your organization? CONTENT GUIDE QUESTIONS
INTRODUCTION
Conceptual Framework
Are the variables of the study reflected in the conceptual framework? Does the conceptual framework show relationship of theories/ concepts/principles with the problem?
Are the key factors specified in the research problem? What is your prediction of the results of the study?
What is the general purpose of the investigation related to the research problem? Will the specific objectives ensure the attainment of the general development objective?
describe, design, establish, adapt, test cause and effect relationship - which suggest that a set of activities have to be done to accomplish something Describe the precise boundaries of the study related to the research locale, time frame, respondents and the constraints which affect the conduct of the research process Operational definition of the key words used in the study CHAPTER II Indicate the type of research to be undertaken, whether descriptive, historical or experimental, and its corresponding sub-classification according to the research type Describe exact sources of data including the description of the population, sample, and sampling procedure Describe what instruments will be adopted, modified, constructed and administered in the study Instruments include interview schedule, survey questionnaire, focus group discussion, checklists, etc. Explain how the data will be gathered including the techniques, devices and procedures Include permission to gather data, how the subjects were reached, oriented and convinced to provide information, who gathered the data, how it was conducted and the problems encountered Discuss the measurements used in the analyzing the data, techniques of data analysis, or the application of statistical measures
What are the perceived limitations in the conduct of the study? Are the limitations related the study area, sampling process, respondent characteristics or variable measurements? Are the terms defined in the context of the study? Will the proposed research method obtain the answer?
Sources of Data
Is the sample clearly representative of the population? Will the instruments for data gathering provide answers to the research questions? What information will you need to determine if you have addressed the problem? How will you go about collecting the data? Will you observe, interview, examine work performance or use other ways to gather information which could provide solutions to the problem? How will you use the data you gather? What will you do after you collect the data? How will you pull the information together to address the problem? Will the research work be accomplished within the allowable time frame? Are all references included in the list? Are the research instruments included in the proposal? Have you prepared a narrative description about yourself?
