INTRODUCTION The Maritime Safety Committee, at its eighty-first session (10 to 19 May 2006), and the Marine Environment Protection Committee, at its fifty-third session (18 to 22 July 2005), in order to give guidance on the carriage of publications on board ships, approved the IMO requirements on carriage of publications on board as an IMO Resolution Msc-Mepc 2/Circ 2 dated 01/02/2006. It should be keep in mind that any Port State Control officers, Surveyors, Auditors, Vetting Teams can carry out inspections demanding vessel full compliance with this mandatory requirement. The IMO instruments such as SOLAS, MARPOL, LLC, COLREG, STCW and other Conventions are strongly recommended; library dealing with navigational responsibilities, safety related training/drills on board, safe cargo handling, oil spill prevention, collision avoidance activities and watch keeping standards, although not expressly required by IMO instruments, may need to carried on board in order to improve the crews knowledge to enhance the implementation of IMO instruments. Additionally, International Organizations such as OCIMF, ICS, and InterTanko among many others have been taken into consideration by the fact of the nature of ship shape Oil Storage Operations, regarding with cargo equipment carried out on board and the special training requirements for crew. The publications may be in the form of electronic media such as CD-ROM in lieu of hard copies. Acceptable publications in electronic form should be those issued by IMO or an Administration or a body authorized by and Administration to ensure correctness of their contents and to safeguard against illegal copying. Notwithstanding paragraph above, the publications for emergency use, such as the International Code of Signals and the IAMSAR Manual should always be available in the form of hard copies, bearing in mind that such publications need to be readily available for use in case of emergency without being restricted to a specific place and by the availability of a computer. All publications on board ships, regardless of format, should be the latest editions or duly corrected up to date. In case where copies of national regulations incorporating the provisions of the required instruments are provided on board, publications of such instruments need not be carried on board. A vessel assessment basic design, offloading operation, towing, area of operation, equipment, cargo nature and crew is being taken into consideration to determine what relevant library and resource for training is highly recommended. The intended Library is focus on the fact to acquire knowledge for the protection of human life, securing of the safety of the vessel, preservation of cargo and prevention of pollution, a better educated crew environment is a safer place to work.

SHIP DESIGN The vessel facility shall comprise a Floating Storage and Off-loading Facility vessel (FSU) with external turret. The vessel is a dumb barge containing segregated cargo tanks; lop tanks and segregated ballast tanks and other tank storage for heavy fuel oil, lub oil and fresh water and any other requirements. The vessel shall be connected to the external turret system through the mooring support structure mounted at the bow. The vessel is double hull barge, bow moored.

GENERAL SHIP EQUIPMENT The unit was constructed as non-propelled Floating Storage Unit (FSU) at STX Offshore & Shipbuilding Co. Ltd, Xing-gang Road, Changxing Island, Harbour Industrial Zone, Dalian, China in 2011. The unit has external turret mooring system at the bow and transom stern, 5 level superstructure with Helideck atop is located at starboard quarter. Fundamental equipments: External Turret Mooring System is fitted cantilevered at the forward with rotating swivel chain, Manifold Offloading System, Water ballast pumps, IG plant with IGG, Cargo Pumps, Piping systems, Cargo tanks, Cargo oil stripping pump, Cargo pump room, Cargo Oil Tank cleaning (COW), Cargo calculations (hand dipping and oil/water interface detector, Cargo Heating. SHIP TOWING The FSU will be towed from Dalian, China to Offshore Iran the Gulf. There is expected to navigate through Singapore navigational channels, including Malacca straits. The expected sea voyage is calculated for 55 Days. The Company in charge will be Braemar Falconer. Mooring bollards on raised bases are fitted on board on both the port and starboard sides and stern on the upper deck. Two purpose built Towing pad eyes are installed at the hull at the bow of the unit, which will be utilized as the main towing point for the proposed tow. There is an Emergency Towing Arrangement (ETA) complete with 89mm diameter stud link chain with a quick release system fitted at the centre line aft.

GEOGRAPHICAL AREA ASSESTMENT The FSU is designed for operation at Soroosh & Nowrooz fields in Bahregan field in water depth 42-45m. Wind direction is consisting of 60% NW, 30% SE and 10% variable. Wind speed is in the 10% up to 50 kts. Wave height is 4.5m with NW direction. The rain is expected during 30 days in the year up to 40 mm/day. CARGO ASSESTMENT The cargo area shall be constructed with double shell and double bottom and shall consist of seven triple of cargo tanks, two slop tanks. A single Central Control Room (CCR) is located in the accommodation B deck and has sufficient size to accommodate all control functions of the vessel facility and telecommunications. The vessel shall carry the following cargoes which are compatible with the coating system in cargo oil tanks, all systems in connection with cargo oil handling and other provisions specified in the specifications. Intended cargo shall be Crude Oil from Soroosh & Nowrooz fields with S.G. 0.9358 for Soroosh field and S.G. 0.9404 for Nowrooz field. Two set of provision cranes are located for replenishing galley supplies. A hose crane placed at the port side manifold area.

NAVIGATION & RADIO EQUIPMENT ASSESTMENT Radar, GPS, GMDSS, AIS, Navigation and Signal Light, Magnetic Compass, Gyro Compass, Weather station. STABILITY EQUIPMENT ASSESTMENT Loading Computer, Stability program and Stress Monitoring System are the main source of information with regard to loading and offloading process supervision. SHIP MACHINERY ASSESTMENT The machinery room (engine room) is available onboard Main Diesel Generator Engine 1,500 Kwe x three (3) Generator sets is provided. No propulsion system is provided.
