TECHNICAL SPECIFICATION OF CABLE FAULT LOCATORS WITH SURGING CAPACITY OF 34KV 1.1 1.1.0 PORTABLE CABLE FAULT LOCATOR GENERAL
The Portable, Stand alone Cable Fault Locator & HV System with integrated wheel kit shall be a self-contained unit capable to detect condition and fault of under ground distribution and transmission power cable that can perform DC Testing, Proof/Burn Test, Arc Reflection with Impulse Current and Voltage Decay options as one package according to the technical specifications stipulated in this tender documents. The instruments should provide the following fault location techniques: Time Domain Reflectometry Arc Reflection Differential Arc Reflection Impulse Current Voltage Decay
1.1.1.
Test Technique.
Test technique should be based on Differential Arc Reflection so as to eliminate unwanted and confusing reflections leaving only the location of fault. This Differential Arc Reflection Technique should be possible without a need to use extra channel or healthy phase. The Differential Arc Reflection Analysis systems should work on Windows operating software for ease of use. Multiple measurements (at least 10) should be possible with single shot of HV in Arc Reflection method and user should be able to select the best trace out of all stored traces. Built-in Arc Reflection Filter or Arc Stabilization Unit should be an inductive filter circuit so that the output pulse has minimum attenuation in it. Fault Conditioning (Proof/Burn and A.R.M) and Fault Pre-Location Techniques (TDR, ARM, ICE, and Voltage decay) should be integrated into one package/unit for ease of use. Selection of HV operations should be through easy to use PLC control to avoid confusion. The unit shall be versatile, capable supportive to locate faults in a wide variety of power distribution cable networks through modern, integrated coupling for multiple cable testing and fault locating technologies to reduce the fault location time. The unit shall be complete in all respect with all the necessary items, accessories and test techniques and shall be ideal to ensure its maximum performance to detect faults or conditions for short, medium or long under ground distribution cable networks alone the roadside of a busy cosmopolitan city. 1.1.2 Display 1. The Display should be Integrated Large VGA Colour display TDR and should encompass pulse echo, arc reflection and impulse current methods of fault prelocation. 2. The display should be integrated and the main cabinet should have no exposed cables to HV Cabinet. 3. The TDR should be auto ranging 4. The display should be graphical, uncluttered and should enable quick and accurate fault location with additional on-board memory for trace and parameter storage and recall, report generation assists with asset management. 5. The operating software of the display should be windows based for ease of use. 1.1.3 Construction The unit should be compact and rugged in construction to endure years of hard and rough field use. The unit shall have the capability to deliver high adequate energy output that is necessary to ascertain easily the condition and break down faults in cable, joints and terminations and long cable circuits. The unit shall have to be fitted with necessary wheel kits for its convenient transportation in the uneven roads and rough working environment. The dimension, construction and the features of the unit shall be user friendly and suitable to operate under the conditions that are as follows: (a) Input Voltage : 100-260 Volts. Ac, 50/60 Hz (b) Operating Temperature : -20 C to +50 C (c) Humidity : Min. 50 %to 95% RH Non-condensing 1.1.4 Safety The unit shall have all the facilities to ensure highest possible safety standard during its Operation, Maintenance and Preservation. Some of the major points that the unit shall have are as follows: 1. Convenient length and adequate size insulated high voltage output cable 2. Interlock for zero start voltage 3. Provision for external interlock 4. Lamps indicate high voltage 5. Automatic discharge and grounding upon shut down 6. Redundant ground connection . Meters should remain active even when power is off (Integrated passive voltmeter should be available for safety, functional even if mains power plug is pulled) 12. The unit shall comprise (a) acoustic pickup with 1.5 meter cord labelled with a red band, (b) acoustic pickup with 1.5 meter cord labelled with a blue band, (c) Two-piece handle acoustic pickup for top (d) two piece handle acoustic pickup for bottom and (e) carrying case.
