Airport Tower

Next gen is the name for the National Aeronautics Space System (NAS) which comprises thousands of people, airports, and technologies involved in air traffic control. The NAS includes control towers at airports, Terminal Radar Approach Control centers, and Air Route Traffic Control Centers that guide aircraft between sectors. Next gen is a name for a national aeronautics space system

National aeronautics space system is NAS Comprised of thousands of different people, airports, technologies ect
at an airport which may be controlled (by a tower)

On departure, the aircraft is in one of the six classes of airspace administered by the Federal Aviation Administration (FAA), control passes from the tower controller who authorized the takeoff, if the airport is controlled. The next step is typically Terminal Radar Approach Control or TRACON w etween the sectors administered by TRACONs are areas of Air Route Traffic Control Center or ARTCC typically referred to on the radio as "center

So basically, NEXT GEN is a pseudo name for hundreds of tiny, independently operating systems which are either corporations and groups, i.e TRACON, or just people working in towers, even airports. I guess airlines are privately owned, so exclude them.

Plan text is:

The United States federal government should substantially increase its investment in Next Generation Air Traffic Management transportation infrastructure in the United States

Therefore the plan simply has the government invest SOMEHOW into NEXTGEN which is everything to do with airplanes.

The resolution is:

Resolved: The United States federal government should substantially increase its transportation infrastructure investment in the United States.

I mean, they probably have to fucking specify what they invest in.

Read apsec and cut ONE or TWO specific cards that kinda apply

Cut like a disd to perceivably stupid, specific shit

mishandling funds increases, misallocation investing in X part of the airport would be bad for X reason, decrease efficiency, maybe something small investing in an airline bad, hurts comp, something, idk TRACON tradeoff disad or overunding or something Maybe budget stuff with that, idk? Airport control, ect.

I mean, if they dont win aspec, you could use this to kill just prove the aff doesnt work / is infeasivle.
