here is sense in the call of UP students for the top guns of UP to step down from their high pedestals. They were useless in protecting the rights of their students; they were inutile as top officials of the prime educational facility of the country. They should have known that the policies they were referring to when they talked to Kristel and her parents were unjust and unreasonable. The no late payment policy is anti-poor, unchristian and anti-humanitarian. It should not have been in placed in the peoples school. Whoever espoused it must answer as it belies the constitutional right of citizens to education. It is not only the UP Manila Chancellor who must face the axe; the UP president must also be made to answer notwithstanding the independence of each unit. Washing hands will only make the issue murky and the pain more painful. Losing a child who had to commit suicide due to frustration and setback on ones dreams is
hard to accept; not because of the hardships encountered but at the thought that as parents you failed to stand up to your childs dreams. The pain gets harder to bear because as parents who are responsible for the childs needs, you could do nothing to prevent it. The UP system is not the only school in the country that allows the no late payment policy. This must be tackled by the national government and the President must look into this problem soonest. We do not want others to follow Kristel. Promising students must be given support by the state. It must create a suitable program that will ensure needy, but promising students to pursue their dreams. Each state-run university must have a scholarship or study loan program that will make poor but deserving students to continue their studies without being embarrassed by forced leave of absence policies or being shunned

Nio Church, according to Rev. Fr. Amadeo Alvero, a pariochial vicar of the Sto. Nio Parish. The topic, he said, would delve on the Year of Faith. Incidentally, Once Upon a Saint, aired over Studio 23 every Sunday morning, is a segment of Family Rosary Crusade program of the late Fr. Patrick Peyton, which is a long running program on national television network. The Lenten recollection is but an integral part of the whole observance of the Holy Week. A more significant part is the Paschal Triduum on Maundy Thursday, Good Friday and Black Saturday, which is more solemn where the faithful are prompted towards deeper examination of conscience. Here is where the Last Supper, on Maundy Thursday, is remembered followed by Christs passion and crucifixion on Good Friday and the eve of Easter (the Easter Vigil) on Black Saturday. The entire Roman Catholic Church across the globe ushers in what is called a very important and most meaningful event in its liturgical calendar the Holy Week. In the next seven days the faithful are called on to more seriously veer their focus on the passion and death of Christ Jesus, while the 8th day, which is a Sunday is the glorious day the Easter Sunday, when the passion and death of Jesus was given fuller significance, His resurrection, the triumph of His Cross. In these seven days, beginning tomorrow Palm Sunday, the purpose of Christs becoming one
with humanity is once again recalled. The week is occasionally marked with deep reflections and remembrance of the ordeal that Christ Jesus went through for the salvation of man, and so that man will again be reunited with his Creator, God The Father. Various parishes, offices, establishments and institutions hold the Lenten Recollection or Retreat for a more profound undestanding of the Passion, Death and Resurrection of Christ. Some schools even have the recollection as a requisitie for graduation. Here in Tacloban City, the Sto. Nio Parish will have the famous Once Upon a Saint TV program
from their classes. The UP system has this foolhardy leave of absence policy that makes students who are unable to enroll in a particular semester to file so he can be re-admitted in the subsequent semester. The administration must look into such policy as students are made to pay a filing fee. It could be another ploy to bleed poor students. Just as Pope Francis has said in his Homily, . . . the vocation of being
protectors; protecting people, showing loving concern for each and every person, especially children, the elderly, those in need, those who are often the last we think about, must be cultivated. These professed leaders have the greatest responsibility in protecting the lives of those whom they purport to lead. Once they fail in this, they have nothing more to hold on in their posts. They have to abdicate it or turn it over to others who can and who will.

It is summertime and children are home. We must teach them to observe cleanliness and sanitation of the surroundings to make the city presentable to guests and also in preparation for the rainy season where ooding due to clogged drainages are imminent. They must appreciate the value of cleanliness and guarding the environment by not throwing plastics anywhere as they clogged up waterways. At a young age, a child must be able to actualize the awareness of the environment and its correct management especially that peoples negligence risk peoples lives and properties. Calling all Taclobanons to come out and be part of the Clean-up drive. You can synchronize your Barangays clean-up with everyone. May we call on the organizations, civic groups, employees, private groups and families to be one with us during these Saturdays starting March 23 to May 4. If all Taclobanons, young and old alike will have it in their hearts to support the governments efforts in making a clean and green Tacloban, we do not have to fear of the ill effects of natures wrath especially during rainy days.

ORDINANCE NO. 20 Series of 2012 Authored by: Honorable ALBERTO C. MENDADOR First District, Province of Northern Samar AN ORDINANCE REQUIRING ALL CONCERNED BUS COMPANIES, OPERATORS/ OWNERS OF THE PUBLIC UTILITY VEHICLES OR FOR HIRE VEHICLES CARRYING PASSENGERS TO TEMPORARILY SUSPENDED THEIR TRIPS, FROM THE POINT OF ORIGIN GOING TO LUZON OR BICOL, VIA SAN ISIDRO AND ALLEN, NORTHERN SAMAR WHENEVER PUBLIC STORM WARNING SIGNAL NO. 1 OR HIGHERS IS HOISTED OVER NORTHERN SAMAR, AND PROVIDING PENALTIES FOR ANY VIOLATION THEREOF. WHEREAS, every time a typhoon hits Northern Samar or even when it is just under Public Storm Warning No. 1 hundreds if not thousands of passengers bound for Bicol or Luzon are usually stranded at the ports of the Allen and San Isidro, Northern Samar due to the suspension of sea travel by the Philippine Coast Guard for obvious safety reasons. WHEREAS, the inux of thousands or just hundreds of stranded passengers in the concerned municipalities of this Province could result to the outbreak of diseases considering the severe lack if not absence of public sanitation facilities that could accommodate for several days the needs of such great number of people. WHEREAS, these stranded passengers suffer hunger and all forms of discomfort because the bus companies/PUV operators and owners of private or for hire passenger carrying vehicles, which are responsible for transporting them despite prior knowledge that operators of sea vessels are suspended in this Province whenever it is under Storm Signal No. 1, do not provide any assistance that would alleviate them from their predicament. WHEREAS, due to very limited resources, the Province of Northern Samar and its concerned lower LGUs can only provide little assistance to stranded passengers who usually are mostly poor that have no choice but rely to the compassion and kindness of the Nortehanons; NOW, THEREFORE, foregoing premises considered, the Sangguniang Panlalawigan, on motion of Honorable Alberto C. Mendador, duly seconded BE IT ORDAINED by the Sangguniang Panlalawigan of Northern Samar that: Section 1. Whenever Public Storm Warning Signal No. 1 or higher is hoisted over Northern Samar Province by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), all concerned bus companies, operators/owners of public utility vehicles or for hire vehicles carrying passenger to temporarily suspend their trips, from the point of origin going to Luzon or Bicol via San Isidro and Allen, Northern Samar. Provided, that non-compliance with the foregoing provision resulting to the stranding of passengers within the territorial jurisdiction of the Province of Northern Samar shall constitute a violation of this Provincial Ordinance. For this purpose, all concerned bus companies, operators/owners of public utility vehicles or for hire vehicles carrying passenger including their respective chief executives officers, the manager of the station or terminal where the trip originated and the drivers of the vehicle that transported the stranded passengers shall be held liable for violation hereof. Sec. 2. All vehicles subject in Section 1 hereof shall not be detained and those bound for Luzon or Bicol shall be allowed to continue their trips after the necessary investigations have been conducted by the Person in Authority, as required under Section 3 hereof, and after the suspension of sea travel is lifted by the Philippine Coast Guard. Sec. 3. The Local Government Unit (LGU) concern through the assistance of the Philippine National Police (PNP) shall conduct an investigation to all subject vehicles violating said Provincial Ordinance and file appropriate charges in court if evidence warrants. Sec. 4. Violation of this Provincial Ordinance shall subject the offender to imprisonment of not less than three (3) months but not more than eight (8) months or a fine of not less than Three Thousand Pesos (P3,000.00) but not exceeding Five Thousand Pesos (P5,000.00) for every vehicle that transported stranded passengers, or both fine and imprisonment at the discretion of the court. Provided, that the said fine shall be paid by the concerned bus company. PUV owner/operator or owner of private or for hire passenger
Sec. 5. All the subject fines shall be paid at the Provincial Treasurers Office and sixty percent (60%) of which shall be held by said office in a trust fund that can be utilized only for providing food and other immediate needs of the stranded passengers. Provided, that whenever passengers of subject vehicles are stranded in the Province, the Provincial Governor is authorized to effect the release of any appropriate amount from the said trust fund, subject to existing accounting and auditing rules and regulations. Provided further, that forty percent (40%) of the collection fine/s shall accrue to the particular municipality where the apprehension for violation of this Ordinance was affected. For this purpose, the Provincial Treasurer shall remit to the concerned local government unit its share of 40% from the fines collected within one (1) week after the payment thereof. The same shall be held by the municipal/city treasurer concerned in a trust fund that can be utilized only for providing food and other immediate needs of stranded passengers in that LGU. The subject report shall be submitted by the Provincial Treasurer within fifteen (15) days after the end of each quarter. Sec. 6. Repealing Clause. Any Ordinance, rules and regulations or part thereof which are inconsistent or in conict with any of the provision of this Provincial Ordinance are hereby repealed or modified accordingly. Sec. 7 Separability Clause. If, for any reason or reasons, any part or provision of this Provincial Ordinance is held unconstitutional or invalid, no other part or provision hereof shall be affected thereby. Sec. 8. Effectivity. This Ordinance shall take effect three (3) weeks after its posting in the bulletin board and other conspicuous places in the provincial capitol, municipal halls in the province, and/or one (1) day publication in a newspaper of general circulation in the Province of Northern Samar.
