Department to establish permanent zoning for the Eastern Neighborhoods. Heres the background. Earlier this year, the Planning Commission on a 4-3 vote adopted planning policies for lower Potrero Hill that encouraged high density housing development in areas traditionally reserved for industry. This vote, while the various permanent zoning alternatives for the area are still under public review, has increased land speculation to the point where properties that previously sold for $75 a square foot are now selling for $200 a square foot. Existing businesses cannot compete and are facing displacement. We have already lost Potrero Gardens. We know that Anchor Steam Brewery is threatened, as are many other businesses in the area. We have to take a stand. These businesses of lower Potrero Hill are the backbone of this city. They provide critical support services to San Franciscos leading industries, contribute to the citys tax base, and employ hundreds of workers. We need to build our middle class, not import it. And these are exactly the kinds of jobs that have historically built the middle class. In addition, we need permanent zoning controls for lower Potrero Hill to ensure that growth in the area is well planned, taking into account the needs of existing businesses and residents. My legislation mandates that the department finishes environmental review on the zoning alternatives and brings them to the Planning Commission for a vote within one year. We need a full public process and real planning that protects our neighborhood character, not piecemeal development. I hope that you will stand with me and support my legislation. Lets protect our existing businesses and neighborhood character, and lets mandate real timelines for permanent zoning controls. Potrero Branch Library Renovation As part of the bond measure passed by the Citys voters in 2000, the San Francisco Public Library is starting a community planning process for the renovation of the Potrero Branch Library. The renovation is scheduled for the summer of 2006. The Library is asking all interested to come to a community meeting to share ideas on what services and amenities you would like to see in a renovated library. The project architects will be there, with images of preliminary design ideas. The meeting is on Saturday, November 6, at 10:00 am, at the Potrero Branch Library, 1616 20th Street (at Connecticut Street). Weve got an important discussion coming up at the next Boosters meeting. For years, we have been urging the Planning Department to move forward with an honest effort to plan for new housing, historic and industrial preservation, and comprehensive neighborhood-building in Showplace Square and lower Potrero Hill. In 2002, egged on by the Board of Supervisors and the threat of interim controls, the Department finally began a community-based process to determine new, permanent zoning for the Citys eastern neighborhoods. That process . . . is now stalled yet again, as the Planning Department delays in beginning environmental review of their zoning options for the area. While an unsigned contract for environmental review sits on the Departments desk, we get another round of Wild West-style land speculation over land that might eventually be re-zoned for housing. This random development has hurt our neighborhood, and it will continue to hurt us for decades to come. It has to stop. Supervisor Sophie Maxwell picks up our story from there; she has introduced a new ordinance establishing interim controls for Showplace Square and lower Potrero Hill, designed to stop the land speculation currently going on, force completion of the community-based planning process, and protect the businesses in our mixed-use area while the planning process is completed. Of course, the usual gang of housing developers is opposing the legislation; but this time, they are trying to argue
that the proposed interim controls are against the communitybased planning process. Simply put, they are lying, and they are trying to keep our Planning Department in an unregulated mess.
Supervisor Maxwell is asking community organizations to take a position in support of her new legislation for interim controls, and to speak in favor of it at the Supervisors Land Use Committee hearing in midNovember. We will be discussing (and voting on) the legislation at next Tuesdays meeting with Greg Asay, the legislative aide to Supervisor Maxwell.
