Summary/Abstract
An Act with provision for establishing National Parks within the Republic of Oceana. Includes details on the administration and staffing of national parks, maintenance and preservation of national parks. Sets out rules, regulations and restrictions for the usage, maintenance and establishment of national parks. Establishes the National Park Service of Oceana.

Article I General Provisions


Section 1 The Parliament of Oceana shall designate, for the benefit of the People of Oceana, and for the purpose of preservation for future generations, areas of natural beauty for the purpose if establishing National Parks.

Article II National Park Service of Oceana


Section 1 This Act shall establish the National Park Service of Oceana.

Article III - Administration


Section 1 Each National Park shall be under the administration of the National Park Service and the Minister for the Environment. Section 2 A Local Headquarters shall be established and constructed at each National Park, and shall employ, at a minimum, the following personnel: Chief Ranger Deputy Ranger 20 Park Rangers

Article V - Preservation
Section 1 The National Park Service shall employ personnel and provide guidance on the preservation of certain areas of established National Parks to rejuvenate these areas. Oceana Bill Number 1

Article VI Park Rangers


Section 1 Each National Park shall employ a number of salaried Park Rangers, the number of which is determined by the size and requirements of each park. The minimum number of employed Park Rangers per National Park is 20, as determined by Article III. Section 2 - Park Rangers shall be tasked with the maintenance and administration of the National Park, provision of services and protection for visitors, and the improvement of the National Park and its services. Section 3 Additionally, a Volunteer Park Ranger Scheme shall be established to provide additional assistance to Park Rangers.

Article VII Rules, Regulations and Restrictions


Section 1 All commercial, industrial and residential construction on land designated a National Park is prohibited, except in cases where permission for such is given by the Minister for the Environment. Permission for construction may only be given in cases where such construction is for the benefit of the maintenance of the National Park and its services. Section 2 Text of Article

Article VIII Former Lands of the Crown


Section 1 All lands previously owned by the Crown, deemed to be in the possession of the State, shall be examined by the National Park Service for the purpose of converting some of them to parks of national purpose.

Article IX - Financial Administration of National Parks


Section 1 The Government of Oceana has designated A310m in the FY2013 National Budget for the purposes of establishing National Parks and their administration. Section 2 Subsequent National Budgets shall provide an annual budget for the National Park Service to the administration and maintenance of Oceana's National Parks, as determined on the recommendations of the National Park Service and the Minister for the Environment.

Article X - National Parks


Section 1 The Parliament of Oceana shall establish ten National Parks within the Republic of Oceana, specified in Articles XI-XX. Section 2 Any subsequent National Parks shall be established by an Act of Parliament, in accordance with this Act and the Law.

Article IV - Final Provisions


Section 1 Any land designated as a National Park, by the adoption of this Act or any subsequent Act by the Parliament of Oceana may not be reduced in size nor may National Park status be stripped from any site, except by the agreement of Parliament, the Minister for the Environment, the President and a full public referendum on the matter.
