1. Purpose. This directive prescribes NYG policy, criteria, and administrative instructions concerning
individual and group awards. The goal of the NYG awards program is to foster mission accomplishment
by recognizing significant voluntary unpaid contribution by members of the Guard and by motivating
them to high levels of performance and service.
2. Application
a. This publication is directive in nature and applies to all members of the New York Guard.
b. These procedures will be followed, except when, in the judgment of the commander,
exceptional circumstances dictate otherwise.
3. Scope. This publication sets forth the decorations and medals which may be worn on the New York
Guard uniforms and sets forth criteria for these awards, application procedures and how the awards will
be worn.
4. Basis. This directive is published pursuant to State Military Law section 247 paragraph 2, and
DMNA Regulation 672-1.

CHAPTER I
POLICY
2. APPLICABILITY OF DMNA REGULATIONS. For the New York Guard, all NY State
Division of Military and Naval Affairs (DMNA) Awards shall be requested through the chain of
command to this headquarters. With the exception of the NYS-Medal of Valor and the NYS-
Conspicuous Service Cross for which final adjudication remains with DMNA, all such requests will
receive final adjudication from this headquarters. The format to be used in recommendations for NYS
awards is that found in this directive, and in DMNA Regulation 672-1. The criteria for NYS medals
and the types of supporting documentation to be used are to be found in DMNA Reg 672-1. To avoid
misinterpretation, the criteria and paragraph references for awards listed in DMNA Regulation 672-1
are not repeated in this Directive.
3. PRECEDENCE OF AWARDS FOR THE NYG. Precedence for awards in the NYG is as
follows:

4. AWARDS FROM OTHER STATES. Awards from states of the United States other than NY
State may be accepted by members of the New York Guard. Such an award may be worn only after
receiving written permission from the Commander, New York Guard. Requests for permission to wear
may be submitted in memorandum form with supporting documentation to Commander, New York
Guard, ATTN: NYSG-J1(AD), 330 Old Niskayuna Road, Latham, NY 12110-2224.
a. Foreign decorations and medals may be accepted by members of the New York Guard. These
decorations and medals may be worn if:
(1) Authorized by U.S. Armed Forces Regulations or Instructions, Military Awards, et seq.
(2) Permission to wear has been received in writing from HQDA or equivalent agency.
(3) Written permission to wear has been received from the Commander, New York Guard.
(4) In instances of both [2] and [3] above, a request for permission to wear will be submitted
to the Commander, New York Guard IAW paragraph 4 above. In the case of (2), this is pro
forma.
b. Awards, decorations and medals issued by private, patriotic, and historic military organizations
will not be worn on the New York Guard uniform. This prohibition to wear is lifted on those occasions
where attendance in uniform is appropriate and only when physically present at the meeting of such an
organization.

CHAPTER II
RESPONSIBILITIES
a. Ensure the Awards Section is adequately staffed to meet demands, and the Award Board is
properly appointed.
3. Commanders of New York Guard Components. Commanders of the Army Division, Air
Division and Civil Military Affairs Brigade will;
a. Appoint MACOM Awards Officer, authorized to publish MACOM level Permanent Orders
for Awards in accordance with paragraph 2 Chapter III.
b. Forward recommendations in a timely manner that requires the approval by Commander NYG.
c. Make quarterly reports and forward copies of MACOM permanent orders of awards, as
outlined in paragraph 5 Chapter III.
d. This directive will be followed, except when, in the judgment of the Commander New York
Guard, exceptional circumstances dictate otherwise. Conflicts will be resolved through recommended
changes to this Directive. Commanders will not publish regulations or instructions relating to this
Directive.

CHAPTER III
a. The NYG Awards Board is appointed by the Commander, New York Guard on HQNYG
Orders to review the awards described in paragraph 3 below. The NYG Awards Board shall consist
of at least three officers assigned to HQNYG. The Chief, Awards Branch shall serve as permanent
secretary of the board. The board may meet from time to time in person, or may conduct their business
by telephone.
b. Awards Branch will process all incoming recommendations for award for presentation to the
board for their review and recommendation. After the board has completed their review, Awards
Branch will process the board's findings and forward them to the Commander, New York Guard for his
approval. After the Commander has adjudicated the board's findings, Awards Board will out-process
the Commander's decisions into Permanent Orders and awards and or memoranda of downgrading and
disapproval. While complete records will be kept of this process, the entire process is confidential and
not to be divulged for and reason.
a. MACOM Commanders will appoint MACOM Awards Boards under MACOM Orders in the
same way as the NYG Awards Board was appointed in paragraph 1a. above.
b. The MACOM Awards Officer appointed under paragraph 4b. below will serve as permanent
secretary and process MACOM recommendations for award seeing that all recommendations of award
described in paragraph 3 below are forwarded to NYG Awards branch for adjudication IAW this
directive.

a. The Commander New York Guard shall appoint an officer as Chief, Awards Branch, New
York Guard. This officer has overall responsibility for the NYG awards program and the awards
process. As additional duties, this officer is to be appointed:
[1] Assistant Adjutant General to publish all HQNYG Permanent Orders which shall be
reserved for the announcement of awards.
b. MACOM Commanders shall each appoint an officer to serve as the MACOM Awards Officer
as their primary duty. As additional duties, this officer is to be appointed:
[1] Assistant S-1 to publish all MACOM Permanent Orders which shall be reserved for the
announcement of awards.
b. An exception to the rule will be given to recommendations for awards for heroism. However,
the recommendation must still have full and complete eyewitness statements and any other supporting
documents deemed necessary by the board.
7. ELIGIBILITY FOR AWARD. All member of the NYG are eligible for awards except any NYG
soldier whose records are flagged. During the period any NYG soldier's records are flagged, no
recommendations for award will be submitted. Any that reach the NYG Awards Board will be
disapproved. Some of the reasons for which personnel records may be flagged are:

The flag is automatic if any of the above conditions exist. The NYG soldier again becomes eligible
when all flagged conditions have been rectified.
8. WHO MAY RECOMMEND FOR AWARD. In general, anyone may recommend a member of
the NYG for Award.
a. Soldiers within the NYG who are not apart of the regular chain of command may recommend
for award provided they submit the recommendation for endorsement to the level of the chain of
command immediately above them.
b. Persons out side the NYG may also recommend for award. As a matter of courtesy, this type
of recommendation should be submitted to the battalion or MACOM commander of the NYG soldier
being recommended.
c. In either case, if the award recommended is listed in paragraph 3 of this chapter, it must be
endorsed at each level of command with whatever additional recommendations are desired, whether
positive or negative, by the various commanders and finally sent to Commander New York Guard
ATTN: NYSG-J1(AD) to be reviewed by the NYG Awards Board.

b. Description: A bronze "V" device is to be worn centered on the NEW YORK GUARD

d. Standards: The NYG-COM "V" is equivalent to the U.S. Army Soldier's Medal except to a
lesser degree. It is given for noncombatant heroism to any member of the NYG who has risked their
own life in the protection of, or the saving of the life of another person or persons. The degree of
heroism to have been displayed is only slightly less than that required for the NYS-MOV. The act may
be performed on or off duty, in or out of uniform, in or out of NY State. The supporting documentation
must include the statement of at least one eyewitness to the action. News reports, of themselves, do not
take the place of an eyewitness statement. The Medal may well not be awarded solely on the basis of
having saved a life.
e. How Awarded: For recommendation, use memorandum format with citation and supporting
documentation to include eyewitness statements.
f. Responsibility: This award will be worn apart and in addition to NYG-COM's awarded for
other than heroism and will take precedence over them.
h. Initial Award: Initial award consists of the medal and ribbon with certificate.
i. Succeeding Awards: Bronze oak leaf clusters will be awarded in lieu of additional
medals. A silver oak leaf cluster will be awarded in lieu of five bronze. Oak leaf clusters will be
worn to the right and left of the "V" device at the discretion of the wearer.

the right or left or right of the NYS silver shield at the discretion of the wearer.

entitlement to the NYG-GCM exists until after the award has been announced in HQNYG permanent
orders.
f. Responsibility: The soldier must have performed creditably at three consecutive Annual
Trainings during the period; must have participated in at least 75% of regular drill as shown by unit 200
reports; have demonstrated proper military bearing and attitude; have worn the uniform correctly; have
a knowledge of and use the chain of command; be within NYG weight limits; have a current physical on
file with HQNYG; and have Unit and MACOM commander's written recommendation.
h. Initial Award: Initial award consists of the medal and ribbon with certificate.
i. Succeeding Awards: Bronze, silver and gold knotted bars of the U.S. Army will be used to
denote subsequent awards in lieu of medals.

g. Authority: The VCA has served as guardian of this medal for over 60 years and now shares
authority for the wearing of this medal with the Commander, New York Guard. The Commander, New
York Guard grants authorization to wear the First Provisional Regiment Medal to all soldiers of the
New York Guard.
h. Initial Award: Award consists of the medal and ribbon and must be purchased by the member
for wear, none are issued. This medal is available for purchase from the Veteran Corps of Artillery, and
through the New York Guard Association
NYG MACOM Commanders are delegated authority to create, generate and use NYG
Certificates of Commendation, Achievement, Merit and Appreciation as needed by their commands on
an ad hoc basis. It is expected good taste will be used in the creation of these certificates. A copy of
each design used will be sent to the Commander, New York Guard, ATTN: MNAS-PA-AD to be
made a part of the permanent awards records of the New York Guard.

Appendix B
1. This memorandum is a letter of transmittal with personal information of the recommended individual
and signed by the recommender. It will not be used for the recommendation itself; the "why"
information will be contained in the accompanying citation.
2. Paragraph 1 will include: the name of the decoration [NYS-MCM or NYG-ACH, etc.] stating it's
for Heroism, Meritorious Achievement or Meritorious Service; the first name, middle initial and last
name, social security number, rank and for all officers: branch of service [Infantry, AGC or WOC, etc.],
which component of the NYS militia [NYG, NYARNG, NYANG or NYNM] or federal service of the
recommended individual plus the unit of assignment down to battalion level and the unit's address.
3. Paragraph 2 will indicate the how many prior awards of this decoration [if any] have been made to
the individual. If none, so state.
4. Paragraph 3 will indicate the nature of the supporting documentation as enclosures. All decorations
will have at least a proposed citation as an enclosure.
5. Decorations for heroism will have eyewitness statements with any other supporting documentation
attached with the citation this cover letter. Newspaper and or other media statements will not be
substituted for eyewitness statements. Media accounts may only be a supplement part of the supporting
package in addition to the eye witness statements.
6. This memorandum will be endorsed at each level in the chain of command with recommendations to
approve, disapprove, upgrade or downgrade and with any other pertinent comments to assist the NYG
Awards Board. A sample endorsement is shown in appendix C.
7. Do not submit more than one recommendation for award for a specific action or actions in a simple
memorandum; however the recommendation may be written for more than one person.
8. A memorandum for recommendation for award will only be used for NYS and NYG decorations
and the NYG-OSM. Administrative awards will be requested separately either on DMNA Form
106DGR or by separate memorandum [see Appendix A, this directive, for instructions regarding
application for administrative awards].
9. Do not mix a recommendation for award and an application for administrative award in the same
memorandum.

In the name of the people of the State of New York, by direction of the Governor, under the
provisions of the Division of Military and Naval Affairs Regulation 672-1, the NEW YORK STATE
MEDAL FOR VALOR for conspicuous gallantry and courage at the risk of his life, above and beyond
the call of duty, is awarded by the Division of Military and Naval Affairs to:

On March 6, 2002, SERGEANT FIRST CLASS IVAN C. JONES, distinguished himself during
a robbery and shooting. Without any thought for his own safety, he used himself to protect two New
York City female police officers during a robbery and shooting. Without any thought for his own safety,

The robber was pointing his weapon at the two female police officers, SERGEANT FIRST CLASS
IVAN C. JONES struggled with the robber, who had drawn his weapon, and two shots were fired.
One of the shots struck the robber as SERGEANT JONES ended the struggle.
SERGEANT FIRST CLASS IVAN C. JONES' utter disregard for his own safety, his extraordinary
gallantry, the courage and valor are in keeping with the highest traditions of the military service and
reflect great credit upon himself, the New York Guard and the Military Forces of the State of New
York.

CITATION
For Distinguished Service during the period 1 September 1993 through 32 July 1995, the NEW
YORK STATE CONSPICUOUS SERVICE MEDAL is awarded to:

COL Hanf distinguished himself while serving as Deputy Chief of Staff for, Operations and Training
for Headquarters, New York Guard.
During this period the J3 position was vacant and the responsibility for the planning, operation and
execution OF Annual Training 2002 rested solely in his hands. COL Hanf executed this assignment
with exceptional skill and with an enthusiasm that was contagious. This enthusiasm served as catalyst
for all parties who were a part of the AT mission and served to maintain total commitment by all. In
doing this he spent hundreds of hours of his own time to insure that the planing was in place, that
instructors were ready and that appropriate records were available for the mission. Because of his
devotion to these tasks over 800 New York Guardsmen received quality training that made this
organization more mission ready.
COL Hanf's actions, in an position of great responsibility, reflect great credit upon himself, the New
York Guard, the Military Forces of the State of New York and are in keeping with the highest traditions
of the military service.

YORK STATE MEDAL FOR MERITORIOUS SERVICE is awarded to:

COL Thomas distinguished himself while serving as Deputy Chief of Staff, Personnel, Headquarters,
New York Guard.
COL Thomas has very ably handled the position of J1, an area of great responsibility, from the first.
While short handed so that he personally worked several areas he would normally supervise, he showed
superb command ability to delegate to those who assisted him in the areas of Adjutant Generals function
and the Awards Branch, He personally handled officer promotions which demanded great tact and
swallowed hundreds of man days of effort on his part. It is greatly to COL Thomas' credit that he made
promotions run so efficiently, even-handedly and without prejudice, considering all the pressures he was
subjected to, until he turned it over to a subordinate. In every military area he touched upon, it must
unquestionably be added that he always thinks first of the greater good of the NY Guard.
COL Thomas' achievements, enthusiasm and willingness are in keeping with the finest traditions of the
Military Service and reflect great credit upon himself, the New York Guard and the Military Forces of
the State of New York.

CITATION
For Meritorious Service during the period 8 June 2002 through 31 August 2002, the NEW YORK
STATE MILITARY COMMENDATION MEDAL is awarded to:

Captain Cannon distinguished himself while assigned to Headquarters, 1st Bn 56th Regt, 56th Brigade,
New York Guard.
Captain Cannon, while serving as Liaison Officer, and on scene coordinator for the New York
Guard's West Point Initiative, developed the schedule for the soldiers participating, saw that incoming
soldiers were suitably quartered and fed. Captain Parker also served as Liaison Officer with the West
Point cadre from 1st Bn 1st Regt, U.S. Army and with West Point's Range Control Operations office.
His prompt, continuing effective action, based on knowledge gained during his active duty career with
the U.S. Army, assured success for the New York Guard's West Point Initiative.
Captain Cannon's achievements, enthusiasm and diligence are in keeping with the finest traditions of
the military service and reflect great credit upon himself, the New York Guard and the Military Forces
of the State of New York.

YORK GUARD MERITORIOUS SERVICE MEDAL is awarded to:

WO1 Vanitas distinguished himself while serving as Deputy Assistant Awards Officer, Awards
Branch, Headquarters, New York Guard.
WO1 Vanitas has ably assisted at numerous award presentations, was responsible for the overprinting
of hundreds of awards diplomas, for the production of hundreds of awards orders, for which, to enable
himself to do the job, he purchased a new computer and laser printer, and also taught himself how to
use this computer. If awards Branch has had any success, it's in great part due to the unlimited time
[typically one or two days per week, week after week, month after month], tremendous effort and not
inconsiderable expense this junior warrant officer and former enlisted man has been unstintingly willing to
put forth for the greater benefit of the NYG.
WO1 Vanitas's achievements, enthusiasm and willingness are in keeping with the finest traditions of the
military service and reflect great credit upon himself, the New York Guard and the military forces of the

NYG Commendation Medal with "V" Device for Heroism
CITATION
For Heroism on 11 September 2001, the NEW YORK GUARD COMMENDATION MEDAL
with "V" Device is awarded to:

SFC PROXEM distinguished himself while serving with the 2nd Battalion, 14th Regiment, New York
Guard.
SFC PROXEM at about 1945 hours responded to a large fire with very heavy smoke in the main
passenger terminal at JFK Airport. Disregarding his own safety SFC Proxem entered the smoke filled
building approximately 100 feet and pulled to safety two police officers and a civilian from out of the fire
area where they had been trapped. He continued on, at risk, to lead NYC fire units into the fire zone
and gave fire officers at the scene a detailed layout of the building which was critical to the success in
fighting the fire.
SFC Proxem's gallantry in saving the lives of others at the risk of his own life represents the highest
and best of traditions of the Military Service and reflects great credit upon himself, the New York
Guard and the Military Forces of the state of New York.

For Meritorious Service during the period 21 January 2003 through 12 February 2003, the NEW
YORK GUARD COMMENDATION MEDAL is awarded to:

Major Jones distinguished himself while rendering service while on State Active Duty at the
Emergency Operations Center [EOC] at Camp Smith, Peekskill, New York.
Major Jones reported for State Active Duty within two hours of notification and immediately
established a position of making himself essential with his ready cheerful assistance wherever needed.
He was responsible for first cleaning up and creating a computer operations system capable of going
online with the Internet. The program he created allowed the EOC worldwide web capability and
access to real-time weather and news critical to the successful completion of the NYARNG mission.
Major Gilbert consistently put in extended overtime training EOC and Troop Command Personnel in
computer operations over a three week period.
Major Jones's achievements, enthusiasm and willingness are in keeping with the finest traditions of the
military service and reflect great credit upon himself, the New York Guard and the military forces of the
State of New York.

THE RESCUE TEAM has made a significant contribution to the New York Guard Annual
Training for 2002.
THE TEAM, through their unique expertise and in an outstanding display of professionalism, gave
an eye-popping Helo-Rescue Demonstration which materially contributed to an exceptionally exciting
Search and Rescue training program at the NYG Army Division's AT-02. AS a result, the success of
the overall AT-02 program was enhanced.
THE TEAM's willingness to assist this component of the New York State Military Force Structure,
clearly indicates the outstanding leadership of their parent organization, the 106th Rescue Wing, New
York Air National Guard.
THE TEAM's actions are in keeping with the finest traditions of the military service and reflect great
credit upon himself, the New York Guard and the military forces of the State of New York.

CW2 Vanitas distinguished himself while serving as Deputy Awards Officer, Awards Branch,
Headquarters, New York Guard.
CW2 Vanitas, during AT-02 worked throughout the training period from 122 to 15 hours, every
day, first helping to present awards early in the morning and then during the day and the evening typing
orders for and putting together many, many awards to enable the Commander, New York Guard, for
the first time, to effectively use awards and decorations to raise morale command wide in the NY
Guard.
CW2 Vanitas's achievements, enthusiasm and willingness are in keeping with the finest traditions of
the military service and reflect great credit upon himself, the New York Guard and the military forces of
the State of New York.
