First, Minister for Information Brig-Gen Kyaw Hsan delivered an address. The minister said at this Myanma Motion Picture Outstanding Award presentation ceremony for 2007, the winners will be announced soon. Here, may I express my heartfelt thanks for your presence. In compliance with the guidance of the Head of State, the University of National Culture and Arts (Yangon) has conducted the threeyear under-graduate course on motion picture and drama since 2007 to produce skilled film technicians. So, there will be an increase in the number of youths who are skilled in the arts of film making and video film shooting, and that will help produce more quality films and video films.In order to improve Myanmar film industry, the Ministry of Information has imported a lot of machines and equipment for the Myanma Motion Picture Enterprise. So, now we can produce better films in picture, colour and sound, and that saves foreign exchange as we dont need to develop the films abroad. As a result, films are improving in quality gradually. We will import some more necessary equipment for development of the film industry. (See page 8)

(from page 1) The new executive committee of the Myanma Motion Picture Asiayon was reconstituted in 2007. The executive committee is working hard with renewed strength in various aspects. The Myanma Motion Picture Asiayon is importing film reels with its funds and distributing them on credit to producers with the aim of helping produce more and more Myanmar films. Furthermore, it has launched film and video film acting course to produce new generation artistes. And is has also launched film directing course to increase the number of skilled film directors. Now, it is trying to regularly open other courses such as script course, editing course and photography course. It occasionally conducts seminars and workshops on film technology to improve the film industry. And it is training and organizing film professionals to improve their skills mentally and morally. Besides, the Ministry of Information and the Myanma Motion Picture Enterprise are trying in all aspects to improve the Myanmar film industry. Myanmar film delegations were sent to the People's Republic of China in 2008 to hold discussions with China Film Group Corporation to co-produce films; to the International Co-

production Workshop in the Republic of Korea in 2008 to co-produce films and video films; and the 17th Chinese Golden Rooster and Hundred Flowers Film Festival in China. I believe national film professionals would be able to improve the Myanmar film industry through international studies and cooperation. The Myanma Motion Picture Asiayon and film professionals are working hard, but I would say they still need to work harder in order to improve the Myanmar film industry. I have said several times that market expansion is an engine for improvement of the film world. So, we need to penetrate not only domestic but also foreign markets. In this regard, our works need to meet international standard in theme, plot, acting, picture, sound and colour as well as in production and distribution. Therefore, national film professionals need to combine their skills with modern film equipment effectively. And they need to purchase other necessary machines individually or in share. I have heard some comments that at present, film professionals focused only on profits rather than on quality, and that was the root cause of a fall in the quality of films. I do not think it is wise to pay too much attention to profits, if we really want to produce quality works. Therefore, we can dream about improvement only if such producers quit that profit-oriented policy and invest enough time, funds, manpower and equipment without sacrificing their pride and dignity in producing films. And if we can produce quality films and penetrate international market, we can make greater profits. Here, a fact I would like to point out is that films have great influence

They have to demonstrate and promote traditional culture, Myanmar spirit and social values in a mode of dress, behaviours and expressions. More than that, they have to enhance the image and prestige of the nation and the people in portraying the traditions and lifestyles of the people. And they have to avoid decadent performances that can bring disgrace to the nation and the people. Film professionals are also to try to transform analogue to digital system by co-producing pictures with other countries so as to improve Myanmar film industry. I feel encouraged to learn that some professionals are trying to shoot quality films with the digital system. I would like to urge them to keep on trying to attract the emulation of other producers in this case. I do not think a film can attract complete attention of the fans although it is of high quality but the projecting and sound systems are not modern. So, we have to upgrade the present cinema halls to modern ones. I am pleased to learn that the upgrading of sound systems and projectors of the cinemas is already ongoing. The project should be extended in the whole country. The world countries are changing to cinema complex system which includes 50-seat to 100-seat mini-cinemas along with other services such as sales rooms, beauty salons and fitness centres and digital cinema system from 400 to 500 capacity cinemas. Hence, individual or collective efforts should be made to introduce the cinema complex system and digital system. Our country also needs big studios like some other countries to produce films of higher quality. Professionals of the movie world should build international level studios individually, collectively or in cooperation with the Myanmar Motion Picture Asiayon. The Information Ministry will also render assistance to the best of its ability in accord with the frames and principles. I have already made suggestion in connection with the five tasks to be implemented by the MMPA and entrepreneurs. I will now state the tasks as follows to enable the film professionals to try to implement them in cooperation: 1. To build modern stu dios individually or collectively within the framework of the principles laid down by the State. 2. To cooperate broadly with foreign countries in film-making, film editing and screening and to strive for showing Myanmar films abroad. 3.To strive to change from analogue to digital in film-making and screening 4.To modernize sound and projecting systems of private and State-owned cinemas. 5.To strive for emergence of cinema complexes and digital cinemas simultaneously. The persons who won awards this year are to carry on trying to win more awards and the persons who have not won the award yet should strive to win the award in the coming years. I would like to urge again all film professionals to strive to successfully implement them. The professionals may face difficulties, disagreements and challenges in implementing them. Success will surely be achieved if the following points are used as the base in overcoming the difficulties, disagreements and challenges: 1. The aim of developing movie professionals 2. A balanced view of self-interest and other's interest 3. Zeal, perseverance and efforts 4. Unity 5. Cooperation 6. Patience and understanding
The ministry will also lend a helping hand for achieving success. All the persons of the media world including movie professionals should be the supporters of the national interest and should have correct conviction. This is very important. The interest of the country and the national races is the national interest. Here, the supporters mean persons who are always serving, protecting and promoting the national interest and those who will wipe out all dangers harming the national interest. I would emphasize that the movie professionals have the duty to serve, protect and promote the interest of the country and the national races while working in the interest of the people of the same profession. The artistes have the fine tradition of awakening the national spirit during the pre-in-
