Morris Township Police Department Promotes Five Officers


October 17, 2012
The Morris Township Police Department proudly announces the promotions of five officers & the hiring of another. Lt. Robert Duffy currently assigned to patrol as a shift commander will be promoted to Captain. He will become the Division Commander of Support Services which oversees the Detective Bureau, Internal Affairs, Records Bureau, and Accreditation. He will also serve as the Deputy Coordinator for the Office of Emergency Management. Lt. Duffy replaces the opening created by the promotion of Chief John McGuinness. Joining the Department in 1989, Lt. Duffy is a graduate of the 34th Morris County Basic Recruit Class. As a Lieutenant his areas of responsibility have included the Organization of all Departmental Training, Special Events Management (such as Vice President Joseph Bidens visit to Morris Township), our Communications system, Patrol Vehicles purchases, PEOSHA Compliance and the purchase and inventory of all Police Equipment. Lt. Duffy is a Certified Department instructor for the ASP Tactical Baton and OC/ Pepper Spray. He is also a certified Fire Service Instructor and he has attended the National Fire Academy where he was certified as a Fire Arson Investigator. Lt. Duffy graduated from Seton Hall University with a Bachelors of Art degree in Criminal Justice and a MASTERS degree in Education. DSG. Mark McGuinness will be promoted to the rank of Lieutenant within the Patrol Division as a Shift Commander. He will oversee a patrol squad with collateral duties which include Communications, TAC Officer, Information Technology systems, Patrol Vehicles, and Staff Inspections. DSG. McGuinness will fill the position vacated by the Promotion of Lt. Duffy. DSG. McGuinness joined the department in 1990 upon completion of the 38th Morris County Basic Recruit Class. As a Detective Sergeant, DSG McGuinness responsibilities included supervising the Detective Bureau and the Crime Prevention Unit. He also served as the Departments Gang, Narcotics, and Meghans Law liaison to the Morris County Prosecutors Office. DSG. McGuinness, holds a Bachelor of Science degree in Management from William Paterson College and is a certified Arson investigator and Hostage Crisis Negotiator. Sgt. Mark DiCarlo will be promoted to the rank of Lieutenant within the Patrol Division as a Shift Commander. He will oversee a patrol squad with collateral duties which include Organization of all Departmental Training, Field Training, Bike Patrol, and Productivity. Sgt. DiCarlo will fill the opening created by the retirement of Lt. Thomas Manning. Upon completion of the 47th Morris County Basic Recruit Class, Sgt. DiCarlo joined the Department in 1996. As a Sergeant he supervised a squad of Patrol Officers as the Road Supervisor and was a Team Leader on the Special Operations Unit. Sgt. DiCarlo is a certified Firearms, Subgun, Diversionary Device, and Ballistic Shield Instructor. Sgt. DiCarlo obtained an Associate in Science degree from County College of Morris and a Bachelor of Science degree in Human Services from Thomas Edison State College. Ptl. David Powell will be promoted to the rank of Sergeant assigned to the Patrol Division. He will oversee a patrol squad as the Road Supervisor. Ptl. Powell fills the vacancy created by the promotion of Sgt. DiCarlo. Hired by the department in 1994, Ptl. Powell is a graduate of the 43rd Morris County Basic Recruit Class. Ptl. Powell leaves an assignment in the Departments Traffic Safety Unit. He is certified as a Fatal Accident Reconstructionist, Alcotest Operator, RADAR Instructor, Child Passenger Safety Technician, and a graduate as a Physical Training Instructor from the Cooper Institute. Ptl. Powell is a member of the Morris County Fatal Accident Reconstruction Team and the Departments Special Operations Unit. Ptl. Powell holds a Bachelor of Arts degree in Sociology and Criminal Justice from Seton Hall University.

Det. Brian Holick will be promoted to the rank of Detective Sergeant (DSG) assigned to the Support Services Division. His responsibilities will include the case management of all criminal and juvenile investigations, Property and Evidence control, and oversee the Crime Prevention and Dare Unit. Det. Sgt. Holick will be the Department Liaison for Meghans Law Registrants, Gang related incidents and all Narcotic cases. Det. Sgt. Holick will also manage all ABC Licensing, Solicitor Permits, and all Firearms and Taxi applicants. Det. Holick fills the vacancy created by the promotion of DSG. McGuinness. After attending the 16th Somerset County Basic Recruit Class, Det. Holick was hired as a Probationary Patrolman in 1996. As a Detective, he was assigned to the Morris County Prosecutors Office Narcotics Task Force, Morris County Prosecutors Office Burglary and ATM Task Force. Ptl. Holick is a certified ASP Tactical Baton and OC/ Pepper Spray instructor. Ptl. Alvin Chan will be employed as a Probationary Patrolman assigned to the Patrol Division. He is a 2010 graduate of the Union County Police Academy. Born in Hong Kong his fluency in Mandarin has already played an instrumental role during a recent homicide case in Parsippany. Ptl. Chan holds a Bachelor of Arts degree in Criminal Justice from Rutgers University.
