leveler because this will answer poverty, corruption and ignorance. If this will be the beliefs of so many Filipinos it is just proper to take serious study with regards to the Philippine education to bridge the gaps and answer the different issues in education. To have adept knowledge, clearer understanding, and
sharing the scholarly point of views coming from the respective and expert people in the field of education, the educators from Elementary and Secondary Level of the Graduate Study of Southern Luzon State University conducted the entitled Issues, Trends and Innovations in Education: Challenges and
Benchmarking on July 20, 2012 at the Auditorium of Allied Medicine. The seminar started with a doxology headed by the
Elementary and Secondary Group of educators that immediately followed with the singing of the Philippine National. The Welcome Remarks was delivered by Dr. Ricaryl Catherine P. Cruz, Professor
of Graduate School. Immediately after the warm welcome of Dr. Cruz, intermission number was presented by the selected college students spearheaded by Ms. May S. Empamano. The intermission was really enjoyed by the guests and participants because the cultural practice of Filipinos when it comes to music was prevailed. As the seminar reached the seminar proper, Mrs. Sarah O. Mendoza, Secondary Teacher from Ph.D. EdM Class introduced the first speaker who was affiliated in Civil Service Commission Field Office Quezon Province. He was Dir. Allan Poe M. Carmona. Dir. Carmona discussed the issues on sexual harassment which according to him, DepEd has the greatest number of case filed in sexual harassment. Likewise, R.A 7610 or the Anti-Child Abuse was discussed as well. With his discussion, he reminisced and shared his elementary days that even him experienced the corporal punishment but he took it positively leading him to be thankful to his former teacher that helped him to reached his position as the Director II of Civil Service. Localization Law was stressed during the discussion as well. Contributions, Ranking System, Political influences and culture in Deped was explained
comprehensively by the speaker. Another issue is allowing the teachers to finish their professional studies and graduate studies. With him, as the teachers deepen their education, the institution where they belong will benefit a lot. Likewise, those teachers who are trying their very best to deepen their knowledge should not be a threat to the people in a higher position. Going further with the seminar proper, the second speaker is the Education Program Supervisor in Filipino for the Secondary
Level and Ranking Committee in the Division of Quezon, Mrs. Nimfa V. De Veluz. Her discussion attracted the aspiring educators to be promoted in their respective fields. According to her, the Ranking of Promotions followed a certain guidelines that the applicants must meet. She also give her views on how to accomplished the pertinent papers in order to comply with the guidelines for the ranking of promotion. Another part of the program that really touched the heart of the speakers and the guest is the intermission number through song interpretation presented by the Deaf Pupils in Paaralang Sekundarya ng Lucban. With the talents they have shown, it can
be said that they maybe missed an important part on their body but this not hinder them to become productive people in their own way that they can be truly proud of. After the intermission number of the deaf, another intelligent speaker shared her knowledge and skills to the graduate school students. She was Ms. Asuncion C. Ilao, Education Program Supervisor in Alternative Learning System. According to her ALS is a parallel learning system to provide viable alternative learning to the people who are not able to engaged in formal schooling. She also cited the different ALS terminologies like Community Learning System, Instruction Manager, Learner, Learning Strands, Modules, Session Guides, Kumustahan or Monitoring to be called in the formal schooling, Learning Areas or major subjects in formal schooling, pedagogy in formal school, andragogy in ALS. Like in formal school functional literacy was rate as well wherein in formal school it is given through diagnostic test. And as the learners finished the strands, they will be given a certificate which is like the diploma in the formal schooling.
As stated by the speaker, the target learners of ALS are completers, underemployed, and elementary and secondary
the ALS, the problem in illiteracy and skilled workers will be answer if only the programs will be implemented thoroughly. Likewise, the dedication and the commitment of the learners and mobile teachers will play its very vital role to make the program more meaningful nd will turn out a productive result. In general, issues in education have gone a long way. From the very time education reigned, issues in education always prevailed due to different circumstances and untoward incident exist. But with the programs presented by the Department of Education in cooperation with the different bureaus of the government that is affiliated to education, they never stop of
creating and formulating solutions to answer the issues in education. They have done this by promoting and offering different programs and trainings that will answer to the needs in education. The Education For All and the Alternative Learning Systems are some of their answers or solution to the problems or issues in education. But more than those programs they have
offered, we believed that the acquiring the best education should always depend on the person who are willing to be educated. Whatever programs offered by the DepEd, isf the people are not willing to engage their selves to acquire and engage in this program it will be useless. As the students of doctoral study, we can make our part in finding answers and solutions to the issues in education by helping the respective people in implementing the programs. Likewise, we can also made or formulate plans which we believe will cater and more applicable to the people you are engaging in. To close this, issues in education never stop as the journey of education never ends. And as educators, we should share our expertise to give solution to the issues and problems pertaining to education.
