FITMENT ON PROMOTION FROM ONE SCALE TO HIGHER SCALE

On account of revision of salary and allowances for officers with effect from 01.11.2007 under 9th bipartite Joint Note signed with IBA on 27.04.2010, there is a necessity to modify the model fitment formula of IBA for officers on account of promotion from clerical scale to officer scale, as well as promotions within the officer category. The fitment formula should ensure protection as well as a reasonable increase in the emoluments of salary and allowances drawn by the employee/officer before promotion and at no point of time, a junior shall draw higher scale as compared with the senior on the same scale.

Similarly, during the 9th bipartite, a higher starting scale was

evolved for officers in Scale IV and Scale VI, as two additional stagnation increments were granted to Scale I to Scale III Officers. Hence, there was a need to take care of these changes and to draw a model fitment formula for these categories of officers to ensure the benefit of two stages higher fitment.

We had a series of meetings and negotiations with the IBA officials

and offered number of suggestions to rectify the anomalies in the existing fitment formula. We are glad that, IBA has come out with modified model fitment formula for its member banks, giving due consideration level to various on suggestions fitment that of were made or by the court Confederation, with effect from 01.11.2007, subject to existing bank agreements formula officers directions/injunctions.

We highlight gist of the modified formula as under:

a)

Fitment formula on promotion from clerical cadre to officer cadre in JMG-I on or after 01.11.2007 will be at a minimum scale of officer at Rs. 14,500/- basic pay upto 9th stage in clerical scale.

b)

25th stage in clerical scale is equivalent to Rs. 25,700/- basic pay in Officers Scale-I.

c)

Appropriate adjustments in the date of effect of next increments in higher scale are made to avoid anomalous situations.

d)

Adjustments on account of passing of CAIIB/JAIIB, in fitment on promotion to next scale.

e)

Introduction of Temporary Adjustment Allowance to protect Basic Pay plus Dearness Allowance of an officer on promotion, as compared to Basic Pay plus Stagnation Increment plus Special Pay plus Dearness Allowance drawn as clerical staff, which will be wiped off in three years at 1/3rd of TPA.

f)

Grant of CAIIB increment(s) for those employees passing CAIIB after reaching 20th stage, in clerical cadre, on promotion to officer scale-I.

g)

Protection of stagnation increment due in previous scale, on promotion to higher scale.

h) i)

Protection of fixed personal pay on promotions etc. The higher starting scale for Scale-IV & V has been protected in the fitment formula.

Comrades, due to the persistent persuasion and follow-up by

AIBOC with IBA, we could ensure a fair fitment formula for officers. Detailed charts showing scale wise fitment are annexed.

The IBA vide its Circular No.CIR/HR & IR/76/582/2011-12/2998

dated 25.04.2011 had issued detailed guidelines to member banks. We request our affiliates/members to take note of the revised formula.
