Each inch is subdivided into 16 equal parts (16 graduations) and the smallest part is read 1/16.

METRIC SYSTEM The basic/standard unit of length in the metric system is the meter. The meter is divided into 100 centimeters. Each centimeter is divided into 10 millimeters.
