How BESRA Came to Be


Conceptualized in 2005 to support the Schools First Initiative (SFI) The SFI sought to improve basic education outcomes through a broadly participated, popular movement featuring a wide variety of initiatives undertaken by schools and communities, local governments, civil society organizations and other stakeholders. BESRA is a package of policy reforms to further accelerate, broaden, deepen and sustain the efforts started by the SFI.

Basic Education Sector Reform Agenda (BESRA)

is a package of POLICY ACTIONS organized under 5 key reform thrusts to facilitate the attainment of the EFA goal and objectives

EDUCATION FOR ALL (EFA) 2015 Overall Goal To provide basic competencies to everyone to achieve Functional Literacy for All.

EFA Objectives
1) Universal coverage of OSY and adults in the provision of basic learning needs 2) Universal school participation and elimination of drop-outs and repetition in Grades 1 to 3 3) Universal completion of the 10 years of basic education with satisfactory achievement levels by all at every grade/year levels 4) Total community commitment to attainment of basic education competencies for all

KRT 1: Continuous School Improvement KRT 2: Better learning outcomes achieved through standards-driven reforms in teacher education and development

KRT 3: Desired learning outcomes enhanced by National Learning Strategies, Multi-Sector Coordination and Quality Assurance KRT 4: Improved impact on outcomes resulting from complementary early childhood education and alternative learning systems
KRT 5: Changed institutional culture of DepED

Implementation Arrangements
Technical Coordinating Team (TCT) facilitates the coordination and integration of the work of BESRA Technical Working Groups (TWGs) and provides the channel for policy reforms to be presented to ManCom and ExeCom Technical Working Groups (TWGs) facilitate the preparation of policy proposals as well as the integration of BESRA activities into regular DepED activities.

Training of new teachers on the NCBTSbased curriculum through collaboration with the Teacher Education Institutions Revised policy on the hiring and selection of new teachers based on the NCBTS Increased focus on the continuous personal and professional development of teachers based on the needs of teachers

Issuance of guidelines on the organization of DepED preschool classes and on the implementation of Preschool Contracting Program Expansion of the coverage of the 2010 Summer Preschool Education Program to almost 80% resulting in an increased enrolment in Grade 1 Implementation of various ALS programs
