Signicantchangestotheparkingrequirementframeworkare proposedfortheCommercial/ResidentialandEmploymentZones. Thenewframeworkisbasedonaparkingstudypresentedtothe Planning,HousingandEconomicDevelopmentCommitteeofthe CountyCouncillast spring.Thenew frameworkisdesigned tocreatemarket incentivesforthe creationofexible, sharedparkingsupplies withinParkingLot Districts(rebrandedas ParkingBenet Districts).In commercialareas outsideofParking BenetDistricts,proposedparkingrequirementsarelowerthanthey aretodayinordertodiscourageunderutilizedsurfaceparkinglots.

TheJanuary2012discussiondraftaddslandscapingandrecreation facilityrequirementstotheproposedZoningCode.Atpresent,the ZoningCodedoesnotcontainspecicrequirementsforlandscapingor recreationfacilities.Thesesiteelementsarenegotiatedduringsite planreviewandapproval.Recreationfacilitiesarenegotiatedbasedon asetofRecreationGuidelines,butnoguidelinesexistforlandscaping. Addingrequirementsforlandscapingandrecreationfacilitiestothe ZoningCodewillhelpaddcertaintyandclaritytothedevelopment process.
