1. Infrastructure Works:

1.1. In this chapter we will consecrate in the all of the infrastructure works.
Enclosed breakdown of equipment and infrastructure works that will be
specified in this chapter:

1.1.1.Fiber optic infrastructure implementation:

1.1.2.Supply of - Sub Duct HDPE, Fiber optic cables, Closures, Fiber optic
patch panels, Fiber optics connectors Etc.

1.1.3.Works – threading the duct and the fiber cable, spliced the optical fiber,
install the closures and the patch panels, measurement.

1.1.4.Supply and installation of air conditioners

1.1.5.Supply and installation of air Generators.

1.1.6.Supply and installation of DC systems.

1.1.7.Supply and installation of Back up battery.

1.1.8. Supply the equipments and the tests Instruments.

2. Nextcom's knowledge and experience in the field of implement


underground fiber Optics networks:

2.1. The Nextcom Company began its operations in the year 1992 in the building
of underground infrastructures. The field of underground infrastructures in the
group is the traditional field in which we started our operations, a field in which
we have been working for 16 years.

2.2. The variety of the projects in the field, the size of the projects, their
complexity and their size turned the Nextcom Company into the leading
company in Israel in the field of building underground infrastructures in
general and optic fiber infrastructures in particular.

2.3. Over the years Nextcom has carried out tens of large and complex fiber
infrastructure projects using the Turn Key method which included, amongst
others, the following activities:

2.3.1.Managing the project and taking responsibility for all the stages of the
project.

2.3.2.Characterizing the optimal solution required to implement the


requirements of the client and the project.

2.3.3.Preparing the work specifications for the project that including amongst
others – specifications of the excavation, specifications of the electronics
and electricity collects and cupboards, specification of the fibers
connection, specifications of the equipment (infrastructure and optic,
including specifications of the fibers), specification of the documentation,
etc.

2.4. Over the years Nextcom has carried out many tens of underground
infrastructure projects. Up until now Nextcom has carried out approximately
4,000 kilometers of underground fiber infrastructures for most of the
communication companies in Israel as well and most of the security and
institutional bodies in Israel. The following projects may be numbered amongst
the most recent projects that we have carried out:

2.5. Nextcom has experience of 10 years in the field of building optic fibers
infrastructures (connecting the fibers). The work of building fiber
infrastructures began as a completion activity to the work of building
underground infrastructures, with the growing demand for imbedding fibers in

the ground and with the need that came from the clients, to supply them with a
complete solution from end to end including carrying out the optic connection.

2.6. Nextcom has an assigned department (optic department) which only works in
the field of connecting the fiber networks, through which the group carries out
large and complex fiber projects for all the communication companies,
institutional bodies, and security bodies in the Israeli economy.

2.7. Within the framework of the optic department Nextcom carries out Turn Key
projects in the field of building fibers networks. These projects include all the
work stages required to build fibers networks including:

2.7.1.Characterization of the client's requirements and determining the


equipment required to implement the optic project including: types of
fibers, type of optic cable, types of closers, types of routing boards, types
of connectors, etc.

2.7.2.Carrying out the optic planning for the project while taking into account
the attenuation required, topological planning of the network, efficient
dispersion of the fibers and connections, the process of the cables, etc.,
and issuing an optic plan of the system.

2.7.3.Carrying out the optic work, welding the fibers using designated welding
machines.

2.7.4.Carrying out checks of the optic network using OTDR and Power Meter.

2.7.5.Documenting the optic network.

2.7.6.24/7/365 maintenance of the optic networks using patrol vehicles which


are equipped to handle optic problems.

2.8. All of Nextcom's optic work is carried using in-house abilities, in Nextcom's
optic department, using the company's employees and equipment that it owns.

2.9. Over the years Nextcom has carried out approximately 500,000 optic splices
closers and distribution cupboards for all the industry in Israel.

3. Nextcom's knowledge and experience in the field of implements


Communication Sits:

4. The main points of the technical specification:

4.1. Hereunder are the main points of the technical specification for implements the
fiber optic and sits civil works:

4.1.1.The optic cable that will be threaded between the main communication
sites (STM-64) would have 48 fibers according to the tender’s
specifications.

4.1.2.The optic cable that will be threaded between the main communication
sites and the secondary ones (STM-4) would have 8 fibers according to
the tender’s specifications.

4.1.3.The optic cable that will be threaded in side the HDPE pipes
40mm/32mm that will be threaded in Zamtel’s PVC piping which will
designate for the matter.

4.1.4.Any place there is no underground alignment and digging is necessary,


the responsibility of the digging will be Zamtel’s.

4.1.5.The closures that will be installed in the manhole willd be 3 Km apart


from each other, will be water and dust proof according to the tender’s
specifications.

4.1.6.Every optic cable will be installed on a designated patch panel that will
be installed in a 19” cabinet. A 48 fibers cable will be installed on a 48
fibers patch panel. An 8 fibers cable will be installed on a 12 fibers patch
panel. Every patch panel will be supplied with suiting trays, patch cords
and adaptors.

4.1.7.In any site an air condition has to be installed due to temperature


problems, one will be installed according to the client’s specifications.

4.1.8.In every main site a DC system will be installed that will convert the AC
voltage to a DC 48V voltage and will supply the energy consumption to
the SDH and WIMAX systems.

4.1.9.At every main site a accumulator system with 4 hours backing will be
installed.

4.1.10.Any place the client demands to install an emergency generator, one


will be installed that will supply the necessary energy for proper function
of the SDH and WIMAX systems.

5. The main points of the specification of the equipment that will be


supplied within the framework of the project:

5.1. Following is the specification of the types of equipment and the specifications
of the main equipment that will be supplied and installed within the framework
of the project:

5.1.1.Optic cable:

5.1.1.1.The optic cable that will be supplied within the framework of the
project will be optic cable of the Synergy Cable Company.

5.1.1.2.The Synergy Cable Company has been manufacturing cables


for 50 years while specializing in the manufacture of copper and
optic cables. The profile and Authorization of the Synergy Cable
Company can be found in Appendix A.

5.1.1.3.The cable that is offered is a cable that meets all the
requirements of the specification and all the standards required
for the manufacture of optic cables. In the initial offer by direct
burying.

5.1.1.4.The cable is of the Loose Tube type filled with gel. The cable
model is LDB-9-04x-12-D-ZPRP-GX. Specification of the cable
can be found in Appendix B.

5.1.2.HDPE piping:

5.1.2.1.The HDPE piping will be supplied through a factory that passed


the authorizations and the standardization to manufacture HDPE
pipes, and has the expertise to manufacture pipes such as those
intended for insertion in cable by blowing.

5.1.2.2.Pelad is a company that specializes in the field of manufacturing


piping and accessories from polyethylene with specialization in
the field of communications and agriculture. A profile of the Pelad
Company is attached in Appendix C.

5.1.2.3.The pipes we will be using in the project will be pipes made of


polyethylene (HDPE) with a circumference of 32 mm or 40 mm.
The pipes will be of the ratio circumference type 13.5 which are
intended to be buried using blowing, a specification of the pipe
can be found in Appendix D.

5.1.3.Closures for optics:

5.1.3.1.The closures that will be supplied in the project will be closures


manufactured by the Tyco Electronics Raychem Telcom
Company. The Tyco company is one of the largest closure
factories in the world with rich experience in the manufacture of
closures for optic fibers. A profile of the Tyco company can be
seen in Appendix E.

5.1.3.2.The closure that will be supplied within the framework of the


project is a closure that is intended for the installation of 24 fibers
of model – FOSC-400A4-24-1-NGV-F001, a specification of the
closure can be seen in Appendix F.

5.1.4.Optic patch panel, adapters and optic connectors:

5.1.4.1.The patch panels that will be supplied within the framework of
the project will be patch panels intended for installation in a 19"
cupboard, and with space for the installation of 24 connectors.

5.1.4.2.The said patch panel will have adapters connected to it, "pigtails
and connectors with a connector of the FC-PC type. A
specification of the patch panel, the adapters and connectors
can be seen in Appendix G.

5.1.5.Generators - AC Primary Power Supply - Appendix H

5.1.5.1.The Generator that we are proposing is 20KVA for all sits, for
the main site with the servers our proposal is 30KVA ,generator
Input AC mains voltage: 220V single phase and 380V three
phase ± 10 % variation. Frequency of the supply is 50 Hz ± 2.5
%.

5.1.5.2.The components are :

• Stand alone AC Distribution Board

• 500 liters daily service tank.

• Industrial type silencer and flexible bellows.

• Control Cubicles and alarms

• Menegment system

5.1.6.DC power supply and Back up Battery - Appendix I

5.1.6.1. Secondary Power supply

System Equipment that is proposed is stated and modular


(Hot pluggable) and is able to support up to twice the initial
capacity of the equipment supplied.

5.1.7.Air Condition: - Appendix J

5.1.7.1. General requirements

The air condition that we are proposing is suitable duplicated


split type air conditioning equipment whose cooling
capacities 1.5 HP for all sites an 2.5 HP for main site.

• Filtration type can be washable and reusable.

• Dust and grit 1 to 2 microns

• Efficiency: 90%

• CFC free materials which can be recycled

• Design and calculation of total cooling capacity

• The air conditioning equipment to be provided shall cater


for temperature and humidity requirements for the offered
equipment.

5.1.7.2. System Features

• Controls to be grouped in a centralized position.

• Adjustable air control to permit air deflection with


variation.

• Automatic even temperature thermostat sense


temperature variations and switch ‘on’ or ‘off’ to maintain
desired temperature level.

5.1.7.3. Room temperature display

• Operation in automatic mode is 1+1 with weekly


changeover

• Automatic changeover on operating unit failure

• Remote alarm indication

• Sound insulation to reduce noise and vibrations.

5.1.8.Tests Instruments: - Appendix K

5.1.8.1.The tests instruments include the following equipments:

• OTDR

• Stabilized light source

• STM-N analyzer

• Optical Portable power meter

• Optical portable telephone

• GHz Oscilloscope

• Fusion splicing machine

• Fibre optic cleaver

• Optical Variable Attenuator

• Special/Maintenance tool kit

6. Testing (ATP) and documentation of the project:

6.1. The level of the checks and the documentation of the project will be divided
into 2 components as detailed hereunder:

6.1.1.Checks and documentation of the optic network.

6.1.2.Documentation checks of the receipt including results of the check of


the optic network.

6.2. Documentation of the optic network will be carried out "by Autocard" in the
form of a "Moxplan" map. The said documentation will include the types of
cables to be buried, the quantity of the fibers in each and every cable, the
method of connecting each cable to a cable at the level of the pipes and the
fibers, a wiring diagram of the fibers in every closer and a diagram of the wiring
of the fibers in every patch panel. In Appendix L attached there is a sample of
an As made map of the underground network.

6.3. Documentation of the optic checks will be made together with the checks, as a
rule three main checks will be made of the optic network, an attenuation check
of the "splice", a check that will be made when the "splice" is being made, an
OTDR check, in accordance with the specification that the client requests and
a Power Meter check, documentation of these checks will be made suing a
checks report that will be issued upon their completion, in addition all the
documentation will include a printout from the OTDR which presents the graph
and the results of the check. In Appendix M attached there is a sample of the
method of documentation of the optic tests.
