Decommissioning IPF
(MOC) is required prior to decommissioning. Following cases are considered: 1) Decommissioning of an IPF ( single or several loops) MOC review should consider the impact of the decommissioning on the process risk as whole. The IPF should remain in service until hazard and risk analysis determines that the IPF is not required for risk reduction or for other operational purposes. Hazop Analysis report shall be made available. Examples:

Permanent bypasses due to equipment / line removed from process. Change in the process such that inherently safer process eliminating the hazardous situation that the IPF was designed to address.
2) Decommissioning of an entire IPS: In case where an entire IPS is being decommissioned due to process change or platform abandonment due to production depletion , the IPFs should be assessed collectively and individually to determine any collateral impact to process operations. When such IPFs are discovered and their continued operation deemed necessary, they should be maintained in another appropriate location such as BPCS or relay system etc . Example:

Jacket abandonment section of the process or skid decommissioned as a part of process change(if it has its own independent IPS system).
In case where an older or obsolete IPS is being replaced with a new system and there is no intent to modify the functionality( Process plant remain the same), a procedure with mitigation plan should be provided to assure the existing IPS is removed from the service to minimize the confusion during the interim period. Timings of Decommissioning: Appropriate timing for decommissioning of an IPF loops / IPS or replacement to a new system is the yearly major turnaround periods with a minimum duration of 5-7 days.
Documents updation: CEM shall be updated upon decommissioning of IPF loops. Appropriate O&M, vendor documents training manuals ,Equipment layout drawings shall be updated. Training : Appropriate opeartion and maintenance training shall be provided when an older IPS system is replaced with a new IPS system.
