Agencies of employee welfare:

1. Central Government:The central government has made elaborate provision on


the health, safety and welfare of workers under The factories Act, 1948, and
mines Act, 1952.these Acts, provided for canteens, creches, shelters, rest rooms,
lunch rooms, washing facilities etc. They also regulate the age of Employee,
hours of work make, and also provision for the appointment of laboure welfare
officers, The state governments have been empowered to prescribe duties,
qualification and condition of service of these welfare officers. Statutory welfare
funds have been set up in important industries and mines to provide games,
housing, hospitalization educational, maternity child care and recreational
facilities. Similar facilities are provided under the plantation Labour Act, 1951.
and motor transport workers Act.
2. State Government:Government in different states and union territories provide
welfare facilities to workers. Many of them run health and family planning
centers. Centers for Education, vocational guidance, recreation and training of
workers, and the other welfare centers. The importance of such centers cannot be
over. Emphasized in a country like India where the workers themselves are unable
to procure such facilities. However, The number of these centers is inadequate.
They do not have sufficiency funds and dedicated and trained staff at their
disposal. State Government prescribe rules for the welfare of workers and ensure
compliance with the provisions under various labour laws.
3. Employers:Until recently employers in India did little for the welfare of workers
barring a few exceptions. “The employers in general looked upon welfare work as
fruitless and barren though some of them indeed had done pionnering work” but
the situation has consider improved since then they take interest in welfare work
both voluntarily and under statutory provisions.
4. Trade unions:In India trade unions have done little for the welfare of workers.
but a few sound and strong unions have been the pioneers in this respect. they are
the Ahmadabad textile labour association and and the Mazdoor sabha, of
Kanpur and the indian federation of labour provide the following welfare
facilities.
