Is Homelessness in Rhode Island a Fixable Problem?


The Problem:
Rhode Island is currently experiencing the highest level of homelessness in the state’s history:
 33% increase in monthly shelter use from 2009-20011
 53% are homeless for the very first time

The Solution: Supportive Housing


Supportive Housing is….
 Permanent, low income subsidized housing with rent adjusted based on occupant’s salary
 A cost-effective solution to homelessness that saves taxpayer’s money.
 An effective solution to homelessness that combines a physical home with supportive services

“Supportive housing is a nationally tested approach to permanently


break the cycle of homelessness by providing
the chronically homeless with affordable housing and the wrap-around
services that will allow them to live
independent, stable and productive lives.”

Why Is Supportive Housing Effective?


 Supportive Housing Programs offer services beyond a physical living space.
 Occupants are given expert medical care, educational and occupational training,
addiction recovery programs and counseling services to help them live productive
lives in their communities.
 Implementing supportive housing units significantly decreases the likelihood of
criminal activity and incarceration among the homeless population
 The first Supportive Housing program in RI produced a 90% success rate and a cost
savings of $7,946 per person previously homeless.
