The Meaning Of Devilish Insinuation1

By Abi Nasar Muhammad Ibn Abdillah Al-Imaam [May Allâh preserve him]

The satanic whispering has a variety of meanings; here are some of its meanings
in the following:

The First: Calling to evil and responding to evil. Allâh the Most High informs
us with what the Shaitân [i.e., Satan] says to his soldiers and his followers on a
day when the falsifiers will be disappointed:

$tΒuρ ( öΝà6çFøn=÷zr'sù ö/ä3›?‰tãuρuρ Èd,ptø:$# y‰ôãuρ öΝà2y‰tãuρ ©!$# χÎ) ãøΒF{$# z©ÅÓè% $£ϑs9 ß⎯≈sÜø‹¤±9$# tΑ$s%uρ ®

!$¨Β ( Νà6|¡àΡr& (#þθãΒθä9uρ ’ÎΤθãΒθè=s? Ÿξsù ( ’Í< óΟçGö6yftGó™$$sù ÷Λälè?öθtãyŠ βr& HωÎ) ?⎯≈sÜù=ß™ ⎯ÏiΒ Νä3ø‹n=tæ u’Í< tβ%x.

〈2 ∩⊄⊄∪ (  †ÅÎóÇßϑÎ/ ΟçFΡr& !$tΒuρ öΝà6ÅzÎóÇßϑÎ/ O$tΡr&

“And Shaitân [Satan] will say when the matter has been decided: Verily, Allâh promised
you a promise of truth. And I too promised you, but I betrayed you. I had no authority
over you except that I called you and, you responded to me. So blame me not, but blame
yourselves. I cannot help you, nor can you help me.”

〈3 ∩⊄⊇∪ ÎÏè¡¡9$# É>#x‹tã 4’n<Î) öΝèδθããô‰tƒ ß⎯≈sÜø‹¤±9$#


And when it is said to them: "Follow that which Allâh has sent down", they say: "Nay, we
shall follow that which we found our fathers [following]." [Would they do so] even if
Shaitân [Satan] invites them to the torment of the Fire.

Al-Qurtubi mentioned in his book “Al-Jaami As-Sahih Li Ahkaamil Qur’ân”[9/234] of the


saying of the Almighty:

〈 ∩⊄⊄∪ ’Í<Ÿ óΟçGö6yftGó™$$sù ÷Λälè?öθtãyŠ βr& HωÎ) ®

“…except that I called you and, you responded to me”.

This exception means: “…But I called you with evil whispering and you
responded to me out of your own choice”.

The Second: Beautifying evil to his followers and hindering them from the path
of Allâh. Allâh the Most High said:

〈4 ∩⊄⊆∪ tβρ߉tGôγtƒ Ÿω ôΜßγsù È≅‹Î6¡¡9$# Ç⎯tã öΝè䣉|Ásù öΝßγn=≈yϑôãr& ß⎯≈sÜø‹¤±9$# ãΝßγs9 z⎯−ƒy—uρ ®
“And Shaitân [Satan] has made their deeds fair-seeming to them, and has barred them from

Ibn Atiyyah said in his interpretation of this verse: “Shaitân has made their
deeds fair-seeming to them with whispering, deceitfulness, and by beautifying
the acceptance of these falsehoods indirectly”.

The Third: He promised them with false aspirations and overweening


ambitions: Allâh the Almighty stated in His Glorious Book regarding what
Shaitân does with mankind:

〈5 ∩⊇⊄⊃∪ #·‘ρáäî ωÎ) ß⎯≈sÜø‹¤±9$# ãΝèδ߉Ïètƒ $tΒuρ ( öΝÍκÏiΨyϑãƒuρ öΝèδ߉Ïètƒ ®


“He [Shaitân [Satan]] makes promises to them, and arouses in them false desires; and
Shaitân’s [Satan] promises are nothing but deceptions.”

And He the Almighty said:

«!$$Î/ Νä.§xîuρ «!$# âö∆r& u™!%y` 4©®Lym ’ÎΤ$tΒF{$# ãΝä3ø?§xîuρ óΟçGö;s?ö‘$#uρ ÷Λä⎢óÁ−/ts?uρ öΝä3|¡àΡr& óΟçG⊥tGsù ö/ä3¨ΖÅ3≈s9uρ ®

〈6 ∩⊇⊆∪ â‘ρãtóø9$#

“But you led yourselves into temptations, you looked forward for our destruction; you
doubted [in Faith] and you were deceived by false desires, till the Command of Allâh came
to pass. And the chief deceiver [Satan] deceived you in respect of Allâh.”

And Allâh the Most High also stated what Shaitân did to our father Adam 
and our mother Hawwâ [i.e., Eve]:

“So he misled them with deception”.

And He the Most High said about the Shayâtîn [i.e., Devils] from among the
jinn and men:

t∃ã÷zã— <Ù÷èt/ 4’n<Î) öΝßγàÒ÷èt/ ©ÇrθムÇd⎯Éfø9$#uρ ħΡM}$# t⎦⎫ÏÜ≈u‹x© #xρ߉tã @c©É<tΡ Èe≅ä3Ï9 $oΨù=yèy_ y7Ï9≡x‹x.uρ ®

〈8 ∩⊇⊇⊄∪ šχρçtIøtƒ $tΒuρ öΝèδö‘x‹sù ( çνθè=yèsù $tΒ 7

“And so We have appointed for every Prophet enemies - Shayâtîn [devils] among mankind
and jinn, inspiring one another with adorned speech as a delusion [or by way of deception].
If your Lord had so willed, they would not have done it; so leave them alone with their
fabrications”. [Tafsir Qurtubi]

How many victims fell in to the trap of Shaitân, due to their overweening-
ambitions with his deception!

The Fourth: The command with obeying him and following his path. Allâh the
Most High said:

〈9 ∩⊄⊃∇∪ ×⎦⎫Î7•Β Aρ߉tã öΝà6s9 …絯ΡÎ) 4 Ç⎯≈sÜø‹¤±9$# ÅV≡uθäÜäz (#θãèÎ6®Ks? Ÿωuρ ®

“…And follow not the footsteps of Shaitân [Satan]. Verily! He is to you a plain enemy”.

“…Follow not the footsteps of Shaitân [Satan]. Verily, he is to you an open enemy. He
[Shaitân [Satan]] commands you only what is evil and Fahshâ [sinful], and that you should
say against Allâh what you know not”.

Also, He the Almighty stated in His Glorious Book informing us about the
oath taken by the Shaitân in His saying:

šYù=yz χçÉitóãŠn=sù öΝåκ¨Ξzß∆Uψuρ ÉΟ≈yè÷ΡF{$# šχ#sŒ#u™ £⎯à6ÏnGu;ã‹n=sù öΝßγ¯ΡtãΒUψuρ öΝßγ¨ΨtÏiΨtΒ_{uρ öΝßγ¨Ψ¯=ÅÊ_{uρ ®

〈11 ∩⊇⊇®∪ $YΨÎ6•Β $ZΡ#tó¡äz tÅ¡yz ô‰s)sù «!$# Âχρߊ ⎯ÏiΒ $wŠÏ9uρ z⎯≈sÜø‹¤±9$# É‹Ï‚−Ftƒ ⎯tΒuρ 4 «!$#

“Verily, I will mislead them, and surely, I will arouse in them false desires; and certainly, I
will order them to slit the ears of cattle, and indeed I will order them to change the nature
created by Allâh." And whoever takes Shaitân [Satan] as a Walî [protector or helper]
instead of Allâh, has surely suffered a manifest loss”.

And Allâh the Almighty stated about the Jews saying:

(#ρãxx. š⎥⎫ÏÜ≈u‹¤±9$# £⎯Å3≈s9uρ ß⎯≈yϑø‹n=ß™ txŸ2 $tΒuρ ( z⎯≈yϑø‹n=ß™ Å7ù=ãΒ 4’n?tã ß⎦⎫ÏÜ≈u‹¤±9$# (#θè=÷Gs? $tΒ (#θãèt7¨?$#uρ ®

〈12 ∩⊇⊃⊄∪

“And they followed what the Shayâtîn [devils] gave out [falsely of the magic] in the lifetime
of Sulaimân [Solomon]. Sulaimân did not disbelieve, but the Shayâtîn [devils] disbelieved”.

And He the Most High says:

〈13 ∩⊇⊄⊇∪ tβθä.Îô³çRmQ öΝä3¯ΡÎ) öΝèδθßϑçG÷èsÛr& ÷βÎ)uρ ( öΝä.θä9ω≈yfã‹Ï9 óΟÎγÍ←!$u‹Ï9÷ρr& #’n<Î) tβθãmθã‹s9 š⎥⎫ÏÜ≈u‹¤±9$# ¨βÎ)uρ ®

“And certainly, the Shayâtîn [devils] do inspire their friends [from mankind] to dispute
with you, and if you obey them [by making Al-Maitah [a dead animal] legal by eating it],
then you would indeed be Mushrikûn [polytheists]; [because they [devils and their friends]
made lawful to you to eat that which Allâh has made unlawful to eat and you obeyed them
by considering it lawful to eat, and by doing so you worshipped them; and to worship
others besides Allâh is polytheism]”.

Al-Qurtubi stated in his Tafsir “Al-Jaami Li-Ahkaamil Qur’ân” [7/51] that this
verse means “They whisper to them and throw in their hearts the whims to

The Fifth: He threatens and terrorize so that he would be feared and be
obeyed he and his soldiers. Allâh the Almighty said:

〈14 ∩⊇∠∈∪ t⎦⎫ÏΖÏΒ÷σ•Β Λä⎢Ζä. βÎ) Èβθèù%s{uρ öΝèδθèù$y‚s? Ÿξsù …çνu™!$uŠÏ9÷ρr& ß∃Èhθsƒä† ß⎯≈sÜø‹¤±9$# ãΝä3Ï9≡sŒ $yϑ¯ΡÎ) ®

“It is only Shaitân [Satan] that suggests to you the fear of his Auliyâ' [supporters and
friends [polytheists, disbelievers in the Oneness of Allâh and in His Messenger,
Muhammad [peace be upon him]]] so fear them not, but fear Me, if you are [true]
believers”.

Ibn Taymiyyah said as it is mentioned in “Majmoo Fatawa” [17/524] clarifying


the meaning of this verse. “His soldiers terrify you with the terrifying
whispering which he throws in your hearts”

And Allâh the Almighty stated:

ììÅ™≡uρ ª!$#uρ 3 WξôÒsùuρ çµ÷ΖÏiΒ ZοtÏøó¨Β Νä.߉Ïètƒ ª!$#uρ ( Ï™!$t±ósxø9$$Î/ Νà2ããΒù'tƒuρ tø)xø9$# ãΝä.߉Ïètƒ ß⎯≈sÜø‹¤±9$# ®

〈15 ∩⊄∉∇∪ ÒΟŠÎ=tæ

“Shaitân [Satan] threatens you with poverty and orders you to commit Fahshâ [evil deeds,
illegal sexual intercourse, sins]; whereas Allâh promises you Forgiveness from Himself and
Bounty, and Allâh is All-Sufficient for His creatures' needs, All-Knower”.

The consensus of the interpreters agreed that the meaning of “‫ﻛﹸﻢ‬‫ﻌﺪ‬ ‫ﻳ‬” which
means [he promises you] in this verse, it means “He threatens you”

The prominent scholar Ibn Qayyim said in his book “Tareeq Al-Hijratain wa
Baab As-Sa’aadatain” [page: 554] after mentioning that the meaning of promise
in this verse is “Terrify”: [And this is what the consensus of the interpreters
agreed upon that the meaning of “Fahshâ” is stinginess and this is his
[Shaitân’s] promise and this is his command]. I said: “The verse includes all
kinds of sin and stinginess is the first kind of sin intended in this verse as you
can tell from the context of the verse”.

The Sixth: The enticement of Shaitân and his lure against them, Allâh the Most
High said:

4’n?øΒr&ρu öΝßγs9 tΑ§θy™ ß⎯≈sÜø‹¤±9$#   ”y‰ßγø9$# ÞΟßγs9 t⎦¨⎫t7s? $tΒ Ï‰÷èt/ .⎯ÏiΒ ΟÏδÌ≈t/÷Šr& #’n?tã (#ρ‘‰s?ö‘$# š⎥⎪Ï%©!$# ¨βÎ) ®

〈16 ∩⊄∈∪ óΟßγs9

“Verily, those who have turned back [have apostatized] as disbelievers after the guidance
has been manifested to them - Shaitân [Satan] has beautified for them [their false hopes],
and [Allâh] prolonged their term [age]”.

The common meaning of “‫ﻢ‬ ‫ﻝ ﹶﻟﻬ‬


‫ﻮ ﹶ‬ ‫ﺳ‬ ” according to the interpreters is: “He
beautified for them evil deeds and sins”. Ash-Shawkaani and other interpreters
added: “He eases for them the path of committing those sins”. And [Imlaa]

The Seventh: The Rijz of Shaitân [evil suggestions]: Allâh the Most High said:

ö/ä3Ζtã |=Ïδõ‹ãƒuρ ⎯ϵÎ/ Νä.tÎdγsÜã‹Ïj9 [™!$tΒ Ï™!$yϑ¡¡9$# z⎯ÏiΒ Νä3ø‹n=tæ ãΑÍi”t∴ãƒuρ çµ÷ΨÏiΒ ZπuΖtΒr& }¨$yè‘Ζ9$# ãΝä3ŠÏe±tóムøŒÎ) ®

〈17 ∩⊇⊇∪ tΠ#y‰ø%F{$# ϵÎ/ |MÎm7sWãƒuρ öΝà6Î/θè=è% 4’?n tã xÝÎ/÷zÏ9uρ Ç⎯≈sÜø‹¤±9$# t“ô_Í‘

“ [Remember] when He covered you with a slumber as a security from Him, and He caused
water [rain] to descend on you from the sky, to clean you thereby and to remove from you
the Rijz [whispering, evil-suggestions] of Shaitân [Satan], and to strengthen your hearts,
and make your feet firm thereby.”

Abu Hayyan said in “Bahril-Muheet” [5\283] while explaining the meaning of


the “Rijz of the devil”: “It means: he punishes you with his evil whispering, and
the word Rijz means “punishment” and others said it means: “his plots and his
whisper” and this is what a lot of interpreters said regarding the meaning of
Rijz.

The Eighth: Stumbling and Backsliding:

ô‰s)s9uρ ( (#θç7|¡x. $tΒ ÇÙ÷èt7Î/ ß⎯≈sÜø‹¤±9$# ãΝßγ©9u”tIó™$# $yϑ¯ΡÎ) Èβ$yèôϑpgø:$# ‘s)tGø9$# tΠöθtƒ öΝä3ΖÏΒ (#öθ©9uθs? t⎦⎪Ï%©!$# ¨βÎ) ®

〈18 ∩⊇∈∈∪ ÒΟŠÎ=ym î‘θàxî ©!$# ¨βÎ) 3 öΝåκ÷]tã ª!$# $xtã

“Those of you who turned back on the day the two hosts met [i.e. the battle of Uhud], it
was Shaitân [Satan] who caused them to backslide [run away from the battlefield] because
of some [sins] they had earned. But Allâh, indeed, has forgiven them. Surely, Allâh is Oft-

Ibn Atiyyah stated in his Tafsir: [3\387] [the meaning of [Istazallah] he made
them demean them-selves by falling into error as this is the prerequisite of his
whispering and threatening. But, as for His saying the Almighty “because of
some sins they had held” [the consensus of the interpreters are on the opinion
that, they have committed some sins that gave Shaitân the access to cause them
to backslide…..]

The Ninth: Al-Mass [Devilish touch].

〈19 ∩⊄⊃⊇∪ tβρçÅÇö7•Β Νèδ #sŒÎ*sù (#ρã2x‹s? Ç⎯≈sÜø‹¤±9$# z⎯ÏiΒ ×#Íׯ≈sÛ öΝåκ¡¦tΒ #sŒÎ) (#öθs)¨?$# š⎥⎪Ï%©!$# χÎ) ®

“Verily, those who are Al-Muttaqûn (the pious - see V.2:2), when an evil thought comes to
them from Shaitân (Satan), they remember (Allâh), and (indeed) they then see (aright)”.

The scholars have different opinion regarding the devilish touch in this verse.
Some of them said it means: “evil thought [as it is mentioned in the translated
text] and some of them said: “It is insanity”. But most of the interpreters are
on the opinion that the devilish touch means the evil thought which Shaitân
throws in to the heart of the believers in order to make them forget some of
what they are commanded with, and to commit what there are prohibited from,
but then the believers remember immediately what they are commanded with
and prohibited from and indeed they then see aright with an insight [that is
based on Qur’ân and Sunnah] that enables them to see the truth and turn to it
after being whispered by the devil and not with a mere sight.

O my dear brother who reads this letter! After listing these meanings of the
devilish whispering which he throws in to the hearts of the slaves especially the

Shaitân is striving hard to disturb the believers in their faith with all kinds of
whisper, sometimes he beautifies evil to them and make good ugly to them, and
sometimes he makes them forget the good and reminds them with evil, and
sometimes he threatens them so that they will not remain upon good, and
sometimes he creates doubts, sorrow and delusions that put them in to a
bewildering state, they cannot differentiate between right and wrong.

We also understand that, the whispering of the devil is not restricted to just
corrupting the believers to fall in to some sins or keeping them away from
some good deeds, rather; it is a general whispering to blasphemy, licentiousness
and sins and this is known from the previous verses that clarify the meaning of
whispering and its consequences.

Also it is understood from the variety of the satanic whisper that, he is trying
to get access to the believing folks easily. This is because the believer may know
the plots of Shaitân from one direction or the other that makes him take
precaution for himself not to allow Shaitân to come to him from those
direction, but Shaitân will however come to him with delusions from a
direction that he is familiar with and if he did not perceive he will end up falling
into his trap, except for those fortunate ones whom Allâh the Almighty
granted protection and fortification. And there is no might or power except
with Allâh.
