IN PUBLIC SECTOR

INTRODUCTION TO PUBLIC SECTOR

The part of the economy concerned with providing


basic government services. The composition of the
public sector varies by country, but in most countries
the public sector includes such services as the police,
military, public roads, public transit, primary education
and healthcare for the poor.
What is perception?

Perception is the process by which an organism


attains awareness or understanding of its
environment by organizing and interpreting
sensory information. All perception involves
signals in the nervous system, which in turn
result from physical stimulation of the sense
organs. Perception is not the passive receipt of
these signals, but can be shaped by learning, by
memory and expectation.
Perception training
Complex perceptions like voice recognition or
discrimination of similar sound sequences need
experience and can generally be trained. Complex
perceptions are often multi sensory perceptions.
Example: To distinguish between a real apple and fake
the subject needs to touch or to smell it, because visual
inspection may be insufficient.
Depending on previous experience with similar
situations the subject will decide which strategy to use.
The functions of public sector training

 To organize seminars and workshops for the exchange of


ideas and experiences in the field of public sector
auditing.
 To establish committees to study specific subjects and
submit proposals and recommendations regarding them.
 To encourage and to promote research and publication of
articles in relation to training.
 To act in collaboration with other organizations with
similar aims and objectives to facilitate the achievement
of the objectives.
Objectives of Public Sector training

I. To promote rapid economic development by filing critical gaps in the industrial


structure
II. To provide basic infra-structural facilities for the growth of the economy;
III. To undertake economic activity strategically important for the growth of the
country;
IV. To achieve balanced regional development and dispersal of economic activity;
V. To reduce disparities in income;
VI. To avoid concentration of economic power in a few hands;
VII. To exercise social control and regulation of long-term finance through public
financial institutions;
VIII.To control over sensitive areas
IX. To enhance the employment opportunities
MOST IMPORTANT DEFECT IN THE
PUBLIC SECTOR

(i) LACK OF PROFESSIONAL MANAGEMENT;


(ii)LACK OF AUTONOMY FOR THE MANGERS OF
UNDERTAKINGS;
(iii)APPOINTMENT FOR SURPLUS LABOUR;
(iv)OVER STOCKING OF INVENTORIES;
(v) UNPRODUCTIVE EXPENDITURES;
(vi) NEGLECT IN MAINTENANCE OF EQUIPMENT;
(vii) TAKING OVER THE BURDEN OF SICK
INDUSTRIES;
(viii) UNECONOMIC PRICING OF PRODUCTS; AND
(ix) LACK OF ORGANIC LINKAGES BETWEEN THE
BIG PLANTS AND SMALL INDUSTRIES.
Effective Public Sector Training

We know that the public sector has unique requirements


when it comes to training, developing and equipping your
people to deliver services appropriate for improve
performance.
 
Govt. understand and share people desire to deliver the
best, most effective and inclusive services, and work in
partnership with people to ensure that people receive
learning which is relevant, engaging, motivational, and
most importantly, leads to measurable and sustainable
performance improvements.

 Who delivers current public sector or other real estate


training that your staff attends or is considering attending?
 What method are used to deliver the current training? Which
method does your staff prefer?
 How would you rate the quality of the training currently
available from 1 (lowest) to 5 (highest) and the reason for
this rating?
 How would you rate the return on investment to your
organization of the training currently available from 1
(lowest) to 5 (highest) and what are the reason for this
rating?
 Who approves training in your organization and what is the
process for getting approval to attend a class?
