    Dear Commissioners,

    On Wednesday, we received the attached letter from the Deepwater Horizon Study Group,
    headed by Professor Robert Bea, Ph.D. of the University of California, Berkeley. The letter
    comments on the Commission staff’s preliminary conclusions presented at the hearings on
    November 8-9, 2010.

    As you will see, with a few minor exceptions, the Deepwater Horizon Study Group in Appendix A
    to the attached agrees with (and then elaborates on) our technical and managerial
    conclusions. We thought the Study Group’s letter would be of interest to the Commission as it
    considers its own conclusions.
