StartingNovember15,2010,PublicUtilityBuses(CityorProvincial)shallbecoveredundertheUnifiedVehicularVolume
ReductionProgram(UVVRP)from7:00A.M.to7:00P.M.
2.Willtherebe"WindowHour"forBuses?
Therewillnotbeany"WindowHour"forBuses.Thus,NumberCodingshallbestrictlyimposedtothemfrom7:00A.M.7:00
P.M.
3.WhoareautomaticallyexemptedfromtheUnifiedVehicularVolumeReductionProgram(UVVRP)orNumberCoding
Scheme?
ThefollowingareautomaticallyexemptedfromtheUVVRP:
a.DOTaccreditedtourismvehiclesmarkedassuch.
b.Cargotrucksandotherheavyvehicles,whetheremptyorloaded,asdefinedinSection2ofMMCOrdinanceNo.7804,
asamended,shallcontinuetobecoveredbyMMAOrdinanceNo.5,Seriesof1994governingTruckBan.
c.Ambulance,firetrucks,policepatrolcars,militaryvehicleswithpermanentmarkingindicatingvehiclesas
such.Ambulanceandfiretruckswhichareprivatelyownedandproperlymarkedassuchshalllikewisebeexempted.
d.Vehiclescommandeeredbythegovernmentdirectedbyapersoninauthorityorhisagent/orbyamedicalpractitionerfor
militaryrelieforemergencypurposes.
e.Vehiclescarryingperson/sneedingimmediatemedicalattention.
f.Diplomaticvehicleswithdiplomaticplates.
g.MMDAaccreditedtowtrucksprovidedthattheaccreditationpapersmustbecarriedandreadyforpresentationupon
request.
h.GovernmentvehicleswithgovernmentplatesorappropriateLTOstickerswithpermanentmarkingsexpresslyshowing
thenameofgovernmentagencyoroffice,includingthosevehiclesofMembersofCongresswithofficiallyissuedLTO
protocolplatesandbeingutilizedintheperformanceoftheirfunctions.
i.MMDAaccreditedtowtrucksprovidedthattheaccreditationpapersmustbecarriedandreadyforpresentationupon
request.
j.Vehiclesdeliveringperishablegoodsincommercialquantity.
k.MotorcyclespursuanttoMMDAMemorandumCircularNo.96005B(1998)

4.Whoarethosewhostillneedtoapplyforexemption?
TheMMDAshallissueexemptioncertificatesandconductpassesinaccordancewithMMDARegulationNo.96005,as
amended,MMDARegulation98006A,andMMDARegulation10001,tothefollowingvehicles:
a.Dulyenfranchisedschoolbuses,includingschoolbuseswithprovisionalauthoritybytheLandTransportationFranchising
RegulatoryBoard(LTFRB),withappropriateLTOstickersandmarkings.Companybuses/shuttleserviceferrying
employeesforfreeandwithappropriateLTOstickersandmarkingsarealsoexempted.
b.Officialmediavehicleswithcorrespondingmarkingsshowingname/logoofthemediafirmanddulyregisteredunderthe
saidfirmasevidencedbyvalidregistrationpapers.Privatelyownedvehiclesbeingusedbymediapersonalitiesonofficial
dutiesasattestedbytheconcernededitor/publisher/stationmanager,areexemptedprovidedthatthewrittenauthority
aforementionediscarriedandreadyforpresentationuponrequest.Asignboard,indicatingthemediaestablishment
represented,shalllikewisebeconspicuouslydisplayedonthevehicle.
c.Vehiclesusedbymedicalpractitionersinanemergency.
d.Vehiclesonamissiontocarryreliefgoodstoidentifiedcalamityorhighlydepressedareas.
e.Vehiclescarryingperson/sneedingimmediatemedicalattention.
f.Diplomaticvehicleswithdiplomaticplates.
g.MMDAaccreditedtowtrucksprovidedthattheaccreditationpapersmustbecarriedandreadyforpresentationupon
request.
AllUVVRPexemptionsandtruckbanconductpassesgrantedunderthissectionshallnotincludeauthoritytousetheEpifanio
DelosSantosAvenue(EDSA).
PursuanttoMMDARegulationNo.98006A,conductpassesshallbegrantedtothefollowingonalimitedbasis:
i.Heavyvehiclesdeliveringpetroleumproducts,
ii.Heavyvehiclesundertakinginternationalmessengerialservices,
iii.Heavyvehiclesutilizedasgarbagetrucks,
iv.Emergencyheavyvehiclesofpowerandwatercompanies,
v.HeavyvehiclesbeingutilizedbythegovernmentintheconstructionofflagshipprojectsasidentifiedbytheMMDAand
subjecttotheissuanceofavalidcertificationandtrippassbythegovernmentauthorityconcernedsuchastheDPWH,
DOTC,LGUs,PEA,atal.
vi.Heavyvehiclescarryingperishablegoodsincommercialquantity.
TheChairmanofMMDAmaygrantadditionaltemporaryexemptionspursuanttoexistingregulationsbasedonhighly
exceptionalcircumstances.
Exemptioncertificateswhichwerepreviouslyissuedbutarenolongercoveredbyexemptionsenumeratedunderthiscircularare
herebyrevokedaccordingly.
