Loop completes full circle

A new crossing loop in Moorabool Shire will help to


deliver a more reliable train service for passengers on
the Ballarat line.
The installation of the Rowsley crossing loop has
reduced the distance between existing loops at Parwan
and Bank Box, and gives trains the flexibility to make

up time between these points.


Minister for Public Transport, Jacinta Allan visited the
new crossing loop last week to mark the completion of
the project.
This will help to deliver more reliable services for
passengers on the Ballarat line by enabling trains to
make up time from unexpected delays, she said.

The realities
of a refugee
Ballan residents are being
asked to live like a refugee.
A local group will this
month be host to an event
that will further educate the
community on life in a refugee camp.
Group member Rob Leslie
said the group had been
meeting regularly in the
hope of supporting and welcoming refugee families to
the area.
We think Ballan has a lot
to offer refugees, he said.

We also, recognise, however, that the aim of actually


having refugee families settle in Ballan is a long term
one. It may take some time.
The event, held in conjunction with National Refugee
Week and titled Refugee Realities, will include a simple
meal similar to that eaten
by Syrian families living in
refugee camps across Turkey
and Greece.

Rotary history binded

The Rotary Club of Bacchus
Marsh is the star of a new
picture book.
Local resident and Rotary
member, Geoffrey Camm
has compiled the clubs history from the past two decades and published it in a
contemporary-style photo
book.
Mr Camm said the book focused on the years between
1995 and 2015, as nothing
had been documented over
that time.
There was history written up over three separate
books, but only until 1995.
Nothing had been created
since, so I decided to create
the book with lots of photographs, which is quite attractive and very good to read,
he said.
It covers most aspects of
Rotary; from fellowship club
services to local, community
and international projects.
Mr Camm said he believed
a lot of people still didnt understand the extent of what
the local Rotary Club did for
the community.

realise is that Rotary is more
than just old men and sausage sizzles. We have young
people and females; and a

member of the Rotary Club
of Bacchus Marsh for around

15-years, said he thoroughly enjoyed putting together


the project, which was published last month.
It took six months to complete, but it was helpful that
I had been involved for most
of that 20-year period because it meant I had a greater
understanding of it all, he
said.
I have always loved being
a member, it is just really

great. Im part of the club


strongly for fellowship reasons, but also so I can serve
the community. When you
feel grateful for being alive,
its good to be able to do
things for other people.
The Rotary Club of Bacchus Marsh 1995 2015 is

Community organisations in Moorabool Shire have received


over $11,000 in funding.
Bacchus Marsh Community Radio Group (Apple FM),
Friends of the Werribee Gorge and Long Forest Mallee, and
Lady Northcote Association were successful in receiving a
share in a $20 million Volunteer Grants Program.
Member for Ballarat, Catherine King announced the three
local recipients during an interview on Apple FM last week.
These grants recognise the valuable roles volunteers play,
she said.
Volunteering has a strong presence throughout the
Moorabool Shire, whether it be helping out with local
sporting teams and land care groups, responding to natural
disasters and emergencies, or helping local charities support
some of our most disadvantaged people.
Bacchus Marsh Community Radio Group will receive $4,300
to help them continue providing a radio service for Bacchus
Marsh and district, whilst Friends of Werribee Gorge and
Long Forest Mallee will receive $2,160 for power tools and
equipment.
Lady Northcote Association will be awarded a $5,000 grant,
which will fund computer equipment, reimbursement of
fuel cost and first aid safety.
The total of grants awarded under the recent program in
The Moorabool Shire is $11,460.

Picnics to inspire

If there were ever a place to find artistic inspiration itd be at the Moorabool
Reservoir Lodge.

On the third Saturday of each month,


the Wombat Regional Arts Network
is host to an Inspiration Picnic at the
historic venue, which overlooks the
Moorabool River and is surrounded
by charming gardens.
Wombat secretary Sarah Peckham
said the idea was to invite anyone
with an artistic flair to a three to four
hour creative splurge.

The picnics started in January and


they have since taken off in a really big
way. We basically decided to have a
lets just do something together kind
of day, so we booked the Moorabool
Reservoir Lodge knowing how beautiful it is, and it just went from there,
she said.

There were 18 of us who met at 10am


in the morning and had decided that
we would hold a meeting in the afternoon to discuss ideas for 2016. After
sharing food and creative ideas all
morning, someone suggested we do
it every month and the answer was a
unanimous yes.
Ms Peckham said each month those
interested brought their own creative
utensils, along with food and drink,
and plonked themselves on the table to share in both food and creative
interests.

were able to sit outside and enjoy both


the sun and the shade, however now
that it is getting colder, we are encouraging people to bring firewood
so we can get the old fireplace up and
running. It is great because the inside
space is big enough for everyone.
I honestly cant tell you how lovely
it is. It is just the most relaxing, sharing sort of experience. Anybody and
any sort of creativity is welcome and

I think it is just fantastic because being an artist is a really lonely occupa-

tion, but you dont need to do it all by


yourself.

Bacchus Marsh sporting and


recreation clubs have received
a share in almost $1 million in
the latest round of VicHealths
Active Club Grants.
Avenue Bowling Club and
Bacchus Marsh Panthers Basketball Club each received up
to $3,000 in the second round
of the 2015-16 grant program.
VicHealth CEO Jerri Rechter
said the money would make
a significant difference to the
clubs and local communities.
Whether its through new
equipment, safety gear, balls
or bats there are so many
communities across the state
that will benefit from these
grants, she said.
Avenue Bowling Club secretary, Peter Glass said the
money would fund smaller
sets of bowls for women and
children.
The club is all about participation and it is difficult for a 12
or a 13-year-old to come to the
club and use full size bowls to
learn the game with, it would
be like having a weight lifter
attempt to lift 500 pounds on
his first lift, he said.
Women also have the same
problem, so we decided to
invest in some smaller size
bowls which will make the
game a lot easier for everyone
involved.
Panthers Basketball presi-

dent, Leonie Hegarty said the


grant money would be very
well spent, with funds assisting in the purchase of training
kits.
With seven to ten players
per team, we require a lot of
equipment for training and
the kids can be quite forgetful in terms of bringing their
own basketball. We share a
lot of our equipment between
teams and we dont actually
have a common place of training, meaning we need various
kits, she said.
This money will be invested
into more balls and cones and
of course, uniform. We really
have been scraping together
the jerseys, which are now
very old and falling apart. We
also share, which means some
players are made to play in
teeny, tiny uniforms.
Ms Hegarty said the club,
which consists of 31 teams and
over 200 players, had recently
held a drive to attract more
female players, meaning even
more uniforms were required.
There was a real lack of girls
playing basketball in Bacchus
Marsh, and Victoria to be honest. After the massive drive
we held, we had a lot of new
female players join the club
so we are now having to constantly outlay new uniforms,
which is really pricey, so the
grant money will definitely be
very well spent.

Cutting off tags as they appear


instances, paint over the tags.
Even shop holders have
chipped money in - theres a lot
of people in town that are very
much focused on keeping the
town clean from graffiti.
The group is even exploring a
pager system similar to that of
the CFA to ensure that members are notified as soon as
graffiti is reported.
It needs to be actioned
straight away - if someone sees
graffiti it has to be removed
straight away, so its less likely
to make a reappearance.
Preventative measures are
also being explored by the
group, including solar powered lighting over tag hotspots,
and graffiti-resistant paint that
allows tags to be wiped off
easily.
Ugly tags on buildings bring
down the whole level of a
town. Its not always local either - there are people coming
to the town to do that, its not
necessarily local kids who are
doing it.
Donations to Tag Off can be
made through the Rotary Club
of Ballan.

An informal, but very effective, group is taking on graffiti


vandalism in Ballan.
The Tag Off group comprises
four to five core members who
respond to reports of graffiti in
the town by cleaning it up as
quickly as possible.
Member Patrick Bonello said
the group actually appreciates
artistic graffiti but its the
ugly tags that they are fighting to clean up the town.
A few people were concerned
about the graffiti, especially
when we had the spate of tagging about two years ago, so
weve organised it a bit more
and now we are a group of volunteers who wanted to instil a
bit of town pride and ensure
it was removed, Mr Bonello
said.
So far, the group has received
support from the local Chamber of Commerce, Lionesses,
and business owners with
some even donating towards
the cost of supplies to clean the
graffiti.

Extreme fire danger

The State Government has
accepted the Fair Work Commissions recommendation
to end the long running dispute over the Country Fire
Authority (CFA) Enterprise
Bargaining Agreement.
Victorias Emergency Services Minister Jane Garrett,
who refused to support
the proposal, resigned last
Friday.
The long-running dispute
began in October last year
and was intervened by the
Fair Work Commission, who
handed down its recommendations on 1 June.
Local firefighters voiced
their concerns to The Moorabool News last week, stating
they feared the enterprise
agreement would marginalise volunteers.
However, Member for Buninyong, Geoff Howard said
a lot of information, including the delegation of veto
power to the union and the
demands for seven paid firefighters at all CFA jobs, had
been misinterpreted.

Secondly, in most circumstances the recommendations only relate to when
there are integrated fire
stations, which means there
are paid firefighters as well
as CFA volunteers, and that
does not relate to any brigades within my electorate
and only relates to some
within our state.
The agreement, which was
uploaded to the UFUs website, demands for a minimum of seven professional
firefighters to be dispatched
to a fireground incident before commencement of safe
firefighting operations for all
integrated stations.

protect our health and safety
and to get as many people on
the fireground as we safely

It is out in the public arena
that the Enterprising Bargaining Agreement (EBA)
wont affect volunteers.
Their roles have not changed
and if theres a lieutenant or
captain on the fireground,
they can make their own
decisions.
The Bacchus Marsh Group,
which encompasses brigades from Bacchus Marsh,
Darley, Coimadai, Myrniong, Rowsley, Balliang and
Parwan, are 100 per cent volunteer run.
Whilst the demands targeting integrated stations will
not impact these brigades,

a credible source told The


Moorabool News that it was
only a matter of time.
It wont be long before one
of these brigades become career. The union will push for
that; they want more paid
firefighters because more
paid firefighters mean more
union members, and who
pays their wages? The homeowner does. The costs are
covered by the Fire Services
Property Levy (FSPL), which
is paid by all households
and businesses on their rates
bills.
The source, who worked as
both a career and volunteer
firefighter for a period of
30 years, wished to remain
anonymous.
Mr Howard said the FSPL,
which was reduced by the
state government for the
2016/17-year, would not
change.

Former Moorabool Mayor Michael Tudball has taken
to social media to express his proudest and saddest
moments, after being involved in his local fire brigade as a
volunteer then as a board member of the CFA, for close to
40 years. Mr Tudball also included a message for former
Minister Jane Garrett.

Intermingled with this I had a short career of four years as


RAM then a FAM (some will remember these acronyms)
from 1993-1997 at Region 14 Melton.
Why am I telling you all this?
My absolute proudest moment in CFA was October
2003 when through VUFBA (back then) I was nominated
and subsequently appointed to the Authority, a Board
Member of CFA. For the last 12 years and eight months
I have served to help protect the interests of all Victorians
through our amazing Career & Volunteer firefighters and
support staff.

In 1977 at 14, along with a couple of Bacchus Marsh


mates, I joined the Bacchus Marsh Urban Fire Brigade
Juniors, in January 1980, the only junior left at the time I
was elevated to the Senior Brigade Reserve list. Within
two years I was elevated to Active, then elected Foreman,
1st Lieutenant and then Captain in 1994. Delegate to the
Bacchus Marsh Group, MFPC, Group Secretary & Group
Comms, Delegate to CAC, ROPC, VRFBA & RPC, RPC
Chairman, RPC Executive, Strategy & Business Chair, &
OHS Chair.
I received long service recognition for 12, 20, 25, 30 &
35 years, a National Medal for Service in 1999 and
Brigade Life Membership, VFBV Gold Star and CFA Life
Membership in 2011. Finally I was recognised in Queens
Birthday Honours 2011 with Australian Fire Service Medal.

we know it. We will see a Greater Metropolitan Area (GMA),
these are public strategies; we will see a COUNTRY Fire
Authority and we will see a METROPOLITAN Fire Brigade
both somewhat different to today.
I have always hoped to leave a place better than I found it,
however I doubt this is the case, but again others will judge
that. To all of the amazing staff and volunteers I have met,
worked with, have supported in tough times and received
support from in tough times, THANK YOU!
To our current leadership CEO Lucinda, CO Joe, DCOs
Steve, John, Bruce and Alan, ACOs, OMs along with
Executive Directors and Staff I hope you go on to make a
difference in this new world.

Today (10 June, 2016) was the saddest day of my CFA


involvement when we were totally politicised and the only
losers are our people and Victorians. Others will be judged
for their actions over time, as indeed I and the CFA Board
of today and those of the past 12 years and eight months
will also be.

To our most recent Minister Jane Garrett (until 10am this


morning) you can stand tall and proud and I hope this
creates opportunities for you in the future; you deserve it.

A second investigation into


Bacchus Marsh Hospital
has revealed a further four
babies died in avoidable
circumstances.
Minister for Health Jill Hennessy confirmed the deaths
on Wednesday June 8.
The
investigation
was
conducted by independent
obstetricians and followed
the same review process
as the initial investigation
into stillbirth and newborn
deaths in 2013-2014.
Between 2001 and 2012,
there were 26 neonatal and
stillbirths at Djerriwarrh
Health Services, Miss Hennessy said.
Of these 26 deaths, the
review found that four were
potentially avoidable as a
result of deficiencies in the
clinic care by Djerriwarrh
Health Services.

Ms Hennessy said the review brought the total number of stillbirth and newborn
deaths between 2001 and
2016 to 38, 11 of which were
considered avoidable.
She said every woman
who had experienced a potentially avoidable loss had
been given a full explanation of the care received and
had undergone conciliation
processes.
Every woman who has
contacted the Health Services Commissioner about
the care they received is
having or has had each
complaint, concern and case
independently reviewed by
the Health Services Commissioner. This will continue
until every case has been
assessed.

John Ballard said the hospital could and would not
speak about any individual
circumstances other than to

offer sincere apologies to


women and their affected
families.
The future of Bacchus
Marsh Hospital is secure
and we are working to
ensure the health service
continues to evolve to meet
the changing needs of the
Bacchus Marsh and Melton
communities, he said.
With new contemporary
leadership,
new
senior
clinical practitioners and
improved standards of care,
safety and systems of clinical governance now in place
at the health service, we can
give assurance of a safe, secure and fully functioning
maternity service.
Ms Hennessy said a separate investigation into the
care received by a mother
outside the hospital had
also commenced, however
would not comment any further due to legal and privacy
reasons.

Greenbacks for Bungaree

The Bungaree Bowls Club is
$10,000 better off thanks to
the Ballan and District Community Bank.
The club received a sponsorship cheque from branch
manager Luke Calder at its
Annual General Meeting
held on May 24.

Bank was rapt to be involved
with the club, as it fell perfectly in line with the banks
community views.
The club is building their
new bowling green out
there, which is a great asset
to the community because
it is obviously not just for
Bungaree residents. It is for
everyone throughout the
west Moorabool district such
as Gordon, Springbank and
Dunnstown, he said.

worked very hard to be able
to raise money. Members
have all put pledges in and a

ward fund allocation was received from the Moorabool


Shire. They have worked
tirelessly to raise the necessary funds in a short time
and we were really keen to
get on board with them.
Club treasurer Jayson Frawley said the sponsorship
would really benefit the upand-coming club.

We are really stoked about


it. Construction is underway
for the new synthetic green
- something that was funded
by a grant from the Moorabool Shire Council but also
predominantly by our own
members. The balance of
the construction cost was
funded by member pledges,
so having this sponsorship
from the bank is a huge help
for us as it enables us to pay
back our members and help
fund the project, he said.
The club is really going to
prosper and having the support of the bank is huge for

us. There are a lot of sporting


clubs looking for sponsors
and for them to back us is
just fantastic.
Mr Frawley said the club
planned to enter a third team
into the Ballarat and District
Bowls Pennant Competition
following their success in
the last season.

We had two teams play


in the pennant over the last
two years and we won the
division seven premiership
last year. The club is doing
really well; we have around
50 members but are always
looking for more. Now that
we have committed to having three teams, we are looking for enough members to
be able to fill all the sides.
The Bowling Green, located
at the Bungaree Recreation Reserve, is expected to
be complete in the coming

Lifestyle change benefits all

Queen of Not Finishing to
an Early Childhood Educator Sara Christopher-Smyth
is kicking goals.

Sara said instead of focusing on trying to finish the


whole course, she focused
on each unit and the requirements of each day.

The Moorabool resident recently obtained her Certificate III in Early Childhood
Education and Care at the
Bacchus Marsh Community
College.

It would have been easier


to give up at times, as when
life gets difficult its hard to
focus, but I just remembered
small steps.

Sara, who was diagnosed


with a medical condition in
her twenties, said there was
once a time where everything was too hard.

After taking part in the


mandatory industry placement, Sara stayed on as a
volunteer for another six
months and is now employed as a permanent relief
staff member within The
Moorabool Shire.

I was the queen of not finishing anything, whether


it was doing the dishes or
starting a course, it was always too hard. Life was too
hard.

After the birth of my twin


boys, life was a struggle. It
was such an effort to get up
each morning and an even
bigger effort to get out of my
pyjamas.

As Sara raised her family,


she also struggled with an
addiction.

Life was tough, she said,


but I decided I wanted

Investment possibility

Ballan District Health and Care could see two new day
surgery theatres if the Labor Party wins office in the
upcoming federal election.

The election pitch promises an investment of $2.2 million


in order to expand BDHCs capacity to provide same day
procedures, such as minor elective surgery.

providing $220,000 for the
project to be located beside

mother holding a photo of
her lost son will stand as
a permanent memorial for
all families who have lost
a member in service for
Australia.

before 30 June, dont forget any wages super
guarantee that may have already been paid on
your behalf by any employers.

Campaigning
for the senate
Another Moorabool local has put his hat in
the federal election ring.
Stephen Vereker lives in Bacchus Marsh and
is assigned to the Democratic Labour Party
(DLP) Senate Campaign for Victoria.
Having stood for the federal seat of Ballarat
in the 2013 Federal election, Mr Vereker
emphasised his intention to campaign on
and work to defend traditional marriage
as well as to see the Safe Schools program
removed and replaced with a program that
works with parents not without them.
In relation to the people of Moorabool Shire,
Mr Vereker has pledged that he will be a
strong and persistent advocate for federal
funding for long overdue better recreation
and healthcare facilities in neglected regional
and metro areas across Victoria.
In Bacchus Marsh the need for an aquatic
centre as well as the need for upgraded
sporting club facilities, plus greater support
for local hospital and healthcare needs, are
areas of long-term Federal Government
funding neglect.
Small towns and regional areas have waited
long enough for the most basic infrastructure
upgrades that larger metropolitan areas take
for granted, he said.

Acres of Diamonds
Russell Conwell was born in 1843; he was a
lawyer for about 15 years until he became a
clergyman. When asked to give a speech to
the 10 year reunion of his Civil War troops,
he told the story about acres of diamonds.
Conwell gave this speech over 6,000 times
and with the proceeds he put nearly 2,000
students through Temple University.
The story was about a farmer who lived in
Africa and through a visitor became tremendously excited about looking for diamonds.
This farmer got so excited about the idea of
millions of dollars worth of diamonds that
he sold his farm, and went in search of his
fortune. He wandered all over the continent,
as the years slipped by, constantly searching
for diamonds, and wealth which he never
found. Eventually he went completely broke
and threw himself into a river and drowned.
Meanwhile, the new owner of his farm
picked up an unusual looking rock about the
size of a country egg and put it on his mantle
as a sort of curiosity. A visitor one day was
stunned when he saw that the rock was the

biggest diamond that had ever been found.


The new owner of the farm said, Heck, the
whole farm is covered with them rocks. The
farm turned out to be the Kimberly Diamond
Mine...the richest the world has ever known.
The original farmer was literally standing on
Acres of Diamonds but never recognised
its worth.
Sometimes we need to exploit what weve
got before charging off in search of greener
pastures. Opportunity does not just come
along, it is there all the time - we just have to
see it. God has gifted each person as unique
and we need to develop our gifting, educate
our emotions, and spend our time wisely.
Best still, ask God to take control and learn
to follow the Master.
Success is not the key to happiness. Happiness is the key to success. If you love what
you are doing, you will be successful.

at the Bacchus Marsh Magistrates Court last Friday.
Henry Gane pleaded guilty
to offences dating back to
November 4 last year when
he was travelling down
the Western Freeway and
crashed into a vehicle in
front of his.
The court heard after crashing he continued driving
before hitting the wire barriers and then a guardrail,
finally forcing him to come
to a complete stop.
Mr Gane was then helped by
passers by who noted he was
stumbling around before the
police arrived. He was reportedly unhappy speaking
to the police, however, after
checks, it was determined he
was not under the influence

of drugs or alcohol.
In his defence, Mr Gane told
the court he had suffered a
panic attack and has since
sought medical treatment
for his mental health issues.
He went on to apologise to
the court and to Magistrate
Andrew Capell before being
fined $617.

In another case, Chloe Airey


was found guilty of charges
relating to identity fraud after an ongoing investigation
found she, along with an
accomplice, had stolen over
$3458.
However, the drama in the
case came from the prosecutions statement that Ms
Airey, in a separate matter,
had not completed over 150
hours of community work in
two years due to travelling
issues.
Magistrate Capell, who was
visually upset, began questioning the accused about

how this situation had come


about. Unhappy with her
answer he sent for a representative from Corrections
Victoria, who was fortunately in court at the time.
The exchange that followed
revealed that Ballarat did
not have the resources for
Ms Airey, and other women
in her situation, to complete
Community Correction Orders and that the issue was
not yet resolved.
Clearly displeased with this
response, Magistrate Capell
remarked to the court that
If I make a court order I expect it to be carried out.

we are not financially supported by the government?
After dismissing the CV

Magistrate
Capell sentenced Ms Airey
to a further 125 hours of
community work to be completed in Melton.

Floods decimate farmers livelihoods

As you might be aware the


floods have come to us in
Tasmania. It is really sad to
see the utter devastation.
Some farmers had to simply
sit and watch their cattle
float by in the hundreds. It is
a tragic situation for so many
farmers who had just faced
a record dry spell. I had a
meeting this morning with
Senator Jacqui Lambie and
she is, from what she said to
our group, far from a climate
sceptic these days. At one
stage when we were looking
for somewhere to settle here
in Tasmania we thought of
a lovely property not at all
close by the river in Latrobe.
It seemed well above any
flood level. It wasnt. Just
about half of Latrobe has
been inundated.
Here is a bit of news you
could show to any candidate
or sitting member you come
across over the next few

weeks. It is by Eric Zuesse,


an investigative historian,
who says in the recent edition of Huffington Post under the heading Climate
Catastrophe Will Hit Tropics Around 2020, Rest Of
World Around 2047, The
first study to integrate all
prior scientific research in
order to project approximately when climate change
will produce permanent
catastrophic consequences
has been accepted and will
soon be published in the scientific journal Nature, and
it finds that things will start
going haywire in the tropics
at around the year 2020, and
in our part of the world at
around 2047.
According to this study, the
tropics, which are the nearequatorial region of this
planet thats almost 100%
impoverished, and that has
thus contributed virtually

nothing to global warming,


will begin the period of permanent catastrophe starting in approximately 2020;
but the (cooler) moderatelatitude countries, such as in
North America and Europe,
(and Australia) will begin
this catastrophic period in or
around 2047.
This isnt to say that things
wont continue to get worse
after then; its only to say
that this is, as the article
will be titled, The projected
timing of climate departure
from recent variability.
This landmark article was
co-authored by a team of 14
climate-scientists. It says:
Unprecedented
climates
will occur earliest in the
tropics and among low-income countries. It explains
that the reason for this is that
the countries near the equator have far less variability
in their weather than do the

moderate-climate countries,
and so the species that constitute the ecosystems there
cannot tolerate temperatures
outside their narrow range,
which has existed within
that narrow range for thousands of years. Consequently, species-extinctions will
soar there much faster and
earlier than here. The humans living there will have
to move.
This study notes the obvious disparity between
those who benefit from the
process leading to climate
change and those who will
have to pay for most of the
environmental and social
costs. We know that, those
who benefit from the process
leading to climate change
are the oil companies, and
the coal companies, and the
natural gas companies, and
the pipeline and service
companies, and ultimately

their owners: especially the


men (mostly) who control
them. It would be false to assume that any poor people,
even in countries such as
Australia, will benefit from
continuation of the process
leading to climate change.
However, some of the chief
financial backers of the current Australian government
will benefit enormously
from that process.
Eric Zuesse goes on,
Though the near-term predictions about the effects
of this atmospheric carbon
build-up contain far less certainty than do the long-term
predictions, there is essentially no question that two
thousand years from now,
life on this planet will be
hellish for everyone, even if
the near-term consequences
of the atmospheres existing
carbon overload are far less
certain. From now on, efforts

to reduce climate-change
will be efforts to reduce the
extent of the catastrophe, not
to prevent the catastrophe.

this ground-breaking news.

For some good news; the


European Union just refused
to grant Monsanto a new license for its flagship product
- the pesticide glyphosate.
They thought there was
enough uncertainty to warrant further studies. And we
are still using it in Australia
everywhere.

Last month Premier Daniel
Andrews sold out 60,000
Victorian CFA volunteers,
vowing to hand control of
the CFA over to the United
Firefighters Union (UFU)
as part of a payback deal to
the union mates who got
him elected in 2014. The
deal would allow the UFU
to have veto over CFA management decisions, just as it
does over the MFB.
This decision could trigger
massive changes in the CFA
as we know it, including the
resignation of thousands of
volunteers.
Volunteers have every right
to be angry at this blatant
disregard for the CFAs
proud history in our rural
and regional communities;

about 3000 of these volunteers attended a rally in Melbourne last week to protest
against the Premiers intervention in the EBA.

Recent letters have complained about the state of the
Lerderderg River. One (MN

17 May) even suggested a


fallen tree at the Moon Reserve had reduced the flow to
a narrow strip of water. If
only it was that simple. I understand a major spring that
feeds the Lerderderg past
Blackwood dried up during
the millennium drought, I
heard from a Parks Victoria
ranger. Now the river stops
flowing through the summer, especially in this last
exceptionally dry year.
I hope the fallen tree at the
Moon reserve was removed
for very good reasons, because fallen trees and reed
beds are an important part
of the river. Those that see
them as messy should be
made aware that reed beds
clean the water of pollutants
and mud: they are the op-

well to understand and preserve the complexity of our


ecosystems, mess and all.
The rivers are a highway
and refuge for all manner
of local and migrant native
species. They are an amazing thing to have running
through our town and we
should not try to shoe-horn
them into our industrial aesthetics of straight edges and
empty tidyness.

with advice and updates on
Victorias regional property
market. This follows longstanding REIV CEO Enzo
Raimondo recently stepping
down from the role, after
a decade and a half at the
helm.
I move into the position as a
fifth-generation estate agent,
and have served on the REIV
Board for many years. During my career, Ive owned
and operated my own agency, served as CEO of a grow-

ing franchise group and sold


a range of properties.
Its been a remarkable few
years for the property market, with high listings and
solid price growth across the
state some of the strongest
I can recall.
While auctions are popular
in regional centres, the majority of homes in Victoria
are actually sold by private
sale.
New REIV data shows multiple regional towns experienced significant improvements in days on market in

April a key market indicator for homes sold privately.


The coastal town of Cape
Paterson, south east of Melbourne, experienced the
largest annual improvement
in days on market in April
with its median falling more
than 70 days over the year to
109 days.
Homes in the commuter
town of Romsey also sold
faster in April when compared to the same period last
year, down 67.5 days to a median of 80.5 days on market.
Other areas experiencing

significant annual declines


in days on market include
Maffra, down 52 days to a
median of 98 days on market; Anglesea, down 46.5
days to a median of 60 days
on market; and Heathcote,
down 40 days to a median of
88 days on market.
Meanwhile, a number of
regional towns had some of
the states shortest days on
market, led by Irymple in
north west Victoria. Homes
in the town sold in a median
of just 22 days in April.
This was followed by Gee-

long suburbs Herne Hill


and Hamlyn Heights, which
had medians of 29 and 32
days on market respectively.
Other towns performing
well in April include Jan Juc
with a median of 33 days on
market; Waurn Ponds, 33
days; Mildura, 35 days; and
Woodend, 39 days.
While 2016 has been a time
of change for the market,
there are still a number of
regions performing strongly,
especially in comparison
to some Melbourne areas
which have moderated in
recent months.

Water Act 1989
SALE OF GROUNDWATER LICENCES FROM THE
PARWAN GROUNDWATER MANAGEMENT UNIT
Southern Rural Water is auctioning Section 51 Take and
Use Groundwater Licences from the Parwan groundwater
management unit (GMU). The total volume available will be
600 ML. The auction will be held between 20 and 24 June
2016.
The announcement of this auction is in accordance with
section 57 of the Water Act 1989, where Gippsland and
Southern Rural Water Corporation (trading as Southern
Rural Water) is acting as the delegate for the Minister for
Environment, Climate Change and Water.
The auction is open to those who completed the application
form and met the eligibility requirements advertised in the
Moorabool News on 26th April 2016.
The conditions for a licence will include the:
requirement to take the water from licensed works; and
standard licence conditions as set out in the Ministerial
Policies for Managing Take and Use Licences available
from the Victorian Water Register.
Licences may be issued for a period of up to 15 years, after
which time they may be renewed in accordance with section
58 of the Water Act 1989.

NOTICE OF PROPOSAL TO ABOLISH THE BUNGAREE
WATER SUPPLY PROTECTION AREA
The Minister for Water gives notice under section 27 (4)
(a) of the Water Act 1989 of the proposal to abolish the
Bungaree Water Supply Protection Area (WSPA).
The development of a statutory management plan for the
Bungaree WSPA is no longer considered necessary as there
is a cap on licence extractions; extractions are metered and
there is a monitoring regime in place. The Bungaree WSPA
is currently managed by a local management plan and
this is considered more appropriate as it provides a more
flexible, efficient and effective way to clarify water-sharing
arrangements.
The proposed action will see the Bungaree WSPA becoming
a groundwater management area and would allow for
permanent transfers to occur. This proposal does not alter
the permissible consumptive volume. The Bungaree WSPA
is currently fully allocated so no new groundwater licences
can be issued.

the details of the permissible consumptive volume can be
inspected at www.srw.com.au or during business hours at
Southern Rural Water, 88 Johnson Street, Maffra.

Cross Country athletes and parents competed at the Benalla Cross
Country Open Day on Sunday morning at Reef Hills Reserve,
contributing to the success of the Centre by winning, once again, the
Benalla perpetual trophy for the eleventh time.
Bacchus Marsh won a total of 16 medals - 3 Gold, 8 Silver and 5 Bronze.

Silver Medallists - Kalan Kucera, Nicholas Ide, Mitchell Wells, Kira
Watts, Tamara Henry, Kirsty Bresnan, Riley Dart, Zoe Wells

The sun broke through after a chilly morning with the conditions then perfect for the athletes
to compete.
After walking the course, races commenced at 10.30am. Bacchus Marsh were well
represented in all races and the members performed exceptionally well.
At the conclusion of all races Centres came together for presentations. The awarding of
the Benalla perpetual trophy was a close finish with Benalla finishing 3rd, Knox 2nd and a
narrow win to the Bacchus Marsh Centre.
The next Centre home run will be held at Egans Reserve, Greendale this Saturday at 10.30am.

Last weekend the G B Forestry Cobras travelled to Ballarat where


though the sun was shining, the weather was still a bit cold, unless
you were lucky to be in the sun of course. The game seemed to
attract a very good crowd and I can tell you there were many who
travelled up the highway with the noise that could be heard. Again
on the day the club had mixed results. In the football the seniors
were again playing a team that will be there at the business end of
the season in Nth Ballarat however, unlike last weekend where we
had plenty of the ball, this time we punished the opposition with a
better overall display and effort lead by D. Burton, J. Maksymow,
M. Denham, S. Lafranchi, A. Del Papa & L. Noonan. Our accuracy
in front of goal was also damaging with Maksymow kicking 5 goals;
we eventually ran out victorious by 51 points.
In the reserves, the boys gave Nth Ballarat a football lesson where
it was a total team effort lead by T. Castrignano up front kicking
8 goals, T. Huynh, T. Hughes, M. Whittle, C. Suban & T. Wardell.
The coach was very pleased after the game praising the players
for the efforts throughout the entire game and especially in the last
quarter where they could have easily just protected the lead and
won the game but instead found it within to ensure a great victory
by kicking a further 8 goals to 2 eventually winning by 97 points.
The U18s had a very tough and close encounter where there
was nothing between the two sides all day, in fact the scores were
level at quarter time. We found ourselves behind by 2 points at
half time and the scores were again level at three quarter time and
this was when the coach (Doug Hawkins) put it to his players and
challenged them as to whether they wanted to win the game. This
is what football is all about he said to them as he sent them out for
one last quarter and the boys did not let him down, or themselves.
With both teams hungry for the ball, the GB Forestry Cobras just
ensured that they were going home winners that day. The boys
were lead strongly all day by J. Duggan, S. Griffiths (4 goals), L.
Pigott, J. Lalor, B. Cracknell & J. Dickson and eventually ran out
victors by 3 points.
In the Netball, again the girls came up against some pretty tough
opposition and unfortunately not all teams were successful on the
day. The A graders lost their game by 22 goals; best on the day
was K. Ingham, A. Symons & J Walsh.
The B graders were also unfortunate on the day losing by 11
goals; best on the day was L. Prout, L. Tyrrell & E. Burgess.
The C graders had a very tight game where for the first half found
themselves behind but dug deep in the third quarter to have the
scores level going into the last quarter. It was here that the girls
went to another level scoring 12 goals to 4 and eventually running
out victors by 8 goals; best on the day was S. Watson, B. Botten
& J. Griffiths.
The D graders were not so lucky and though they tried very hard,
were well beaten on the day by 27 goals; best on the day was S.
Davies, J. Atkin & S. McKenzie.
The 19 and Unders were also on the end of a very hard and

This Saturday the G B Forestry Cobras are playing at Maddingley


Park against Redan, please ensure you get together and head
down to support our teams especially as it is our home game and
lets all welcome the Lions to our fortress. For a couple of hours,
together we can come together and switch off from the outside
world. Its escapism, however you will be escaping into a world
where you and many other Cobra fans will be driven by the same
goal as this is our team and our home!
On Sunday the Womans Football will be taking on East Point also
at home at 3:00pm so ensure you get there to support them on
the day.
