CSSR PS Degradation Due To Other Congestion (Huawei)

The site JAJARSOLOMW was experiencing degradation of CSSR PS due to increasing other congestion. Analysis found unbalanced CPU board loads between the two WBBP boards at the site. Configuring the UL and DL groups for the underutilized WBBP board helped balance the loads and resolved the CSSR and congestion issues.
