**Purpose: To inform the community Mr. Swenson is moving into the neighborhood and request community support in supervision compliance and success.**
Vehicle: Public Transportation.
Legal Status/Convictions: Mr. Swenson began PostPrison supervision on January 27, 2014 upon his release from Santiam Correctional Institution. He is currently located at Washington County Community Corrections Center (WCCCC) in a transitional bed and will be relocating to reside within the community. Mr. Swenson will be on community supervision until March 21, 2028 after being convicted of Sex Abuse 1 and Encouraging Child Sexual Abuse, 2 counts, in April of 2004.
Special Conditions of Probation/Parole/Post-Prison Supervision: Mr. Swenson is not allowed to have contact with minors under 18-years-of age or go any place where minors congregate (i.e. parks, schools, arcades, libraries). In addition, Mr. Swenson will not be allowed to use or possess drugs, pornographic material of any kind, or have contact with his victim. He is actively engaged in sex offender treatment and required to attend treatment weekly, submit to maintenance polygraphs, register as a sex offender, and meet with his supervising officer frequently.
Prior Convictions: Mr. Swenson was convicted of the following: 1983 Newport-False Swearing; 1992 (Index Cluster)-Multnomah County, Sex Abuse in the Third Degree; and 1994 Washington County-Given Alcohol to a Minor. It should be noted, Mr. Swenson has numerous no complaint sex offense convictions through out his criminal history.
Target Population: Minor males and females, under the age of twelve. Mr. Swenson would groom the known minor children and their families over a significant period of time. Once alone, he would sexually abuse the minor children and force them to view pornographic material while attempting to video tape the sexual abuse.
