    For the critical comments in discussion hereafter my point of view:
    Situation:
    We are in face the situation to launch the tender and the designed solutions has a lot of
    technical problems from those comments.
    This is a question of safety for the applied solution both in construction time schedule and after
    that.
    Suppose all factors highlighted are right a new design means more than six month for this new
    dam.
    How is possible to have this 100% change in the solution because the first design was a wrong
    one,......after a lot of checking's.
    To change o solution from earth-fill dam to concrete dam is this stage by dismantle the design
    done by an experience design company like TNA seems unusually - wrong design ?.
    Please have this my comments very impartial for both parts involved.
    5 years return period for bottom outlet in a normal achieve
    10 years is more safety , but 25 years is very expensive indeed.
    Aside technical argument more or less justified, have to see also Economical evaluation for
    changing the Dam solution in this moment.
    Finally only TNA Co. the General Designer in this project have to consider if will be an
    evaluations of this comments for GDDR position.
