ABSTRACT
In this paper, Manpower development is considered as a tool for national
development that would assist the Nigeria State meet up with the rest of the world.
The paper defines Manpower, ICT, ICT education. By dissecting the development
of ICTs in Nigeria, Challenges facing ICT and manpower development, how ICTs
can improve qualitative education, thus manpower. The paper concludes that
despite the roles ICTs can play in education the Nigerian state is yet to wholly
adopt ICTs for teaching and learning. Our proposition includes direct government
contributions, provision of ICT infrastructure and qualitative ICT education.
