PREFACE
MESC (Materials and Equipment Standards and Code) SPE documents reflect the views, at the time of publication, of: Shell Global Solutions International B.V. (Shell GSI) and/or Shell International Exploration and Production B.V. (SIEP) and/or other Shell Service Companies. They are based on the experience acquired during their involvement with the design, construction, operation and maintenance of processing units and facilities, and they are supplemented with the experience of Shell Operating Units. Where appropriate they are based on, or reference is made to, international, regional, national and industry standards. The objective is to set the recommended standard for good design and engineering practice applied by Shell companies operating an oil refinery, gas handling installation, chemical plant, oil and gas production facility, or any other such facility, and thereby to achieve maximum technical and economic benefit from standardization. The information set forth in these publications is provided to Shell companies for their consideration and decision to implement. This is of particular importance where MESC SPEs may not cover every requirement or diversity of condition at each locality. The system of MESC SPEs is expected to be sufficiently flexible to allow individual Operating Units to adapt the information set forth in MESC SPEs to their own environment and requirements. When Contractors or Manufacturers/Suppliers use MESC SPEs they shall be solely responsible for the quality of work and the attainment of the required design and engineering standards. In particular, for those requirements not specifically covered, the Principal will expect them to follow those practices, which will achieve the same level of integrity as reflected in the MESC SPEs. If in doubt, the Contractor or Manufacturer/Supplier shall, without detracting from his own responsibility, consult the Principal or its technical advisor. The right to use MESC SPEs is granted by Shell GSI, in most cases under Service Agreements primarily with Shell companies and other companies receiving technical advice and services from Shell GSI or another Shell Service Company. Consequently, three categories of users of MESC SPEs can be distinguished: 1) Operating Units having a Service Agreement with Shell GSI or other Shell Service Company. The use of MESC SPEs by these Operating Units is subject in all respects to the terms and conditions of the relevant Service Agreement. 2) Other parties who are authorized to use MESC SPEs subject to appropriate contractual arrangements (whether as part of a Service Agreement or otherwise). 3) Contractors/subcontractors and Manufacturers/Suppliers under a contract with users referred to under 1) or 2) which requires that tenders for projects, materials supplied or - generally - work performed on behalf of the said users comply with the relevant standards. Subject to any particular terms and conditions as may be set forth in specific agreements with users, Shell GSI disclaims any liability of whatsoever nature for any damage (including injury or death) suffered by any company or person whomsoever as a result of or in connection with the use, application or implementation of any MESC SPE, combination of MESC SPEs or any part thereof, even if it is wholly or partly caused by negligence on the part of Shell GSI or other Shell Service Company. The benefit of this disclaimer shall inure in all respects to Shell GSI and/or any Shell Service Company, or companies affiliated to these companies, that may issue MESC SPEs or require the use of MESC SPEs. Without prejudice to any specific terms in respect of confidentiality under relevant contractual arrangements, MESC SPEs shall not, without the prior written consent of Shell GSI, be disclosed by users to any company or person whomsoever and the MESC SPEs shall be used exclusively for the purpose for which they have been provided to the user. They shall be returned after use, including any copies, which shall only be made by users with the express prior written consent of Shell GSI. The copyright of MESC SPEs vests in Shell GSI. Users shall arrange for MESC SPEs to be held in safe custody and Shell GSI may at any time require information satisfactory to them in order to ascertain how users implement this requirement. PART I INTRODUCTION 1.1 SCOPE This specification is applicable for corrosion protection of low temperature valves with a carbon steel substrate material to: - ASTM A350, Grade LF2, Class 1 (forging) and - ASTM A352 Grade LCC (casting) and with CRA weld overlay cladding to: - Ni-Cr-Mo-Co (Inconel 625 ) Alloy 625, - Nickel-Iron-Chromium (Incoloy 825 ) Alloy 825 and - Stainless Steel 6% Molybdenum. The CRA weld overlay cladding applies to the entire wetted area of the valve. This specification shall apply in addition to the applicable MESC buying descriptions and the referenced standards.. 1.2 DISTRIBUTION, INTENDED USE AND REGULATORY CONSIDERATIONS Unless otherwise authorised by Shell GSI, the distribution of this MESC SPE is confined to Shell companies and, where necessary, to Contractors and Manufacturers/Suppliers nominated by them. This MESC SPE is intended for use in oil refineries, chemical plants, gas plants, exploration and production facilities and, where applicable, supply/distribution installations. If national and/or local regulations exist in which some of the requirements may be more stringent than in this MESC SPE the Contractor shall determine by careful scrutiny which of the requirements are the more stringent and which combination of requirements will be acceptable with regards to safety, environmental, economic and legal aspects. In all cases the Contractor shall inform the Principal of any deviation from the requirements of this MESC SPE which is considered to be necessary in order to comply with national and/or local regulations. The Principal may then negotiate with the Authorities concerned, the objective being to obtain agreement to follow this MESC SPE as closely as possible. 1.3 DEFINITIONS The Contractor is the party that carries out all or part of the design, engineering, procurement, construction, commissioning or management of a project, or operation or maintenance of a facility. The Principal may undertake all or part of the duties of the Contractor. The Inspector is the party appointed by the Principal to check that the products supplied comply with this MESC SPE. The Manufacturer/Supplier is the party that manufactures or supplies equipment and services to perform the duties specified by the Contractor. The Principal is the party that initiates the project and ultimately pays for its design and construction. The Principal will generally specify the technical requirements. The Principal may also include an agent or consultant authorised to act for, and on behalf of, the Principal. The word shall indicates a requirement. The word should indicates a recommendation. 1.4 CHANGES SINCE PREVIOUS EDITION The previous edition of this MESC SPE was dated September 2010. PART II VALVES WITH CORROSION RESISTANT ALLOY (CRA) WELD OVERLAY CLADDING 1 MANUFACTURING 1.1 GENERAL In the MESC buying description or data/requisition sheet the Purchaser shall specify the type of CRA weld overlay cladding to be applied. 1.2 SERVICE CONDITIONS 1.2.1 Areas to be welded (overlay thickness included) and dimensional tolerances shall be shown on detailed construction drawings, which shall be approved by the purchaser. 1.2.2 The maximum allowable hardness at any location on welded surfaces, after final machining, shall be less than 35 HRC for Ni-Cr-Mo-Co (Inconel 625 ) Alloy 625 (as specified in ISO 15156 / NACE MR 01-75). 1.2.3 Heat Affected Zone (HAZ) thickness shall be minimized. 2 CRA WELD OVERLAY CLADDING 2.1 WELDING 2.1.1 Welding shall be performed in accordance with API RP 582. This includes the requirement to use a minimum of two layers to overlay. Overlay welding shall be by automatic systems. Manual overlay shall not be allowed with out Client approval. Pre-machining of the raw carbon steel castings and forgings may be required before the application of weld overlay in order to control the iron content, due to dilution of deposited corrosion resistance weld overlay Alloy 625 by the underlying carbon steel, within acceptable limit. First weld pass thickness, final weld thickness and final thickness after machining shall be measured and recorded on a 200 mm square grid, with a minimum of 5 measurements per valve. 2.1.2 The weld overlay shall be in accordance with ASME BPVC section IX (Corrosion protection weld metal overlay). 2.1.3 For gas shielded processes, depositing Alloy 625 or Alloy 825, the gas shall not contain nitrogen. 2.1.4 Filler materials shall be batch tested as per schedule H of AWS A5.01 with a batch defined as: - Class C3 controlled by heat number for covered electrodes, and - Class C2 controlled by heat number for bare solid electrodes. 2.1.5 Batch certificates to ISO 10474 level 3.1B or EN 10204 level 3.1 shall be included in the inspection documents. 2.1.6 Change of filler metal brand name and manufacturing location is an essential variable, in the context of ASME section IX. 2.2 FABRICATION PROCEDURES 2.1.1 The Procedure Qualification Records (PQR) shall be fully documented and shall cover the following as a minimum: - storage, drying and handling of welding consumables; - cleaning of base metal surfaces to be overlay welded; - reference to the applicable WPS; - joint overlay sketch with dimensions;

- details of metal base material; - filler metal welding method; - pre-heat- and interpass temperatures; - post heat treatment requirements; - welding method with operator mode and parameter description; - testing requirements (e.g. tensile test, bend test, fillet weld test); - the maximum thickness of the first pass/layer shall be an essential variable, in the context of ASME section IX; - the thickness of the first pass shall not vary by more than the maximum and not less than 0.3mm of that recorded and qualified during the PQR. 2.2.2 The fabrication shall only start after Principals approval of the relevant Procedure Qualification Records (PQR) and Welding Procedure Specification (WPS). 2.2.3 Weld production and qualification test shall be performed in accordance with ASME BPVC section IX. 2.2.4 Only welders having satisfactory passed a performance qualification test shall conduct the production of welded pieces. 2.2.5 Welding consumables used for fabrication shall conform to the description shown in the relevant WPS. 2.3 DEFECT REMOVAL AND REPAIR 2.3.1 Weld defects in excess of the acceptance standard shall be removed and shall be repaired by re-welding. 2.3.2 All excavations shall be dye penetrant inspected prior to the start of repair welding, in order to confirm the complete removal of the defects. 2.3.3 Repair by re-welding shall be performed in accordance with a repair welding procedure, which shall be qualified and approved by the principal. 2.3.4 The repair welding procedure shall include the following: - Method of removal of the defects; - Requirements related to the shape of the excavation; - Applicable welding procedure and qualification tests; - Inspection after welding. 2.4 CHEMICAL COMPOSITION 2.4.1 Where alloy 625 has been specified for the whole system: - The Ni-Cr-Mo-Co (Inconel 625 ) CRA-625 weld overlay cladding shall conform to ASTM B443 UNS N06625; - The maximum allowable iron content due to dilution of deposited weld metal taken at location listed in clause 3.2 shall be no more than 5%. This may require that welding consumable purchase specifications restrict the iron content to as low as possible; - ASME IX QW-462.5(a) shall be complied with. 2.4.2 Where alloy 825 has been specified for the whole system: - Any weld overlay cladding shall use alloy 625 welding consumable; - Other metallurgical cladding technique (roll bonding) may use alloy 825; The Nickel- Iron-Chromium (Incoloy 825 ) CRA-825 such (roll bonding) cladding shall conform to ASTM B424 UNS N08825.

- The Ni-Cr-Mo-Co (Inconel 625 ) CRA-625 weld overlay cladding shall conform to ASTM B443 UNS N06625; - The maximum allowable iron content due to dilution of deposited weld metal taken at location listed in clause 3.2 shall be no more than 10%. 2.4.3 Where Stainless Steel 6 Molybdenum has been specified for the whole system: - The CRA weld overlay cladding to Stainless Steel 6% Molybdenum shall conform to ASTM A240 Grades UNS S31254 and UNS N08367, or ASTM B625 UNS N08925; The nitrogen content for ASTM B625 UNS N08925 cladding shall be 0.18 N 0.22%. - As an alternative to stainless steel 6 Molybdenum, alloy 625 welding consumable may be used. In this case: - The Ni-Cr-Mo-Co (Inconel 625 ) CRA-625 weld overlay cladding shall conform to ASTM B443 UNS N06625; - The maximum allowable iron content due to dilution of deposited weld metal taken at location listed in clause 3.2 shall be no more than 10%. 2.5 THICKNESS OF CRA WELD OVERLAY CLADDING The CRA layer shall be applied in two welding passes and have a minimum thickness of 3.0 mm with tolerance +2.0, -0.0 mm in the final machined condition at all areas. Minimum thickness of 3.0 mm is taken from the original material surface. (Detailed as fusion face in ASME BPV section IX, QW-462.5(a)). 2.6 SURFACE FINISH OF CRA WELD OVERLAY CLADDING The surface of the CRA weld overlay cladding shall be pickled and cleaned in accordance with ASTM A380, followed by thorough drying. The final surface finish of all sealing areas shall be 150 microns maximum. 3 INSPECTION AND TESTING 3.1 LIQUID PENETRANT EXAMINATION 3.1.1 On all (CRA) weld overlay cladding and interface lines liquid penetrant examination shall be performed in accordance with ASTM E165 3.1.2 The acceptance criteria shall be in accordance with ASME BPVC Section VIII, Division 1, Appendix 8. 3.2 CHEMICAL ANALYSIS OF CRA WELD OVERLAY CLADDING 3.2.1 During the PQR qualification, chemical analysis shall be carried out at 1 mm below the minimum specified weld overlay CRA thickness, which is equal to 2 mm from the original material surface ((Detailed as fusion face in ASME BPV section IX, QW-462.5(a)). 3.2.2 During production overlay welding, production quality control checks shall be carried out on the finished surface. This could either be on the as welded surface or on the machined finished surface. 3.2.3 Each CRA overlay welding pass shall be analysed separately.
