Plutarch and President Coin debate how to use Katniss as the symbol of the revolution against the Capitol. Plutarch argues that showing Katniss the destruction of her home district of Twelve by the Capitol will help make the war personal for her and unite the districts against the common enemy. President Coin is skeptical, but acknowledges they have no better options. Katniss is then escorted to view the ruins of Twelve, walking quickly with clenched fists and angry tears, upsetting her normally stoic escort Boggs.

What other option do you have? People
dont always show up how you want them
to be, Madame President. But that anger
its what we want. We need to unite
people out there whove done nothing
but kill each other in the arena for
seventy-fve years. We cant do that
without a lightning rod. The people
will follow her. Shes the face of this
revolution. Let her see it, let her see
her home.(a beat) Itll put some color
back in those cheeks.

Katniss walks quickly, and Boggs moves alongside her. Her fsts
are clenched. He notices her angry tears. On his normally
implacable face, its obvious hes not used to displays of
emotion. Hes certainly not used to anyone like Katniss.
