Therefore it is social law Rules requiring open bids for contracts for public construction projects (like roads or buildings) Step one The rules are for bringing transparency in the bidding process for various public projects Step two The rules are not for general public and specific for a process Step three As the rules are bringing more efficiency in the market, it is economic and not social.
